Agenda: Presentation of the progress of the 16 priority projects relating to the Suburbs Plan already started and/or concluded.

OUTCOME:

The Mayor's delegate to the Suburbs, with the help of the offices, illustrated the progress of the 16 priority projects of the Suburbs Plan, four of which have already reached completion. After an exhaustive debate the topic was declared discussed.

Joint Council Commission Home – Public Works - ERP, Urban Planning – Private Construction - Milanese Agricultural System and Culture – Fashion and Design  (Chaired by the Councilors D'Amico Simonetta, Ceccarelli Bruno and Bocci Paola)
Agenda: POLICIES AREA FOR RENTAL AND SOCIAL ENHANCEMENT OF SPACES 
RESOLUTION N. 53 CIRC. 69  
Amendments to the provisions of the PGT Service Plan in force for the municipally owned areas located in the Municipality of Milan, via De Lemene, 59 and via Odazio, pursuant to art. 9, paragraph 15 of the Regional Law. 11.03.2005 n. 12 and subsequent amendments, in order to allow the implementation of projects with purposes of public interest. The measure does not involve any expense.
The Councilors will participate in the work:

  • Gabriele Rabaiotti,
  • Philip Del Corno,
  • Pierfrancesco Maran.

OUTCOME: 

The Housing Councilor and the technical offices of the Urban Planning and Culture Sectors explained how the PGT Service Plan in via De Lemene and via Odazio will be modified through a reasoned resolution of the Council, modifying the green use of two spaces, respectively renovating a farmhouse and creating a new social housing unit in via De Lemene and building a new large library in via Odazio. A debate was opened which also included the discussion of a dispute by some gardeners, currently present in via De Lemene, who would currently be evicted. The Housing Councilor, in his presentation, however proposed new possible solutions for these subjects. The debate did not end and as there were further members to speak, when the time allowed had already expired, the Presidents postponed the discussion of resolution no. 53 at another session.

Council commission Mobility, Transport, Environmental Policies, Civil Protection, Animals and Green (Chaired by Councilor Monguzzi Carlo)
Agenda: AMAT activities.
Councilor Marco Granelli and the President of AMAT Prof. Gloria Zavatta will be present at the Commission's work

OUTCOME: The President and the Managers of Amat gave specifications relating to strategic activities for mobility, Smart Parking, Traffic Modelling, IT Applications and dematerialisation, Technical Assistance to the RUP and High Supervision, Urban Planning and territory, strategic Activities for environment/energy and boiler inspections, to air quality monitoring, forecast models and new sensors and to the AMSA contract monitoring system. The Mobility Councilor placed his reflections on the merits, highlighting the importance of this work in order to guarantee better air quality.

Council Commission Special Integrated Plan and Family Policies (Chaired by Councilor Roberta Osculati)
Agenda: Foster care and family custody.
Professors Raffaella Iafrate and Anna Bertoni of the Catholic University and Dr. Giulia Lopez will be present.

OUTCOME: 

The teachers of the University Center for Studies and Research on the Family of the Catholic University of the Sacred Heart illustrated the peculiar characteristics of the institution of family foster care and of the new forms of family care. The Head of Coordination of Family Foster Care of the Municipality of Milan illustrated what has been implemented in this sector. The Commission agreed on the need to invest more in training, seizing the opportunities offered by funding at European level.

Joint Council Commission Institutional Affairs - Metropolitan City and Municipality and Employment Policies - Economic Development - Productive Activities - Trade - Human Resources (Chaired by Councilors Censi Arianna and Specchio Laura)
Agenda: URBAN ECONOMY AND WORK DIRECTORATE - WORK AND TRAINING AREA 
OF THE. No. 58 CIRC. 74.
Approval of changes to the art. 1 of the AFOL Metropolitana Statute connected to the merger project by incorporation of AFOL Sud Milano into AFOL Metropolitana.
Councilor Cristina Tajani will participate. 

OUTCOME: 

The Councilor for Labor Policies illustrated the deliberative proposal by explaining the administrative and political reasons that motivate it.
The Director of the Work and Training Area provided further technical and economic explanations.
The Commissioners who participated in the debate unanimously expressed a favorable opinion on the measure under consideration.
The Presidents therefore declared the deliberative proposal discussed and can continue its process in the council chamber.

at 11.00 am - Inspection

Agenda: Inspection of the Via Odazio area regarding resolution no. 53.

OUTCOME: 

The Commissions went to visit the area of ​​via Odazio included in the proposed resolution no. 53 which authorizes the modification of the current PGT Service Plan from "Existing Urban Green" to "Personal Services - Culture Category" for the construction of the new Lorenteggio Library.
The President of the Housing Commission pointed out that the small existing library will be maintained, but with another intended use and also informed that an international tender for the design of the new building will be published.
The offices have clarified that the new library will be much larger than the existing one, more modern and innovative and therefore able to offer many more services and activities.
The Commissions visit the premises of the Lorenteggio Library and the spaces adjacent to it.

Council Commission Suburbs and Social Policies and Health Services - Volunteering (Chaired by Councilors Osculati Roberta and Vasile Angelica) 
Agenda: Presentation of the report on social custodians.
At the hearing:

  • Dr. Marco Sorrentino from Amapola 
  • Dr. Maria Morena Montagna.

OUTCOME: 

Councilor Majorino, assisted by Dr. Sorrentino of ANAPOLA (Agency for Urban Safety and Liveability), illustrated to those present the "2016/2017 monitoring report of the Social Custody product line in the home care system of the Municipality of Milan". In the brief debate that followed, the need emerged, since the Social Custody service is almost exclusively intended for the inhabitants of ERP blocks, to extend its use to residents in private buildings and to pay greater attention to mental distress.

Council Commission International Affairs - Post Expo - European Policies (Chaired by Councilor Pacente Carmine) 
Agenda: State of progress of the projects financed with European resources Pon Metro and Por Fesr of the Lombardy Region for the Municipality of Milan. The following will be present at the hearing:

  • Corrado Bina, Project Director of development and strategic coordination of the suburbs plan, 
  • Paola Rimbano, Pon and Por Service Manager.

OUTCOME: 

The officials responsible for the National and Regional Operational Programs Unit of the Municipality of Milan reported on the state of the art of the urban redevelopment projects financed by the European Community. In particular, ample space was given to updating the sustainable urban development project which has the Lorenteggio district as its territorial context. The commissioners present were thus able to evaluate the importance of European funds in relaunching urban redevelopment and social innovation interventions in the more decentralized areas of the city.

Agenda: Initiatives for the shared administration of the common goods of the Municipality of Milan.
Update on the "Common Space" project of the Municipality of Milan.
The Councilor for Participation, Active Citizenship and Open Data Lorenzo Lipparini and Dr. Gregorio Arena of Labsus will participate.

OUTCOME: 

The Councilor and Dr. Arena, by Labsus; they described what the care of common goods consists of and for what reasons it would be preferable to come up with a Regulation for the Municipality of Milan. The councilors shared the basic thesis, made some suggestions and made some comments.
