Agenda: Meeting with the Penitentiary Administrations and the Institutions responsible for criminal enforcement on the current situation, the objectives and the role of the municipal Administration.
OUTCOME: 

President Pirovano gave specifics regarding the points that were the subject of discussion by the Commission; the Penitentiary Administrations and the Institutions responsible for the execution of sentences were heard on the current situation, specifying how the municipal Administration could intervene in support. The councilors expressed their opinion on the merits. At the end the President deemed the topic discussed.

Agenda: Hearing of the Rector of the State University of Milan, Prof. Gianluca Vago, on the project to transfer the State University to the AREXPO areas.

Council Commission Labor Policies, Economic Development, Productive Activities, Trade, Human Resources (Chaired by Councilor Specchio Laura)  
Agenda: In-depth analysis and illustration of data relating to Resolution no. 23 Circular 23 Amendment of the regulation for the regulation of trade in public areas. Title V "Itinerant trade": articles 30 and 30 bis.
Councilor Cristina Tajani will be present.

OUTCOME:

Councilor Tajani, assisted by the Director of the Productive Activities and Commerce Area, Dr. Paolo Seris, illustrates the changes to the regulation (title V, articles 30 and 30 bis) of itinerant trade, so-called “Street food”, contained in Resolution no. 23 of Circular no. 23. The changes relate to the non-applicability of the ban on the exercise of itinerant trade in the entire Municipality 1 to the so-called "Street food" under the following conditions: the authorization lasts for 3 years; maximum number of authorization is 50 (1 for each individual vehicle); small dimensions of the vehicle with human or electric propulsion; only supply of fresh food products; recognition of a land occupation fee; non-transferability of ownership of the permit.

Council Commission Verification and Control of Participated Bodies (Chaired by Councilor De Pasquale Fabrizio)
Agenda: Hearing of the A2A CEO and AMSA President regarding the future of the AMSA company with simultaneous hearing of the Union Representatives.

OUTCOME:

The CEO of A2A and the Operations Manager of AMSA presented the excellent results obtained by the latter company in recent years and the projects that will be implemented by the A2A group in the waste treatment sector and to make AMSA even more efficient. The meeting was also attended by the trade union representatives of the workers of the latter company who, however, expressed concern and unease about its future due to the transfer of various business branches of AMSA to A2A, which seem to want to relegate the company to only sweeping and waste collection duties. The Councilors asked that AMSA be safeguarded and strengthened as it is a cutting-edge company in its sector which is often taken as a model by other companies operating in the same field, both Italian and foreign.

Council Commission Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Arienta Alice) 
Agenda: Presentation and sharing of the digital plan, registry tutor project, presentation of the Digital Bridge project

OUTCOME:

The Councilor and the Offices illustrated the projects on the agenda, delving into the most salient points and indicating the projects on which the Administration focuses most within the Plan called "Digital Milan". The councilors expressed their assessments, made observations, asked some questions and indicated any priority paths. The Councilor and the Offices responded in depth to all the issues raised and assured that the Administration will invest as much as possible in these projects, also inviting the councilors to take an active part in indicating further fields of intervention.

Council Commission Mobility - Transport - Environmental Policies - Energy - Civil Protection - Animals and Green (Chaired by Councilor Monguzzi Carlo) 
Agenda: Situation of the small park located between via Recanati, Viserba and Miramare and of the small park between via Mosso and Padova.

OUTCOME:

The President of Municipality 2, some Councilors of the same Municipality and other citizens, gave testimony and put forward proposals, regarding the different typology of degradation of the two gardens in Via Miramare and Via Mosso. Some members of the Commission have also put forward proposals for solutions. The Councilor for Urban Planning, Green and Agriculture, clarified that all the Municipalities have been listened to, with respect to the priority interventions to be proposed and financed and that it will therefore be the responsibility of Municipality 2 to discuss internally the best solutions to remedy the situations of degradation and place them in the intervention priorities. Once this is done, he hypothesizes a start of work between the end of 2017 and the beginning of 2018.

Proposed resolution currently being included on the agenda of the City Council:
IMPLEMENTATION AND STRATEGIC URBAN PLANNING AREA
Ratification, pursuant to art. 34 of the Legislative Decree. 18 August 2000 N. 267, and of the art. 6, paragraph 11 of the Regional Law of 14 March 2003, No. 2 of the adhesion of the Municipality of Milan to the Supplementary Act to the Program Agreement, for the urban redevelopment and infrastructural reorganization of the areas collectively called "Cascina Merlata" located between via Gallarate, via Daimler, the Austrada A4 MI-TO, via Triboniano, via Barzaghi, piazzale Cimitero Maggiore, via Rizzo and via Jona, within the territorial interest of the interventions planned for the realization of the 2015 Universal Exhibition.

OUTCOME:

The Director of the Implementation and Strategic Urban Planning Area illustrates the content of the supplementary deed to the "Cascina Merlata" Program Agreement. The Councilors raise some issues relating to volumes for commercial use. The President of the Commission postpones the discussion to the next session following the requests made by the Councilors for further information and documentation.

Agenda: Presentation of educational and hospital section activities.

OUTCOME: 

The Head of the Territorial Educational Units Service clarified that the program of the Educational Sections of the Municipality of Milan is aimed at Milanese children and young people who attend nursery, primary and secondary schools, offering them courses and itineraries for learn more about the city of Milan, its history and its artistic and cultural heritage.
He also explained that the Hospital Educational Sections offer an important service by helping children, young people and their families to deal with illness and the difficult hospital experience.
The Councilors intervened asking for further clarification on the functioning of the aforementioned services to which the Manager provided exhaustive answers.

Council Commission Social Policies and Health Services, Volunteering (Chaired by Councilor Vasile Angelica)
Agenda: Women with disabilities: inventing and managing ways out of violence".
The following will be present at the hearing:

The interpreting and subtitling service will be active during the commission.

OUTCOME: 

The speakers illustrate the topic concerning the violence suffered by women with disabilities. A video is then shown in which five women with various disabilities talk about their terrible experience. At the end the debate opens on how to combat this phenomenon. The Commissioners express their assessments on some operational hypotheses; some consider the opportunity to create new specialized services to be dedicated to these victims while others believe that what is already present in the area must and can be made more accessible to these more vulnerable people.

Agenda: Opening of the discussion on the guidelines for a new regulation of contributions to cultural associations and institutions.  
Councilor Filippo del Corno will be present.

Council Commission Special Integrated Family Policy Plan (Chaired by Councilor Roberta Osculati)
Agenda: Presentation of the registry situation of Milanese families.
Dr. Roberta Rossi, collaborator of the Registry Office of the Municipality of Milan and responsible for demographic statistics, will be present.

OUTCOME: 

The Offices have carried out an in-depth examination of the situation of Milanese families from a statistical point of view, pointing out numerous aspects and highlighting the many differences between the family typologies present in the city and underlining how the situation, from this aspect, has changed during these decades. The councilors focused on some data reported, underlining the need to implement differentiated social policies, as the customs and ways of life of Milanese families have diversified. The President specified that, in the continuation of the work, specific points will be touched upon with the various Departments involved in the match.
