Reinventing cities. From Loreto to Bovisa to the Lambrate airport, 7 Milanese areas in the new international tender promoted with C40

Milan, 4 December 2019 – Piazzale Loreto, the Bovisa interchange hub, the Lambrate railway yard, areas in via Monti Sabini and in Crescenzago, the area of ​​the former slaughterhouse and the Liberty buildings in viale Molise. These are the seven areas with which Milan participates in the second edition of "Reinventing Cities", the international call promoted by C40 which provides for the sale of abandoned or degraded sites to be allocated to environmental and urban regeneration projects, in compliance with the principles of sustainability and resilience.

The initiative was illustrated this morning at Palazzo Marino by the councilor for Urban Planning, Green and Agriculture Pierfrancesco Maran, the CEO of FS Sistemi Urbani (FS Italiane Group) Umberto Lebruto, the president of FNM Andrea Gibelli, the representative of C40 Zachary Tofias and the architect Paolo Mazzoleni, President of the Order of Architects of Milan.

“This is the first concrete application of the newly approved Territorial Government Plan, not only from the point of view of the regulations, but also for the objectives: increasing the supply of accessible houses for rent and regenerating the territory with high environmental quality interventions – declares councilor Maran –. Loreto and Bovisa will develop starting from the idea that the project beats the rule if it intervenes through territorial mending work and in a logic that wants to concentrate urban density near the subways. In via Monte Sabini, Crescenzago and the former Macello, social residential housing will have to be built, in particular for rent, to respond to the demand for affordable housing. Also in Lambrate, as foreseen by the Program Agreement for the regeneration of the railway yards, social residential housing for rent and for sale and affordable student housing will arrive. Finally, services for the entire neighborhood and the city will be created in the Liberty Buildings. With these projects we estimate that we will have around 1.600 new homes in social residential housing and around 120 in public housing, to be allocated to young families, students and people in difficulty".

Nine cities around the world are participating in the second edition of Reinventing Cities: in addition to Milan, Madrid, Rome, Chicago, Dubai, Montreal, Singapore, Cape Town, Reykjavik. In total, 25 sites have been identified (of which 7 in Milan alone) - including disused or abandoned areas or buildings - to be redeveloped through resilient and zero-emission urban regeneration interventions.

As with the first edition, which brought innovative and high environmental quality projects to Milan for the Scuderie de Montel, the Greco railway yard and portions of via Doria and via Serio, the competition is aimed at multidisciplinary teams of architects, designers, developers, entrepreneurs, environmentalists, start-ups, neighborhood associations, innovators and artists who want to combine their skills and present urban regeneration proposals that promote sustainable and resilient development.

For each of the areas, which will be sold mainly in surface rights (with the exception of the municipal building in via Porpora in Loreto, the areas of Monti Sabini and the Lambrate railway yard, which will be sold), a minimum price will be established. The public notice of disposal will result in a selection procedure that will favor projects that offer the most ambitious environmental solutions and tangible benefits for citizens.
The deadline for submitting projects is May 4, 2020. The selection procedure will be structured in two phases: the first aimed at pre-selecting 3/5 proposals for each site, while the second will lead to the selection of the winning projects in the first months of 2021 .

The Order of Architects of Milan will collaborate with the Municipality as "local ambassador" of the initiative, to deepen, disseminate and keep alive the interest among the various interested parties throughout the process and facilitate the formation of integrated teams.

THE SEVEN MILAN SITES

Piazzale Loreto

It is one of the seven strategic squares of Milan 2030, for which specific rules are envisaged in the PGT aimed at encouraging its development and regeneration. Located just 3 km from the Duomo, in one of the most accessible areas of the city, connected in less than 10 minutes by metro to the stations of Milano Centrale, high-speed train hub, and Porta Garibaldi, access to the Porta Nuova district , as well as the university district of Città Studi. Piazzale Loreto is located in one of the densest and most active neighborhoods in Milan, with a strong commercial vocation and full of services, but today it is configured as an element of caesura largely dedicated to traffic, a factor that compromises its urban quality. Reinventing Loreto means enhancing the square as a hinge between Corso Buenos Aires, Viale Monza and Via Padova, reorganizing the road system to generate new quality pedestrian spaces. The sale of the municipal building in via Porpora and the transfer of surface rights of the public spaces to be enhanced, including some parts of the metro mezzanines, are envisaged. Any reorganization of the area may allow the construction of limited surface areas currently intended for roads. 

Bovisa knot

An area of ​​91 thousand m54, of which 37 thousand are owned by the Municipality and 2030 thousand by Ferrovienord, which includes the Bovisa-Politecnico station, the gateway to the city from Malpensa airport and the railway hub between the center and the metropolitan city. Thanks to its high accessibility, the Bovisa Hub is one of the strategic areas of Milan XNUMX regulated by the PGT through specific rules that encourage its regeneration. In addition to the station and the squares in front of it now used as a car park, the site is made up of a large area east of the tracks, along Via Bovisasca. Reinventing the Node is an opportunity to act as a link between the areas separated by the tracks, mend the neighborhood and integrate the station as a gateway to a system of strategic urban functions. Municipality and Ferrovienord sell the surface rights with the related building rights of the area. Depending on the proposal, it will be possible to transfer further development rights according to the methods established by the PGT.

Lambrate railway station

A few steps from the M2 train and metro station, from the Lambrate railway station it is possible to reach the main stations of Milan - Centrale, Garibaldi, Cadorna, Porta Genova and Romolo in a few minutes. The site consists of an area of ​​70 thousand square meters outside the embankment railway belt that separates it from the adjacent university district of Città Studi, between the historic districts of Lambrate to the north and Ortica to the south. The development of the airport, owned by FS Sistemi Urbani (FS Italiane Group), constitutes an important opportunity for the redesign of the marginal areas towards the railway and for the mending of the existing urban fabric in continuity with the functions and public spaces already present. As envisaged in the Program Agreement for the regeneration of the railway yards, the transformation project must include the establishment of a sustainable neighborhood with affordable residential housing, significant public spaces, green areas and neighborhood services for 60% of the entire surface.

Former slaughterhouse areas (viale Molise/via Lombroso)

With a surface area of ​​approximately 150 thousand m2030, previously home to the municipal slaughterhouse, the area is located a few steps from Porta Vittoria station, served by the railway link that connects the metropolitan area to the city centre. The Milan 900 Plan identifies the site as one of the "mandatory implementation plans", areas in which a specific urban planning regulation is envisaged aimed at regulating their regeneration, providing for a mix of urban functions including the settlement of approximately one thousand homes in residential construction social. Made up of abandoned buildings dating back to the first decades of the XNUMXth century, the area represents an important step in the regeneration of the neighbourhood, straddling residential areas - such as the Molise Calvairate public housing complex - and a series of areas subject to reconversion - from section of the former Milanese refrigerators, in the Porta Vittoria district. Reinventing the former slaughterhouse is an opportunity to recompose a piece of the city in the name of urban and environmental quality, of the social and functional mix, creating synergies with the transformations around it.

Crescenzago (via Civitavecchia)

An area of ​​approximately 13 thousand m2 located in the Cimiano district, used as an interchange car park for the M5 stop and connected in 15 minutes by metro to the Lambrate train station and Città Studi and in less than 2030 to the Centrale and Porta Garibaldi stations. The site is located near the headquarters of the RCS publishing house, a short distance from Lambro Park and the San Raffaele Hospital, in a predominantly residential context. Consistently, the MilanoXNUMX strategy identifies in the perimeter of the site one of the "Areas for Social Residential Building" in which an urban planning regulation is envisaged aimed at encouraging the establishment of affordable rental housing. The objective is to reinvent an area that is currently underused, already served by public transport, to experiment with new housing models and services, with projects capable of generating a social mix, minimizing emissions and maximizing the integration of greenery in relation to the context, to start a virtuous regeneration process for the neighborhood.

Via Monti Sabini (Vigentino)

An area of ​​approximately 50 thousand m20 in the Vigentino district, served by a tram line that leads to the center in just 10 minutes along Via Ripamonti, passing through some of the most important regeneration areas of the city which includes the Porta Romana airport, the Foundation Prada, the Symbiosis area and the 'Vitae' project, already winner of the Reinventing Cities tender. The site, which will be sold limited to the land areas (approximately 40 thousand m2008, while public facilities will be built on the remaining XNUMX thousand) represents "Sector A" of an Integrated Intervention Program approved in XNUMX and currently being implemented. The context is characterized by the presence of productive, tertiary and commercial settlements and rural buildings, many of which are being converted towards residential functions, such as in via Antegnati, where five large buildings will be used for social housing and services. Reinventing the Monti Sabini site can represent the factor of acceleration and stitching of the ongoing transformations and contribute to defining a new model of living and experiencing southern Milan.

Liberty buildings (viale Molise)

Six buildings (land registry area 7.800 m100) located in the Calvairate district, XNUMX meters from the Milan Porta Vittoria railway station, served by the railway link. Adjacent to the "Ex Macello" site, the buildings were intended as offices, concierge and residence of the ration town, of which they represent historical and architectural evidence. Now abandoned and one occupied without title, they represent a key element for the urban regeneration process underway around the Molise Calvairate public housing complex, which includes the former Frigografici Milanesi, now home to exhibition spaces and professional studios, the Porta Vittoria district the Mercati Generali complex is nearing completion and is the subject of a restructuring plan. The Liberty buildings will have to be redeveloped in favor of a project capable of combining the recovery of the building heritage of historical-architectural value with the activation of new services for the neighborhood and the city.
