RESIDENTIAL AREA

  • Definition and coordination of the offer/chain of residential services of the Municipality of Milan aimed at minors, families with minors, Unaccompanied Foreign Minors (MSNA), elderly people and people with disabilities, adults in difficulty, also through the definition and periodic updating of the accreditation and/or agreement systems of the various residential offering structures
  • Administrative-accounting management and monitoring of expenditure deriving from placements of minors and/or families with minors authorized by the Territoriality Area and Integrated System of access to Social Services in residential facilities following evaluation and identification of the most appropriate reception facility by the Social Services Territorial Professionals (SSPT), as well as the expenditure deriving from the placements of UASC - Unaccompanied Foreign Minors authorized by the Rights and Inclusion Area
  • Administrative-accounting management and monitoring of expenditure relating to the residential care of elderly people and people with disabilities placed in residential facilities available following a report from the Territorial Professional Social Services (SSPT)
  • Management, by entrusting external parties of the n. 5 Healthcare Residences (RSA) and n. 5 Social and Health Community (CSS) owned by the municipality
  • Provision of any social vouchers for residential projects aimed at people with disabilities
  • Analysis, study, design and implementation of tools and new methods for expanding the temporary residential offer, also in collaboration with other areas of the Welfare and Health Directorate and the Institution
  • Definition of user sharing, on an ISEE basis, in the cost of residential services, with particular reference to residential care for the elderly and people with disabilities
  • Management of relationships with other public and private bodies (Lombardy Region, Hospitals, ATSS, Third and Fourth Sectors, Judicial Authorities) in reference to the areas of competence of the Area
  • Analysis, study, design and implementation of different tools and methods for the expansion of the temporary residential offer, in collaboration and on the proposal of other Areas of the Institution
  • Coordination of the Control Room on Temporary Social Residences, as part of the broader coordination of the institution's housing policies
  • Requirements, expenditure assumptions, management and control of residential offer procedures for minors, unaccompanied foreign minors and pre-adolescents, elderly people, people with disabilities, also relating to Social Housing projects and consequent monitoring of activities and expenditure
  • Management of pensions, allowances and allowances relating to guests placed in residential services and related budget revenues
  • Management of relationships with other bodies (Lombardy Region, Hospitals, A.T.S.S., Third Sector, Judicial Authorities, Curators of pending inheritances...) for the development of activities relating to the various residential offering units
  • Update of the mapping of the residential structures used by the Municipality of Milan for the reception of the population in a state of fragility and finding new resources
  • Procedures for defining accreditation and constant monitoring systems for all residential offering units (elderly, minors, unaccompanied foreign minors, adults in difficulty, people with disabilities)
  • Design and technical/social assistance, in conjunction with the Urban Regeneration Directorate, with respect to new urban planning agreements aimed at the creation of new social residential offering units
  • Management of social vouchers for residential projects relating to structures not accredited or affiliated with the Municipality of Milan
  • Identification, management of housing and/or residential resources, care of relationships with the managing bodies of municipal facilities for the elderly and for people with disabilities and management of relationships with the relevant stakeholders: relatives committees, canteen commissions, users and/or their representatives ( family members and/or legal figures), monitoring maintenance interventions
  • Project conception connected to participation in co-financed tenders and subsequent implementation
  • Monitoring the progress of agreements with external parties, the costs of services or services and the consequent expenses borne by the Administration
  • Co-planning and coordination/monitoring of specific projects in agreement with the other Areas of the Directorate, with other Directorates and with the support of the Rights and Inclusion Area
  • Study and analysis of experiences of other realities, Italian and international, in the field of residential housing
  • Promotion of city networks for the comparison of experiences and the dissemination of best practices
  • Care of relationships with stakeholders connected to residential care, with particular reference to elderly residential care (including relatives committees, canteen commissions)
  • Management of the Enzo Jannacci Reception House and planning of a new partnership with non-profit organisations
  • Development and implementation of social housing projects with particular reference to Housing Frist housing LED and microcommunities for homeless adults, in conjunction with the Residential and Territorial Areas
  • Planning and management of the cold plan
  • Project conception connected to participation in co-financed tenders and subsequent implementation in coordination with the Budget and Participate Management
  • Development of control systems aimed at monitoring the progress of the agreements stipulated with the managers of residential facilities in relation to the aspects falling within the competence of the Residential Area
  • Support for the planning and coordination of the social emergency response service

RIGHTS AND INCLUSION AREA

  • Analysis of needs and planning, in agreement with the other Areas of the Management and with the Units of the Management, of the city welfare services and of the actions relating to the drafting and updating of the Area Plan
  • Planning, coordination and management of initial reception and related services provided for by sector legislation for unaccompanied foreign minors
  • Placement of UASC - Unaccompanied Foreign Minors following identification of the most appropriate reception facilities, monitoring and evaluation of the duration and outcomes of individual projects
  • Coordination and management of reception and social inclusion services and activities for unaccompanied foreign minors through the SIPROIMI system, in collaboration with the Central Service of the Ministry of the Interior and Territoriality Area
  • Coordination and management of reception and social inclusion services and activities for holders of international protection, through the SIPROIMI system, in collaboration with the Central Service of the Ministry of the Interior, and in relation to the interventions implemented within the Territoriality and Integrated System for Access to Social Services
  • Coordination and management of activities aimed at promoting Assisted Voluntary Return, family reunification and relocation actions on the territory of the European Union, pursuant to the current Dublin Regulation, in collaboration with national institutions and international bodies and bodies for cooperation in development and in connection with the International Relations Area
  • Coordination and management of the activities of the Central Station Help Center (CASC)
  • Monitoring and control of the public shower service
  • Development and implementation of the Homeless Plan, the Cold Plan and the interventions implementing the policies of the municipal administration on the topic of the Roma, Sinti and Caminanti population
  • Planning and management of activities relating to rights and interventions for social inclusion (actions to combat violence against women and in favor of victims of trafficking and actions to promote social rights and combat discrimination), in collaboration with the Third Sector and in connection with the Neighborhoods Project
  • Citizenship orientation interventions and services relating to end-of-life wills
  • Study and analysis of experiences of other realities, Italian and international, in the field of residential housing
  • Promotion of city networks for the comparison of experiences and the dissemination of best practices
  • Development of retraining and job placement actions with particular reference to people with social fragility, through the interventions of the Employment Mediation Center (CELAV)
  • Coordination and management of services and initiatives in favor of people restricted in their personal freedom
  • Coordination and management of online and offline information, orientation, supply and demand matching services to support families who need family assistance services and family assistants looking for work, within the WeMi system
  • Management of the territorial register of family assistants provided for by Regional Law n. 15 and economic support for family assistance provided by the Municipality of Milan, the Lombardy Region or other institutions
  • Support for the planning and coordination of the social emergency response service

HEALTH AND COMMUNITY SERVICES AREA

  • Analysis of needs and planning, in agreement with the other Areas of the Management and with the Units of the Management, of the city welfare services and of the actions relating to the drafting and updating of the Area Plan
  • Supervision and coordination of activities and procedures regarding protection and support administrations for legally disabled people, elderly people and people with disabilities, in collaboration with the Territoriality Area and Integrated System of Access to Social Services
  • Participation, in agreement with the competent subjects, in the planning of interventions suitable to satisfy the health needs expressed by the city and their integration with welfare services (also in relation to community homes and hospitals)
  • Coordination and development of activities relating to the management and relaunch of the "House of Associations and Volunteering"
  • Implementation of policies for the promotion, development, coordination and support of volunteering
  • Establishment of relationships with the world of volunteering, in coordination with the other Departments involved, as well as care of institutional relations and management of related activities
  • Management and coordination of the "Bella Milano" teams and active policies to encourage placements with experimentation to support active inclusion
  • Coordination and development of activities relating to the Socio-Recreational Cultural Centres, and their integration with local welfare services
  • Implementation of interventions regarding social cohesion, also through the promotion of synergies and collaborations with other Third Sector bodies and entities for the development of actions and plans in this area
  • Coordination and promotion of municipal policies in the field of Mental Health; coordination and management of funds and collaborative relationships for the creation of services, projects and initiatives in the field of Mental Health with the Mental Health Departments (DSM) and with private social management bodies
  • Promotion of participation and co-planning with the Third and Fourth Sectors through the Mental Health Roundtable and thematic sub-tables with the participation of the DSMs; coordination and management of the technical secretariat
  • Definition of projects, with private social workers, socio-health institutions, hospitals, aimed at the prevention of mental distress, social and work integration and support for independent living
  • Management of interventions in the field of mental distress
  • Planning and management of interventions and projects in the field of addictions and AIDS and prevention of drug addiction and social reintegration
  • Promotion and management of health information/awareness activities and projects, correct lifestyles, prevention of addictions
  • Project management pursuant to law 285
  • Management of prevention activities and information campaigns on social and health policies
  • Support for the planning and coordination of the social emergency response service

HOME AREA

  • Analysis of needs and planning, in agreement with the other Areas of the Management and with the Units of the Management, of the city welfare services and of the actions relating to the drafting and updating of the Area Plan
  • Planning and management of the municipal integrated system of home interventions, based on the needs expressed by the other areas of the Directorate and in connection with the city networks of the Third Sector
  • Functional and organizational coordination of the chain of Day Services both directly managed and under agreement such as: Day Centers (CDD), Training Services for Autonomy (SFA), Socio-Educational Centers (CSE), Centers for the Disabled Aggregation (CAD), Centers Minor Day Centres, Integrated Day Centers for the elderly, Occupational Therapy Workshops
  • Promotion of participation with the Third Sector and advocacy associations as well as with the Coordination of Parents and parents' groups, through the Permanent Disability Table and the thematic subtables, as well as through other bodies established for the promotion of the rights of people with disabilities; coordination and management of the activities of the Technical Secretariat
  • Promotion and integration of projects and services for the accessibility of people with disabilities to the city's service offerings, promoting the objective within the institution - in its various functions and monitoring its progress
  • Planning, implementation and monitoring of the processes of provision of social securities and economic resources to support the autonomous and independent life at home of people with disabilities, for the maintenance of the autonomy of the elderly population and the prevention of situations of social exclusion of the frail elderly, as well as of individuals and families in conditions of economic and social hardship and against poverty (e.g. relief stays, mobility, removal of architectural barriers and accessibility, family and professional care giving services, educational and personal care interventions, contributions for minimum subsistence and municipal income support measures)
  • Promotion and management of day services for elderly people, including those who are no longer self-sufficient
  • Promotion, in agreement with the Territoriality Area and Integrated System of Access to Social Services, of special and innovative projects of socio-health integration and start of experimentation with new forms of socio-health assistance
  • Implementation, in coordination with the competent institutions, of social securities and economic contributions which, despite being from a state or regional source, involve disbursement through local authorities
  • Coordination of administrative activities related to the social redemption agreement to support local services in the implementation of work reintegration paths
  • Coordination and management of national and European initiatives to combat poverty
  • Support to the Management Areas for the design and implementation of forms of sharing in the cost of services by users
  • Coordination and support for the actions carried out by the Management Areas for the application of the regulations regarding ISEE
  • Project conception connected to participation in co-financed tenders and subsequent implementation
  • Coordination of the interventions planned as part of the development of the Anti-heat-Anti-solitude Plan
  • Promotion and coordination of innovative services for the experimentation of an autonomous perspective of the person with disabilities from the family unit, in agreement with the Management Areas (e.g. "During us, after us", "ProgettaMI", "Casa Puglie") and management of contractual relationships with the entities managing these services
  • Project conception connected to participation in co-financed tenders and subsequent implementation, in coordination with the Budget and Participate Management
  • Co-planning and coordination/monitoring of specific projects of the Childhood and Adolescence Plan, in agreement with the other areas of the Management
  • Co-planning and coordination/monitoring of specific projects in agreement with the other Areas of the Directorate, with other Directorates and with the support of the Rights and Inclusion Area
  • Design and implementation of developments of the information system for social welfare services, in support and with the support of the Technological and Digital Innovation Department and in an integrated manner with the evolutionary lines of the company information systems
  • Promotion of the integration of the social information system with the health information system
  • Design, implementation and development of digital platforms for access to citizen welfare services
  • Study and analysis of experiences of other realities, Italian and international, in the field of home care
  • Promotion of city networks for the comparison of experiences and the dissemination of best practices
