The City Council of Milan

The City Council of Milan is made up of the Mayor and 48 councillors.

It is convened and chaired by the President of the Municipal Council and holds office for 5 years; determines the political-administrative direction of the Municipality and controls its implementation.

The Council is called to approve or reject proposals, initiatives and projects presented by the Mayor, the Council or individual councillors, or those for which it has specific competence: public works programs and projects, establishment and organization of taxes, general regulations for the use of goods and services, budget estimates and reports.

 It decides on the fundamental acts attributed by law to its competence: the municipal statute, the regulations, the general criteria on the organization of offices and services.

 Elects the Bureau, the Board of Guarantors and the Board of Auditors.

 The main tools of the Council's planning activity are:

  • the approved document with the general government guidelines; 
  • the guidelines for the nomination, designation and revocation of representatives of the Municipality at bodies, companies and institutions; 
  • the general programs in the various fields and sectors of activity; 
  • general regulatory plans and variations thereof; 
  • the Single Programming Document (DUP) and the multi-year financial budget
  • policy resolutions or framework resolutions relating to specific matters.
