Documents necessary for staying in Italy

For those who have a biometric passport

Who has a biometric passport does not need a visa and can stay in Italy for 90 days without the need for permits.

Within 8 days from the moment of entry into Italy, if entered from other borders of the Schengen area, you must complete the declaration of presence and present it at:

  • Central Police Headquarters - Immigration Office
    via Montebello 26, Milan

    or
     
  • at a police station

For those who do not have a biometric passport

Anyone who does not have a biometric passport and/or needs a consular identity certificate or needs to have children under 16 years of age included in their passports can contact the Consulate General of Ukraine in Milan, in Via Ludovico di Breme 11.
 The Consulate receives (without appointment) on the following days-times:

  • Monday, Tuesday and Thursday from 9.00 to 13.00 and from 14.00 to 16.00
  • Wednesday, Friday from 9.00 to 13.00

It should be noted that the validity of Ukrainian passports has been extended up to 5 years and the consular identity certificate is valid for one year.
 

Request for a residence permit

If you are among the people entitled to temporary protection, it is sufficient to submit an application for a residence permit for temporary protection to the Police Headquarters in your place of residence. This request is free. At the Police Headquarters, fingerprints will be taken and personal data, passport or other identity documents will be requested. Furthermore, you will be given a receipt for submitting the application which you must always carry with you until the day of issuance of the residence permit for temporary protection. The Police Headquarters will summon the interested parties to hand over the residence permit

They can request this type of permit:

  • Ukrainian citizens residing in Ukraine before February 24, 2022, or their family members;
  • citizens of a third country other than Ukraine or stateless persons who benefited from international protection or equivalent national protection in Ukraine before 24 February 2022, or their family members;
  • citizens of a third country other than Ukraine or stateless persons, holding a permanent residence permit in Ukraine before February 24, 2022 and cannot return to their country of origin in safe and stable conditions.

How to book the appointment to request the temporary protection permit:

  • By email to the address:
    dipps146.00P0@pecps.poliziadistato.it  attaching a copy of the passport and the declaration of presence (if the passport does not have an entry stamp at the Italian border);
  • personally, at Immigration Office in via Montebello 26 from Monday to Friday from 8 to 12;
  • personally, at the HelpUkraine Point headquarters in Milan, viale Monza n.79 from Monday to Friday, from 09.00 to 13.00 and from 14,00 to 18,00.

The request must be accompanied by the following documents:

  • 2 passport size photos
  • Hospitality declaration
  • Passport with possible entry stamp into Italy
  • Declaration of presence if the passport does not have an entry stamp at the Italian border
  • Any certificates attesting kinship relationships.

There are no charges for the release. Therefore, neither the tax stamp nor the payment of other contributions will be necessary. The applicant will be issued a receipt with a photograph and tax code, useful for accessing healthcare services. With the request for a residence permit, it is possible to carry out work, both as a subordinate, even seasonal, and self-employed.

Renewal of the residence permit for temporary protection

Legislative Decree no. 16/2023 "Urgent temporary protection provisions for people coming from Ukraine" extends the residence permits for temporary protection issued to refugees throughout 2023. According to Article 2, “residence permits expiring on 4 March 2023, issued to beneficiaries of temporary protection pursuant to Council Implementing Decision (EU) 2022/382 […] remain valid until 31 December 2023".  

Furthermore, the duration of residence permits for temporary protection issued up to now to Ukrainian citizens is extended to 31 December 2023, without prejudice to the termination of temporary protection. 

The Council of Ministers, on the proposal of the Minister for Civil Protection and Sea Policies Nello Musumeci, also decided to extend the state of emergency until 31 December 2023 already resolved in relation to the need to ensure relief and assistance, on national territory, to the Ukrainian population as a result of the serious international crisis underway.

Those who are guests of reception facilities will receive information on the necessary bureaucratic formalities there.
