Experimental handbook

The document proposes principle and operational guidelines and provides internal tools aimed at facilitating a profitable and efficient relationship for and with the boys and girls who are in the city area and for their families, building a network that pools the resources of the subjects co-responsible for the protection of the aforementioned rights.

The Municipality of Milan, as part of the preparatory activity for the construction of the office of Guarantor of rights for childhood and adolescence, intended to identify and share with other subjects co-responsible for the promotion, prevention and protection of the rights of boys and girls, some good practices and effective procedures for the prompt identification, orientation and taking charge or reporting of situations that require guarantee actions of rights.

The need has been identified to establish operational methods and good practices shared between the various subjects who, in various capacities, are involved in the protection of the rights of boys and girls (in this provision boys and girls meaning people aged between 0 and 18 years as provided for by the Convention on the Rights of Children adopted in Italy with Law 27 May 1991, no. 176 as well as by the Strasbourg Convention implemented in Italy with Law no. 77 of 20 March 2003).

To date, the working group has found agreement with the proposal to draw up a series of operational methods for the territorial educational and social services of the Municipality of Milan, deeming it useful to go into greater depth with respect to the proposals that emerged regarding the relationships between municipal services and the Judicial Authority which they may subsequently take shape through a specific memorandum of understanding which may, at a later stage, be extended to other bodies and subjects involved in the process of protecting the rights of girls and boys.

The work carried out so far has been collected in a document entitled “Experimental handbook for the regulation of relationships between educational/school services, social services and judicial authorities for the protection of girls and boys” which represents one of the agreed objectives which will be followed by cycles of joint training meetings aimed at operators and an operational path shared with the other subjects of the protection, care and protection network in the educational, cultural, health and socio-health areas.
