27 July 2016 - 1st term Sala 2016/2021

By order of the Mayor of July 27 2016 was established within the Mayor's Cabinet, the Committee for Legality, Transparency and Administrative Efficiency, as an independent, consultative and supervisory body, supporting the Mayor until the end of his mandate on these issues.

The Committee is made up of experts in the field, who participate free of charge, known for their many years of professional experience and social commitment.
It is chaired by Gherardo Colombo, former magistrate and consultant of the parliamentary commission of inquiry into terrorism and massacres in Italy, as well as author of numerous articles and texts of a technical-legal nature.

Furthermore, the Committee is composed of:

Eva Maschietto, lawyer specialized in administrative, civil and commercial law, in particular environmental and real estate law, as well as speaker at various conferences and author of numerous publications on the subject.

Giacomo Del Soldà, chartered accountant and statutory auditor, specialized in regulatory compliance, audit and control issues.

Published the Third periodic report, referring to the second half of 2018, the Committee for legality, transparency and administrative efficiency intends in the continuation of its activity in the current half-year - without prejudice to the continuous attention to the issues already dealt with and to any new developments that may emerge - to focus in particular on on the following topics:

  1. Companies owned by the Municipality, also with a view to the effective exercise of similar control;
  2. Quality of the environment and mobility;
  3. Implementation of the Neighborhoods and Suburbs Plan;
  4. Real estate assets of the Municipality (in particular, sports facilities and valuable real estate);
  5. Internal Audit.

Published the First annual report on the activity carried out, the Committee for legality, transparency and administrative efficiency - without prejudice to continuous attention to the issues already dealt with and to those that may emerge - intends, in the continuation of its activity, to focus in particular on the following topics:

  1. Real estate assets of the Municipality, with focus on: (i) creation and efficient use of the single digital archive; (ii) rationalization and unitary management, valorisation of assets, including the most valuable ones (e.g. Galleria Vittorio Emanuele II); (iii) municipal sports centres.
  2. Local Police, also with reference to the use of personnel on the street and the effectiveness of the system for collecting administrative sanctions.
  3. Suburbs, given the centrality of the topic for the Administration and considering that the possible and multiple intervention tools relate to sensitive sectors of the Municipality's activities.
  4. Internal audit of the Municipality, through the monitoring of the recently revised activity launched by the new municipal management, with specific attention to the relationship with the functions that, within the Municipality, deal specifically with anti-corruption.

The Mayor and the Committee have agreed to meet periodically and regularly, in order to guarantee the continuity of the information flow and a constant discussion on the issues indicated above, as well as on those that the Committee deems to deal with and on what will be brought to attention of the same.

The First Annual Report (see attachments) deals with the issues addressed by the Committee for Legality, Transparency and Administrative Efficiency during the first year of activity, highlighting, in particular, what was proposed in terms of solutions to the critical issues that emerged and giving an account of the results obtained.

The Second Periodic Report (see attachments) examines in summary the Committee's activity with respect to the issues addressed from September 2017 until the first half of 2018, highlighting, in particular, what was proposed in terms of solutions to the critical issues that emerged and giving an account of the results obtained.

Starting from the current year, the periodic report will be published every six months, also with the aim of ensuring more assiduous monitoring and a more effective stimulus function with respect to the issues under the Committee's attention.

The Third Periodic Report (see attachments) examines in summary the Committee's activity with respect to the issues addressed in the second half of 2018, highlighting, in particular, what was proposed in terms of solutions to the critical issues that emerged and giving an account of the results obtained.

The fourth periodic report (see attachments) examines in summary the Committee's activity with respect to the issues addressed in the first half of 2019, giving an account of the results obtained and highlighting what was proposed in terms of solutions to the critical issues that emerged.

The fifth periodic report (see attachments) examines in summary the Committee's activity with respect to the issues addressed in the second half of 2019, giving an account of the results obtained and highlighting what was proposed in terms of solutions to the critical issues that emerged.

The sixth periodic report (see attachments) examines in summary the activity of the Committee for legality, transparency and administrative efficiency with respect to the issues addressed in the first half of 2020, giving an account of the issues and critical issues addressed and the related initiatives adopted. 

The seventh periodic report (see attachments) examines in summary the activity of the Committee for legality, transparency and administrative efficiency with respect to the topics covered in the second half of 2020 - March 2021

The final report of the Committee for legality, transparency and administrative efficiency expresses conclusive considerations on the activity carried out during the five-year period of its mandate (July 2016-July 2021).
