Scope of action

"There is no health without mental health"

The World Health Organization defines mental health as “one of the central components of the human, social and economic capital of nations and to be considered an integral part of policies relating to citizenship rights, social assistance, education and work. ”

The Mental Health unit is committed to carrying out activities aimed at social inclusion, independent living and promoting initiatives to combat any form of discrimination, with the broader objective of enshrining the right to existential well-being, to life, at work.

Founding values ​​and goals:

  •  fight against stigma, listening, awareness, prevention
  •  empowerment understood as accompaniment, support, support for the person's self-affirmation
  •  support for independent living, living, work integration, social inclusion.

It is dramatically urgent to make mental health care a right for everyone, with prevention actions that act especially on the younger sections of the population.
 
These are the reasons behind the Milano4mentalhealth 2023, the event that promotes and enhances many initiatives on the topic of psychological well-being. The choice of October, the month of World Mental Health Day, is proof of the Administration's commitment to the topic, as well as the desire to network with all the players in the area.
The objective is to overcome the "stigma" that still affects those who experience a condition of fragility or mental pathology, bringing the need to take care of one's psychological well-being back to a dimension of full normality. 

Milano4mentalhealth it is an opportunity for reflection and comparison on what has been done in Milan and on the direction to be given to future actions.

Currently the Municipality of Milan finances the interventions envisaged by the Social Fund for Mental Health starting from the programming of the Departments of Mental Health and Addiction (DSMD) which propose social welfare interventions in the area of ​​mental illness for the Milanese citizens in their care in their psychiatric services.
The planned interventions are:

  •    economic assistance (subsidies)
  •    meal vouchers (social vouchers)
  •    care and tidying up of the environment and home care of the person
  •    therapeutic holiday stays
  •    reimbursement of observational internships of a preparatory nature for subsequent work placement
  •   hospitalizations in protected socio-welfare structures

The Municipality of Milan promotes and finances, in addition to the social fund, continuous interventions in the Mental Health area, aimed at the development of independent living, social inclusion and the employment of citizens with mental health problems. The interventions are implemented by the Departments of Mental Health and Addiction (DSMD) of the citizens who, for the implementation of the planned actions, can activate collaboration with Third Sector Bodies.
The Mental Health unit supports the DSMDs in planning, shares their interventions and constantly monitors the activities carried out.

The municipal office ensures compliance with legal obligations regarding mandatory health treatments and checks. It transmits to the Court and to the Health Departments of the Hospitals, the orders issued by the Mayor and everything connected to Mandatory Health Treatments (TSO) and Mandatory Health Checks (ASO).

The Office also oversees the validation of the registers for loading and unloading of narcotic substances.

Light Residency responds to the need to complete a rehabilitation process capable of preserving or enhancing the evolutionary drives of people with mental distress. In this sense it offers the opportunity for social inclusion to adults with good residual autonomy and to young people with psychological fragility and able to carry out the tasks of daily life, but in need of recovering social skills.

The documentation relating to requests for cost sharing by interested citizens for light residential programs is shown in the Attachments Section. 

It is a home psychiatric rehabilitation and resocialization project. 
Aimed at 11 young people with mental health problems, the Project aims to achieve progressive living and working autonomy as an integral part of a treatment path aimed at social inclusion and reclaiming one's Life Plan. Through the offer of a residential space and the activation of commercial activities, young users are offered an individual growth path that can allow them to acquire personal skills and professional tools aimed at allowing them to live an independent life.
The project is the result of collaboration between the Social Policies Directorate and the Housing Directorate of the Municipality of Milan, ASST Grande Ospedale Metropolitano Niguarda and ASST Fatebenefratelli Sacco and is managed for the re-educational and professional part by the cooperatives Ambra and Cooperativa Lotta contro l'Marginazione, in network with the services of the ASST.

Projects and actions are developed with:

  • ATS Milan Metropolitan City: within OCSMD (Coordinating Body for Mental Health and Addiction) and OCNPIA (Coordinating Body for Child and Adolescent Neuropsychiatry)
  • DSMD (Departments of Mental Health and Dependencies) of the ASST (Territorial Social Health Authorities) Fatebenefratelli Sacco, Grande Ospedale Metropolitano Niguarda, Santi Paolo e Carlo and of the IRCCS Cà Granda Foundation Ospedale Maggiore Policlinico and the related territorial psychiatric structures (Psycho-Social Centres.. .)
  • Third Sector entities.
