Guarantor of the rights of children and adolescents
Presentation and activities
From January 2016 the Municipality of Milan has a Guarantor of the rights of children and adolescents, with the function of promoting respect for the rights of children and young people in our city, recognized in 2016 by Unicef as a 'Children's Friendly City' '.
The Guarantor operates as an autonomous and independent figure, can report cases of violation of minors' rights to the competent authorities and offer suggestions and opinions regarding minors. Its institution and its tasks are specified in the City Council Resolution Regulation no. 28 of 22.10.2015 (see Attachments).
The first Guarantor, Anna Maria Caruso (see Attachments), appointed by Mayor Giuliano Pisapia, remained in office until 30 June 2020.
Silvio Premoli, the new Guarantor of rights for children and adolescents (see Attachments), was appointed by the Mayor of Milan Giuseppe Sala on 22 July 2020 and will remain in office for the next five years.
Since 2013, researcher in general and social pedagogy at the Catholic University of Milan, where - in his university teaching and training activities aimed at education professionals - he has been a promoter of an approach based on children's rights; educator, pedagogical coordinator and manager of socio-educational services aimed at vulnerable children, girls and adolescents in the world of the third sector and social cooperation, in 2015-2016 he supported the management of the educational services for early childhood of the Municipality of Milan in the drafting of the new pedagogical guidelines for childcare services for 0-6 year olds.
Silvio Premoli succeeds Anna Maria Caruso in the role of Guarantor, whom Mayor Sala made a point of thanking "for the work carried out in recent years in the interest of the children and young people of Milan", providing a valuable contribution to the municipal administration.
