Finalized scheduled services/grant tourism

Public transport managers who intend to activate scheduled services, called:

  • finalized not contributed
  • granturismo

they can carry out their business if they are in possession of prior authorization and have presented the Certified Report of Start of Activity (SCIA).

Finalized not contributed
These are services characterized by transport aimed at reaching a destination with a specific function (school, place of work, care, leisure, social gathering, shopping centres, etc.) offered in an undifferentiated manner, even if limited to a particular category of people (students, workers, elderly people, etc.). The activity is aimed at principles of commercial effectiveness and does not benefit from public management compensation since there are no service obligations imposed by a competent public body.

Granturismo
These are services offered undifferentiated to the public, characterized by the aim of serving localities with particular artistic, cultural, historical-environmental and landscape characteristics. Rates are freely defined by the manager.

The authorization is not necessary when a new route completely repeats routes and stops already verified and authorized with previous authorization, which in this case must be explicitly mentioned in the SCIA.

In all other cases the company must obtain authorization for the route and stops, before submitting the SCIA.

Specialized scheduled and GT services can be operated with category M2 and M3 buses as per art. 47 of Legislative Decree 285/1992.

In the case of buses registered as "NCC", it is necessary for the person who intends to operate this service to present an application for the diversion of the buses towards scheduled services, pursuant to DGR 4357 of 20.11.2015.

The application must contain the list of buses that you intend to use with the relevant details (make, model, license plate, chassis, length) and a copy of the relevant registration documents.

1. To request authorization for the route and/or for the distraction of buses

  • submit a complete application for a tax stamp of 16,00 Euros
  • for the processing of the request, allow 30 days for the offices, unless the deadlines are suspended.


2. To present the SCIA

The SCIA presupposes the issuing of authorization for the route and stops.

For services connecting Milan to the Municipalities of the Metropolitan City, the SCIA presents itself at the Metropolitan City of Milan

For services that fall entirely within the municipal territory, SCIA presents itself to the Municipality of Milan:

  • download the form provided below
  • fill it in and accompany it with cartographic documentation indicating the location of the terminals, the route and the stops. The cartography must:
    - allow you to clearly identify the routes travelled
    - highlight the outward and return routes, using distinct lines and arrows indicating the direction of travel
    - detail the stops with a map enlargement useful for accurately describing the areas involved.
