Certificates of suitability

For all private buildings built in the territory of the Municipality of Milan it is possible to request or download the Certificates of Occupancy (formerly habitable or occupied) online. 

The Certificate of Occupancy concerns exclusively individual buildings and not portions of the building or individual real estate units.

The certificate contains the details of the qualification (Building Permit, Building Concession and subsequent variants issued) exclusively for the entire property subject to the building permit or permit as well as the description of the intended uses distinguished by floors and the indication of the spaces or floors accessories (boxes, cellars, attics).

For certificates already issued it is essential to pay the secretarial fee (€50,00) via PagoPA before downloading the digital format.

In the event that the certificate of usability is not available online it is necessary to report it to the address: SueAgibilita@pec.comune.milano.it or, in the absence of a certified e-mail to the address SueAgibilita@comune.milano.it for the office to proceed with verifying the existence or otherwise of the requested certificate.
In case of a negative response, it will be necessary to access the service indicated below to submit the request for release via the online form provided.

Before accessing the service, check that you have the mandatory documentation available which must be attached during the procedure:

  • If the applicant is a delegate: delegation of the Administrator/sole owner/legal representative of the condominium or of the company that owns the same together with the identity document of the delegating party
  • Self-certification of urban planning compliance signed by the Administrator/sole owner/legal representative of the condominium or the company owning it and by the technician in charge with order stamp.
  • CIS/test report
  • Land registry survey
  • List of real estate units with intended uses
  • End of work if construction was completed after 1977
  • Declaration of conformity of the systems (ex L. 46/90 and subsequent amendments) if the construction was completed after 1990.

Upon completion, it will be necessary to proceed with payment via PagoPa of the amount of €75,00 due for Secretarial Fees.

Upon issuing the certificate, payment of €16,00 for revenue stamps will be requested via certified e-mail, which must be made according to the instructions in the communication that will be sent by the Office.

The usability relating to buildings or portions of buildings built after 31.12.1993 are an integral part of the qualification or subject to SCIA Usability as provided for by the art. 24 of Presidential Decree 380/2021.

Surveys and copies of building records

The Visure Office (established pursuant to Law 241/90) allows you to view the administrative documents and deeds drawn up by the Municipality of Milan or in any case used for the purposes of administrative activity, which concern private building interventions in the municipal territory.
