Information and tools for understanding procedures regarding subsoil interventions.

The Technical Handbook for the use of the subsoil (PTUS) is aimed at surveying and outlining the procedures already in place that bodies and service managers must respect for the correct management of public soil and subsoil.

The General Urban Plan for Subsoil Services (PUGSS) is the service plan regarding subsoil infrastructure in terms of waste management, energy, subsoil use and water resources.

This is a document that intends to:

  •  provide those who work in the sector with a first working tool that allows for easier feedback on the technical methods relating to road restoration; in particular, it updates and completes the arguments on restoration, dealing with all types of paving and not just bituminous conglomerates
  • adapt internal documents to the new provisions regarding the management of excavation materials
  • update the amounts of penalties relating to excavations taking the ISTAT index of 36,70% as a reference.

Delivery of areas for works involving tampering with public land

The delivery of public areas for companies that have an agreement with the Municipality of Milan and for private individuals follows the same procedure: 

  • the applicant must send it via e-mail to the address delivering.riconsegna@comune.milano.it and to the local technical representatives the necessary documentation at least 10 days before the start date of the works
  • the subject of the e-mail must be the following: "AREA DELIVERY REQUEST – PG……(insert page of the request inserted in the subject of the concession), Street ………(insert street(s) concerned), Municipality …… …(insert municipality to which you belong), Applicant......... (natural person/company/etc)"
  • necessary documents
    • Area delivery report signed at the bottom/digitally and completed (download attached form) in its entirety, with work start date following the sending of the e-mail
    • appoints Works Director and/or Works Manager by the client
    • possible delegation by the DL or RL to the person delegated to deliver if the request is not sent by one of these two figures
    • copy of the Concession issued by this Administration.

Important

Retake of areas after works involving tampering with public land

The takeover of public areas for companies that have an agreement with the Municipality of Milan (e.g. Unareti, MM, etc.) takes place via the Data Share system.

The takeover of public areas for non-affiliated companies and private individuals follows the same procedure:

  • the applicant must send it via e-mail to the address delivering.riconsegna@comune.milano.it the necessary documentation
  • the subject of the e-mail must be the following: "REQUEST FOR REDELIVERY OF THE AREA – PG……(insert page of the request inserted in the subject of the concession), Street ………(insert street(s) concerned), Municipality …… …(insert municipality to which you belong), Applicant......... (natural person/company/etc)"
  • necessary documents:
    • area return report signed at the bottom/digitally and completed (download attached form) in its entirety
    • declaration of conformity (certificate of regular execution)
    • technical document of the project
    • any photographs of the restoration.

 

Important
Until the signed area return report is sent, the office will not be able to proceed with the verification inspection.
