OUTCOME: 

During the session, in which some associations and social cooperatives participate, Dr. Pasqui, of the Casa dei Diritti Service, illustrates the anti-violence network system in the Municipality of Milan which is followed by the debate which, having not ended in time, is updated at a subsequent meeting.

Agenda: Milano Abitare - Social Agency for Rentals: illustration of the results achieved and future prospects.

OUTCOME: 

The managers of the Social Rental Agency illustrated the opportunities of the agreed rent aimed at those families who have an income that is too high to access the ERP but which, at the same time, is inadequate to access the free rental market. This instrument aims to grant incentives and guarantees to homeowners who accept this type of contract which provides for a rent approximately 20% lower than the market one. The results achieved by the Agency so far were made public and the suggestions provided by the Councilors were collected.

Agenda: Presentation of the Project for the promotion of interventions for assistance and help to victims of mafia-type crimes and organized crime regional law 17/2015 article 20 DGR 105529 of 2 August 2016.
Councilor Carmela Rozza will be present.

OUTCOME:

The Councilor for Security illustrated the project for the promotion of assistance interventions for victims of mafia-type crimes, answering the Councilors' questions on the methods of disbursing the contribution.

Agenda: Productive Activities and Trade Area resolution No. 23 CIRC. 23 Amendment of the Regulation for the regulation of trade in public areas. Title V° “Itinerant trade”: articles. 30 and 30 bis.
Councilor Cristina Tajani will participate.

OUTCOME:

The Councilor for Labor Policies, Productive Activities, Commerce and Human Resources gave specifics regarding the resolution regarding the modification of the regulation for the regulation of "Itinerant Commerce". The councilors asked questions on the merits which were given exhaustive answers and requested data; the Offices have guaranteed that the data will be sent to the councilors before the Council meeting on 28 November 2016. The President has considered the resolution to be discussed.

Agenda: Subsidiaries and Real Estate Assets Management Governance Area No. 26 CIRC. 24 Approval of the new Shareholders' Agreement between the Municipality of Milan and the Municipality of Brescia regarding the stake held in the company A2A S.p.A.

OUTCOME:

Some Commissioners intervened on the order of business to criticize the absence of the Mayor, holder of the delegation for the investee companies, at today's session. We then proceed with the discussion of the agenda with the illustration, by the Mayor's Chief of Staff, of the proposed resolution concerning the company A2A S.p.A.
A broad and lively debate follows during which the Commissioners, in addition to expressing their assessments, some favorable and some negative, on the Administration's decision to proceed with the approval of a new Shareholders' Agreement, make specific requests for clarification on the provision in question.
Some requests from the Commissioners are answered by the Mayor's Chief of Staff.
The President, therefore, postpones the proposed resolution to another session as it requires further investigation also on the basis of some hearings requested by the Commissioners: Mayor of Milan, President of the Board of Auditors and members of the Board of Directors of A2A S.p.A.

The inspection was declared deserted due to the lack of a quorum.

Commission Special New Regulations for the Organization and Operation of the City Council (Presided over by Road Councilor Elisabetta)
Agenda: Hearing of the Municipality of Brescia in the person of the General Secretary Dr. Carmelina Barilla; hearing of the Municipality of Turin in the person of the Director of the City Council Sector Dr. Flavio Roux. N.B.: Dr. Barilla will be in connection via Skype.

OUTCOME:

Due to other commitments, the General Secretary of the Municipality of Brescia was unable to participate in the session. The Director of the Municipal Council Sector of the Municipality of Turin focused on some characteristics that differentiate the Turin Regulation from that of Milan.
The Councilors intervened asking for clarification on the speaking times, on the presentation of amendments, sub-amendments, motions and questions, on the Bureau and on the Conference of Group Leaders, provided for by the Turin Regulations. The Manager provided exhaustive responses to these requests.

Agenda: Sportzone Project 2016/2017.
The Director of the Sport and Quality of Life Area, Mario Almasio, will participate; the representatives of Comunità Nuova Onlus, Matteo Bruschera and Giovanni Pasculli and the representative of the Social Area - FC Internazionale Alberto Bassani.

OUTCOME: 

The representatives of the subjects involved in the SportZone project illustrated their activities and experiences gained in the context of the diffusion of sports practice, used as an educational and training tool. Following these presentations, during the session the interventions of the councilors took turns and asked for further clarification on the matter. At the end, a summary of these interventions was carried out by Dr. Mario Almasio, as Director of the Sport and Quality of Life Area of ​​the Municipality of Milan.

Agenda: Meeting with the lawyer. Mazzali, Mayor's delegate for the suburbs and summary of the themes that emerged from the meetings with the various Municipality Presidents.

OUTCOME:

The Mayor's delegate for the suburbs reported that redevelopment, social cohesion and integration interventions have been planned for the Milanese suburbs. Infrastructural interventions have also been planned, in particular in the Adriano, Lorenteggio/Giambellino, Corvetto, Chiaravalle and Porto di Mare districts. The Councilors put forward proposals and suggestions in relation to social canteens, territorial pacts and empty spaces of commercial establishments which could be used by associations or as socio-health facilities. The President of the Commission has undertaken to convene a next Commission session to discuss the document that has been prepared for the planning of the suburbs plan.

Council Commission Security and Social Cohesion, Local Police (Chaired by Councilor Pantaleo Rosario)
Agenda: Security in the Rogoredo area.
Councilor Carmela Rozza will be present.

OUTCOME:

The Councilor illustrated the status of the interventions carried out and those to be carried out to reclaim the area in question. He specifies that at the end of the interventions relating to public safety, those relating to the reclamation of the area will be carried out and finally the assignment to an operator to keep the forest clean. It is aware that this intervention will not solve the problem related to safety in the area, nor that related to drug dealing in the city. The councilors express their opinion on the actions carried out and underline the presence of other critical issues near the area in question and, eventually, in the nearby areas. They invite the Administration to operate more effectively to safeguard the inhabitants. The Councilor lists the actions implemented by the Administration, with the assistance of various Departments. He underlines that the work carried out by the "Table for public order and security", which often becomes known only when an operation is concluded (for obvious reasons), concerns the entire city and every institution, including which the Municipality has its own scope of intervention.
