Urban regeneration. Areas at risk of water, the rules updated

Milan, 23 January 2023 - The City Council has approved the variant to the PGT-Territorial Government Plan relating to urban areas at risk of water, effectively an update and integration of the current implementing regulations.

The risk maps defined in the PGT are updated, with a due act of transposition, adapting them to the Flood Risk Management Plan (PGRA) of the Region, to avoid overlaps and simplify the legislation. It is, therefore, the updating of the delimitation of the river bands of the excerpt plan for the hydrogeological structure (PAI) with the subsequent revision of the danger and risk maps of floodable areas of the PGRA.

An integration has also been adopted which concerns some areas to the north of the city affected in particular by the course of the Seveso which will allow, for specific cases of interventions relating to the basement and underground floors, where today the continuous presence of people is not permitted, to allow the use, albeit limited to commercial or tertiary functions or for certain types of service. Residential functions are always excluded, as are some areas at risk of water, in particular those adjacent to the course of the Lambro river, east of the city.

The possibility of allowing the continuous presence of people will in any case be subordinated to the preparation of a detailed hydraulic compatibility check, very in-depth and specific to the place of intervention, to be drawn up according to the contents established by specific guidelines prepared by the Administration. The hydraulic compatibility studies will allow us to know the real conditions of vulnerability of the individual property subject to the intervention, for which the necessary adaptation and protection works may be required.

The third and final theme concerns the reduction of the buffer zones of the minor water network (Fontanile Tosolo and Cavo Viviani) within the MIND area, which go from 10 to 4 metres, in line with the others present on the minor water network in the Municipality of Milan and in consideration of the fact that the two waterways do not present hydraulic risks.
