Housing emergency coordination

The Municipality finds itself facing numerous situations housing emergency, in particular resulting from the execution of evictions which it is impossible to cope with solely through public housing services.

To respond to these emergency situations, the Municipality has so far resorted to procedures for assigning public housing in derogation of the ranking, to temporary hospitality in hotels for ERP accommodation assignees waiting to sign the rental contract or to placements by Social Services in Temporary Social Residential accommodation for families in difficulty.

In time some experimental initiatives have also been activated aimed at providing innovative responses to emergency needs, among which the following are currently in place or in the activation phase:

  • tenders for the recovery of vacant accommodation in mixed condominiums in need of major maintenance interventions, in order to assign them to Third Sector entities to carry out renovation work and assign them to families in housing emergency; 
  • il Widespread Social Hotel project which provides for the entrusting of management to a third sector body 35 accommodations not assignable due to their small size (surface area less than 28,80 mXNUMX) to make residences for people in socio-economic difficulty;
  • the “Living Bridge” project nello building owned by the municipality in via Carbonia, consisting of furnished studio or two-room apartmentsto be used for temporary residence for families in housing emergency.

Further initiatives to combat the housing emergency are being studied through the development of a system of temporary hospitality services aimed at responding to the needs of families residing in Milan and at the same time promoting new forms of management of the municipal housing stock.
The identified accommodations are used for families in emergency housing conditions in order to allow the activation of their own resources in a temporary "protected" condition with a view to more lasting solutions to be found on the private market or in other specific housing services. social or in public housing services. The hospitality period is normal limited to a maximum of 18 months.
The identified families, following the signing of a temporary rental contract, will pay a rental fee according to sustainability principles, in addition to additional charges, to utility costs, costs for registering the contract and setting up the security deposit, in compliance with the contractual agreements already signed, or which will be signed in the future, between the Municipality and the various operators affiliated in the context of the previously mentioned projects or future new initiatives.
