Agenda:  "In-depth analysis of the documents and communications between ATM and the Municipality of Milan regarding the decision not to exercise pre-emption on the purchase of the M5 shares owned by the Astaldi company".
The General Director of the Municipality of Milan, Dr. Caporello Arabella, will be present.

OUTCOME:

The General Director of the Municipality reported on the Administration's decision not to exercise the right of pre-emption on the 35% of the shares owned by M5, currently owned by the Astaldi company. He then responded in detail to the Councilors' questions, mainly focused on the exchanges of correspondence between the actors in the matter, on the testing of the M5 line and on the failure to previously communicate to the Council the actions implemented by the Administration. At the end, the President declared that a further meeting of the Commission will be held soon, with the theme of the failure to test the M5 Line.

Joint Council Commission Urban planning, private construction, Milanese agricultural system and mobility, transport, environmental policies, civil protection, animals and greenery (Chaired by Councilors Ceccarelli Bruno and Monguzzi Carlo)
Agenda: MOBILITY PLANNING AND PROGRAMMING AREA Of No. 28 Circ. 30 Urban Sustainable Mobility Plan (SUMP) of the Municipality of Milan. Continuation of discussion. Councilor Marco Granelli will be present at the Commission's work.

OUTCOME:

The councilors expressed their opinion on the proposal, put forward by the Presidents, to conclude the discussion of the measure in today's session and present the amendments to it by Monday. Some council groups expressed their perplexity in concluding the debate before having also listened to the representatives of some categories, while other groups declared their agreement with the proposal. At the end of the debate it was agreed to finish the examination of the provision in the Commission today in order to proceed with its presentation during Thursday's session of the City Council, but to allow more time for the presentation of the amendments, so as to allow a careful reading of the document to the councillors.

(Chaired by Councilors Specchio Laura, Osculati Roberta and Vasile Angelica)
Agenda: Hearing of councilors Pierfrancesco Majorino and Cristina Tajani to report on their respective skills for the implementation of the Suburbs Plan on the Social and Labor Policies side.

OUTCOME:

The Councilors for Social Policies and Labor Policies presented their projects which gravitate towards the Suburbs Plan, remembering, however, that their work extends across the whole city and not only on those neighborhoods covered by the aforementioned Plan prepared by the Mayor. After an exhaustive debate the topic was declared discussed.

Agenda: The prospects of volunteer houses.

Joint Council Commission Verification and Control of Participatory Bodies and Education, Education, University and Research (Chaired by the Councilors De Pasquale Fabrizio and Limonta Paolo. Chaired by the Councilor)
Agenda: Presentation of the new canteen commission representation. Councilor Anna Scavuzzo will be present.

OUTCOME:
The new representatives of the Canteen Commission highlighted the critical issues linked to the meals that Milano Ristorazione offers to the children of Milan, expressing in particular the fear that meatballs could be reintroduced into the menus. They also highlighted the scarcity of portions served, the lack of a rotation of the menus that takes into account the students' return to school and stigmatized the fact of not having been informed of the decision to remove salt from the menus.
A debate followed during which the Councilors expressed some doubts to which the Councilor and the Sole Director of Milano Ristorazione provided answers.

Council Commission International Affairs, Post Expo, European Policies  (Chaired by Councilor Pacente Carmine)
Agenda: Anci's position in favor of the European Union's urban policy and the role of Milan.

The following will be present at the hearing:

  • Francesco Monaco, Head of the European Funds Department ifel/Anci 
  • Pierattilio Superti, general secretary of Anci Lombardia.

OUTCOME:
The session was characterized by the reports of the national and regional A.N.C.I. representatives, who illustrated the current situation and future prospects of EU investments in regional territories and the consequent role of Local Authorities for an increasingly rational use of these economic resources. Particular emphasis was placed on the Lombard context, in terms of innovative design, modeling and start-ups. After a complex debate, in which some critical issues emerged regarding the use of EU funds, the President closed the session.

Joint Council Commission Suburbs and Security and Social Cohesion, Local Police (Presided over by Councilors Osculati Roberta and Pantaleo Rosario)
Agenda: Hearing of Councilor Carmela Rozza regarding the planning of interventions in the suburbs for the implementation of the Suburbs Plan in relation to her responsibilities.
OUTCOME:

The meeting aims to illustrate the Suburbs Plan in relation to the responsibilities of the Department of Security and Social Cohesion and for this purpose, Councilor Rozza makes a timely presentation. A heated debate follows which confirms the different positions, in terms of security policies, which distinguish the Majority and the Opposition. Some members of the Minority point out the contradictions within the Majority regarding the recent police operation at the Central Station.
