Legality Transparency Committee Administrative efficiency

On January 24 2022 the Mayor of Milan, Giuseppe Sala has established - with a specific decree - the Committee for Legality, Transparency and Administrative Efficiency, composed of four members who will remain in charge until the end of the mandate, collaborating free of charge: Gherardo Colombo (President), Mauro Renna, Laura De Carlo, Ilaria Ramoni.

In light of the future commitments that will be faced by the Municipality of Milan, the municipal administration has chosen to continue to make use of the support provided by the Committee for Legality, Transparency and Administrative Efficiency, which continues the work started during the previous mandate trade union.

This is an independent Committee, created for the study and promotion of activities, checks and controls regarding the issues of legality, transparency and administrative efficiency.

These are issues which are addressed by the Committee both through constant dialogue with the Mayor, the Councilors and the Managements involved from time to time, and through the in-depth analysis of reports coming from outside, whether they come from private citizens or from other figures involved in the actions of the Public Administration, always having compliance with current legislation as a point of reference.

This is what occurred during the first five years of activity.

Among the various issues on which the Committee intervened, we must mention, by way of example only, the construction of the M4 underground line (with respect to which a fruitful dialogue was started with ANAC) or the redevelopment of the railway yards, for which it was constant interaction with the functions involved occurred.

And again, another very important theme, which will certainly be followed in the next five years of activity, concerns the constant interaction with Internal Auditing.

The Committee, in its function of verification on the one hand and of stimulating public action on the other, in addition to carrying forward all the initiatives launched during the previous mandate, has a role of primary importance also with reference to the activities that will involve the Municipal administration for the realization of the 2026 Winter Olympic Games.

To achieve its objectives, the Committee maintains constant coordination with the Anti-Mafia Committee, both to collaborate on issues relating to their respective competences, and to report to the Anti-Mafia Committee cases of which they have become aware and which may fall within the scope of its competence.

The Committee for Legality, Transparency and Administrative Efficiency communicates to the Mayor, and possibly to the City Council, the activities carried out and the results achieved through the drafting of periodic reports, which are published and also made available to citizens.

Dr. Gherardo Colombo, born in Briosco (MB) on 23.06.1946, former Magistrate of the Court of Milan and Judge at the Court of Cassation, member of the ministerial commission for the reform of the code of criminal procedure which dealt with the regulation of trials relating to organized crime, Consultant to the Parliamentary Commission of Inquiry into terrorism and massacres in Italy and subsequently to the Parliamentary Commission of Inquiry into the Mafia, as well as President and Coordinator of the previous Committee. He is the author of numerous articles and texts of a technical-legal and informative nature on the Constitution, since 2009 he has been President of Garzanti, since 2017 of the Cassa delle Ammende and since 2018 of UECoop.

Prof. Mauro Renna, born in Milan on 03.05.1969, Lawyer authorized to practice before the higher jurisdictions and Full Professor of Administrative Law at the Faculty of Law of the Catholic University of the Sacred Heart of Milan, Member of the Scientific and Steering Committee of the Observatory on the administrative regulation of 'Catholic University of the Sacred Heart of Milan and the scientific committee of the Observatory on public contracts and sustainability established at the “Luigi Bocconi” University of Milan, author of numerous publications in the field of administrative law. Since 2013 Director of the Legal-Institutional Research Center on Civil, Environmental and Social Rights (Cerdis) of the Catholic University of the Sacred Heart of Milan, since 2016 member of the Board of Directors and of the Teaching Body of the Advanced Training Course in Anti-Corruption and Contracts Public (ACoP) of the same University and member of the previous Anti-Mafia Committee of the Municipality of Milan.

Dr. Laura De Carlo, born in Milan on 21.06.1972, legal consultant in the social field for municipalities, foundations and associations, teacher in the field of protection of unaccompanied foreign minors, immigration legislation, privacy for universities, public bodies, professional associations, third sector bodies, Member of the Board of Directors of the “Lawyers for Nothing” Association. You are already a subject expert for the teaching of "Foundations of juvenile law and responsibility of the educational function" at the Faculty of Education Sciences - Catholic University of the Sacred Heart of Milan;

Lawyer Ilaria Ramoni, born in Melzo on 08.12.1977, Supreme Court lawyer of the Court of Milan, carries out her activity in the sector of criminal law and corporate criminal law, Judicial Administrator of assets seized and confiscated from organized crime and Assistant to the ANBSC, Consultant of the Parliamentary Anti-Mafia Commission, Member of the Legal Action Center of Legambiente Lombardia onlus as a lawyer expert in environmental law, author of essays and scientific articles. You are already the representative for the metropolitan city of Milan of the "Libera - Associations, names and numbers against the mafia" association, as well as one of the founders of the national legal office.
