Minors unaccompanied by a parent

The definition of Unaccompanied Foreign Minors (MSNA) includes people under the age of 18 who:

  • they reach Italian territory without at least one parent
    or
  • they are accompanied by adults other than their parents, who take care of their care but are not formally recognized as their guardians by Italian law.

How to report their presence
Anyone who becomes aware of the presence in the city of Milan of an MSNA of Ukrainian nationality must contact the territorially competent police station or the Minors Office of the Police Headquarters in via Fatebenefratelli,11.

How to activate the reception 
Anyone (law enforcement, associations, citizens, etc.) who becomes aware of MSNAs alone or domiciled in the territory of the Municipality of Milan who require immediate reception is required to contact:

The Center will provide the minor with:

  • reception for first assistance
  • observation of his needs
  • then to the accompaniment to the Police Headquarters/Commissariat
  • reporting to the Juvenile Court to start the procedure for requesting the appointment of a guardian.

How to report their presence
If the minor is in the Metropolitan City, it is possible to refer to the police stations of Milan and its province (consult the lists in the section Attachments).

The minor and his/her possible companion (relative or acquaintance or guardian in the country of origin) must go there with all the documentation in their possession (passport, possible parental affidavit, etc.) for communications and the initiation of procedures aimed at his protection.

How to activate the reception
For minors who need immediate reception, contact local social services. During their closing hours, the minor will be accompanied to the nearest Commissariat or Police Headquarters (Minors Office).

Within the following 48 hours it is necessary to present the declaration of hospitality (download the declaration form).

If a relative residing in Italy intends to request guardianship of the minor, he or she will have to request the appointment of guardianship at the Juvenile Court.

  • personal details of the minor(s) and parents
  • degree of kinship of the reporter
  • identity of any additional companions
  • place and method of reception and your contact details

and attach any documentation deemed useful for assessing the situation and the best interests of the minor.

The Municipality and the Caritas Ambrosiana Foundation will contact those who have made themselves available to undertake the necessary information/training and selection process.
