UCREdil opinion - Energy report (ex Law 10/91)

The energy report is a document required by Legislative Decree 192/2005 and subsequent amendments, in which the calculations and checks required by current regulations are inserted, in order to certify compliance with the requirements for limiting consumption of energy of buildings and related heating systems.

The UCREDIL Office manages the investigation and issuing of opinions regarding the legislation on the energy efficiency of buildings (pursuant to Law 10/91, LR 24/06 and subsequent amendments, DGR 5018/07 and ss.mm.ii., Legislative Decree 28/11, DGR 3868/15 and related legislation) in relation to works falling within the scope of the same, including:

  • new construction;
  • extension
  • renovation (building and/or plant engineering);
  • extraordinary maintenance (building and/or plant engineering);
  • residential recovery of attic;
  • bioclimatic greenhouses.

For these types of intervention, the forms indicated therein with the relevant attachments must be submitted at the same time as the request for the qualification or the presentation of the DIA/SCIA.

Lombardy Region with DGR 3868/2015 of 17/07/2015 and subsequent amendments. and DD 6480 of 30/07/2015 and subsequent amendments. has aligned the regional provisions on energy saving with the new national regulatory framework introduced on 26 June 2015, with the issuing of three inter-ministerial decrees, implementing the provisions of Legislative Decree 192/05 and subsequent amendments. .

In light of the changed legislative scenario, it was necessary to adapt, in order to avoid regulatory gaps, the energy parameters of the current Building Regulations by updating the article and the Requirement Sheets on energy, renewable sources and eco-sustainability.
The changes are effective starting January 1, 2016.

The energy report is to be considered an integral part of the building project and must therefore be attached to the associated building practice.
