The person holding the Building Permit or who has presented the Certified Report of Start of Activity or the successors in title, within 15 days of completion of the finishing works of the intervention, presents to the One-Stop Shop for Construction the certified report of usability for the following interventions:

• New buildings
• Reconstructions or additions, total or partial
• Interventions on existing buildings that may influence the conditions of safety, hygiene, healthiness, energy saving of the buildings and the systems installed in them and, where applicable, compliance with digital infrastructure obligations (see art.24.2 Presidential Decree 380/2001).

For the purposes of usability, the certified report may also concern:

1. individual buildings or individual portions of the construction, provided they are functionally autonomous, if the primary urbanization works relating to the entire building intervention have been completed and tested and the connected structural parts have been completed and tested, as well as the systems relating to the common parts have been tested and certified ;
2. individual real estate units, provided that the related structural works are completed and tested, the systems are certified and the common parts and primary urbanization works declared functional with respect to the building subject to partial usability are completed (see art.24.4 Presidential Decree 380/2001 ).

Failure to submit the certified usability report entails the application of an administrative fine ranging from €77,00 to €464,00 (see art.24.3 Presidential Decree 380/2001).

The new unified and standardized building forms in fillable PDF format, Certified Usability Report, must be used together with the sworn usability technical report.

The presentation of the Certified Report for Usability following the interventions carried out with CILA is not foreseen. In this case, the presentation of the Completion of Work Communication with the relevant attachments is sufficient.
