Disciplinary rules and disciplinary responsibility of management personnel

The National Collective Labor Agreement for the staff of the Local Functions Area (art.7, paragraph 3, CCNQ 13 July 2016) relating to the three-year period 2016 - 2018 and signed on 17 December 2020 has redefined the specific forms of disciplinary responsibility for managers as well as the related sanctioning system.

To the disciplinary code, whose rules are contained in the "Common Part" - Title. III "Common provisions on regulatory and economic institutions" - Chapter III "Disciplinary responsibility" of the new CCNL, is given publicity through publication on the Institution's institutional website pursuant to art.55 of Legislative Decree 165/2001.

The disciplinary code applies from the fifteenth day following that of publication (without prejudice to the sanctions already provided for by law, in particular by Legislative Decree 165/2001, referred to therein).

Together with the disciplinary code, the obligations of the personnel belonging to the Management Area are published as well as, in consideration of the numerous references contained therein and for the sole purpose of facilitating consultation, articles 55 et seq. of Legislative Decree no. 30 of 2001 March 165 and its amendments and additions.

Finally they are published below:

  • il Code of conduct for public employees, in force since 14.07.2013, issued with Presidential Decree n.62 of 16.4.2013 and amended with Presidential Decree n.81 of 13.6.2023, underlines the fundamental duties of diligence, loyalty, impartiality and good conduct that public employees must observe both in service is out of service. in order to ensure the quality of services, the prevention of corruption, compliance with the constitutional duties of diligence, loyalty, impartiality and exclusive service to the care of the public interest;
  • il Corporate code of conduct defined, with resolution of the Municipal Council no. 1369 of 05.11.2021, pursuant to art. 54 of the Legislative Decree. 165/2001 according to which the Public Administrations adopt a corporate code of conduct, which came into force from 25.11.2021
