Committee for the study and promotion of activities aimed at combating mafia-type phenomena and organized crime

Il 24 January 2022 the Mayor of Milan, Giuseppe Sala established - with a specific decree - the Anti-Mafia Committee, for the study and promotion of activities aimed at combating mafia-type phenomena and organized crime in the Milan area, made up of five members who will remain in charge until the end of the mandate, collaborating free of charge: Fernando from the Church (President), David Gentili, Ciro Dovizio, Ilaria Meli, Eleonora Montani.

The municipal administration, in outlining the programmatic lines relating to the actions and projects to be carried out during the mandate, has therefore renewed the will and commitment to guarantee respect for the values ​​of Legality and Transparency, keeping high the attention to the phenomenon of organized crime, to avoid the expansion of criminal organizations and mafia-type phenomena in the city area.

The choice is therefore confirmed to entrust the supervision of legality and the fight against mafia-type phenomena to an Anti-Mafia Committee, which, renewed in its composition, continues its commitment to supporting the Administration and its various branches, through the study and promotion of initiatives aimed at combating mafia-type phenomena and activities, also in collaboration with the Anti-Mafia Council Commission, and through dialogue with bodies, universities, institutions and associations whose daily commitment in the promotion of legality and anti-mafia social culture can represent a precious stimulus that the Committee intends to collect.

The achievement of one's objectives is also guaranteed by constant coordination with the Committee for Legality, Transparency and Administrative Efficiency, in compliance with the specific areas of intervention.

In addition to the more strictly institutional aspects, the Committee's activity is based on the promotion of legality and the social culture of anti-mafia as essential elements of the social fabric.

The Committee undertakes to communicate to the Mayor and, possibly, to the City Council, the activities carried out and the results achieved, through the publication of periodic reports, also made available to citizens.

Fernando from the Church, Professor of Sociology of Organized Crime, Sociology and Methods of Education on Legality, Geopolitics and Organized Crime at the University of Milan, Delegate by the Rector of the University for the area of ​​studies on organized crime and education to an anti-mafia culture, Professor of the PhD in Studies on Organized Crime, President of CROSS - Observatory on Organized Crime and Director of the Summer School on Organized Crime, as well as of the Cathedra "Falcone - Borsellino" of Mexico City, in charge of seminars and lectures in masters and high schools at Italian and foreign universities, Coordinator and Director of research on organized crime. Former President of the Technical-Scientific Anti-Mafia and Legality Education Committee of the Lombardy Region, Member of Parliament for three legislatures, Undersecretary for University and Research, City Councilor in Milan, as well as President and Coordinator of the "Committee for the study and promotion of activities aimed at combating mafia-type phenomena and organized crime in the Milan area also in relation to the EXPO 2015 event" from 2011 to 2016;

David Gentili, Counsellor. President of the Anti-Mafia Commission of the Municipality of Milan from 2012 to 2021. Author of the book Il Giro dei Soldi together with Mario Turla and Ilaria Ramoni. Until July 2020 delegated to represent Milan in Public Notice, first by Mayor Pisapia and then by Mayor Sala. Elected Regional coordinator and coordinator of the Metropolitan Area for Public Notice. Member of the Board of Directors of Saveria Antiochia Anti-Mafia Observatory.

Ciro Dovizio, Adjunct professor of Contemporary History and Sources and methods for the history of organized crime at the University of Milan. At the same university he obtained a doctorate in studies on organized crime, discussing a thesis in the Palermo newspaper «L'Ora» in the years of Vittorio Nisticò (1954-75). High school teacher of History and Philosophy, he collaborates with the Observatory on Organized Crime (Cross) of the University of Milan, and is part of the Milanese editorial team of «Historia magistra. Journal of critical history" and of the editorial board of the "Review of Studies and Research on Organized Crime". Sissco member (Italian Society for the study of contemporary history), he is the author of contributions in Italian and international scientific journals.

Ilaria Meli she is a PhD in Applied Social Sciences at the Sapienza University of Rome with a thesis on the phenomenon of indigenous mafias. She is currently a contract professor for the course on «International strategies to combat organized crime» and the laboratory on «Art, culture and organized crime» at the University of Milan. You have collaborated as a research fellow at both universities. Since 2014 you have been a member of lei Cross - Observatory on organized crime of the University of Milan, within which you have conducted several studies, also for the Parliamentary Anti-Mafia Commission. You have published numerous scientific contributions on the topic, dedicating particular attention to the study of the mafia presence in non-traditional areas. 

Eleonora Montani, Lawyer and scholar of criminal law from the Department of Legal Studies at Bocconi, member of the technical table on legality education, former member of the thematic table of the Ministry of Justice "Mafias and Italy", author of numerous publications on criminal matters and organized crime. She was a criminologist expert at the Surveillance Court of Milan, she participated in projects and research groups on organized crime, she collaborated with law firms in the criminal, commercial and corporate fields.
