OUTCOME: 

The President and the Vice President of the Advisory Commission for the assignment of exceptional accommodation illustrate the activities of the body they represent. The Director of the Accommodation Assignment Area reports in more detail on the technical aspects inherent to this type of assignment. Data relating to the number of cases viewed by the Commission in the period 2012-2016 are also presented. broad and lively debate during which the Commissioners ask some questions on the work of this consultative body and on the methods of evaluating the applications submitted by users; they also express some doubts about the composition of the Commission, directing their attention to the behavior of the Unions and their incompatibility as members of the same. The experts respond, to the extent of their competence, to the problems raised.

Approval of the new Shareholders' Agreement between the Municipality of Milan and the Municipality of Brescia regarding the stake held in the company A2A S.p.A.

OUTCOME: The Mayor, Giuseppe Sala, quickly explained the reasons why Milan should adhere to Brescia's request so that the latter can sell 4% of A2A shares and highlighted how it is possible that, although the shares owned by the 2 Municipalities fall below 50%+1, control remains in public hands. He also underlined that Milano has no intention of selling any share of the company in his possession. The directors who intervened expressed their doubts in adhering to Brescia's proposal, with various reasons: some because they were against going below the threshold of 50%+1 of share ownership, others instead, as long as they were not prejudicially opposed to a reduction of the shares held by the Municipalities, does not see any prospect of corporate development. The Mayor provided answers to some interventions, reiterating his belief in maintaining the relationship with Brescia and specifying that the real point to be verified will concern the methods of the possible sale of the shares by Brescia.

OUTCOME:

In the presence of the Councilors for Urban Planning and Participation and some professional citizens, the debate and participation methods that will develop in the coming months were discussed, regarding the reorganization of the railway yards, before the signing of the Program Agreement between the Municipality , Region and State Railways, which should take place by next summer. A "three-day" workshop has also been announced which will take place on the topic at the end of the week, organized by Sistemi Urbani (Ferrovie dello Stato).

Agenda: Measures for homeless people; plan for the homeless.
Councilor Pierfrancesco Majorino will be present at the hearing.

OUTCOME:

The Councilor for Social Policies gave specifics regarding the updating of the Plan for the homeless through the viewing of slides. The councilors expressed their doubts and asked for clarification on the merits to which exhaustive answers were given. The President considered the topic discussed.

Agenda: Gitec tourist guide hearing: identikit and added value of a key profession for tourism.

OUTCOME:

The President of the Gitec Association, Italian Tourism and Culture Guides, recalled the regulatory provisions relating to the freedom to provide and exercise the activity of tourist guide, pointing out that there are currently around 18 thousand qualified tourist guides on the national territory, 1400 of whom present in Lombardy and around 500 in Milan.
He also emphasized the need for greater visibility of the tourist guide function and the drafting of specific lists.
The Councilors asked for further clarifications, to which exhaustive answers were provided, in particular on the presence of illegal tourist guides and on the fact that, pursuant to Regional Law no. 32, tourism is not among the functions assigned to the Metropolitan City.

The Commission discusses cohesion policies and collaboration networks between European cities, defining the draft of a provision to be submitted for examination by the City Council.

Agenda: Services to support the prevention and mitigation of the damage caused by narcotic substances in the Milan area.

OUTCOME:

The head of the Lombardy Region ATS Directorate illustrated the effects that the new regional health reform will bring to the SERT service and provided data on their users. The Councilor for Security drew the Councilors' attention to the spread of drugs among young people and the need to adopt prevention interventions while the Councilor for Social Policies reported how, for several years, the Department has collaborated with the former ASL, now ATS, in the implementation of prevention policies that will continue in the future. The Commissioners asked for further information on the topic of addictions and provided suggestions which both the Councilors and the head of the ATS took note of.
