Orientation and reception for unaccompanied foreign minors - Msna

The Service Center for Unaccompanied Foreign Minors (MSNA) is included in the Sai (Reception and Integration System) project owned by the Municipality of Milan, and is co-managed with the Third Sector Bodies that are partners in the co-planning of the "Citizen System of reception and integration of applicants and holders of international protection, unaccompanied foreign minors 2023-2025".

The Center is made up of:

  • a residential area primarily dedicated to the prompt and initial reception of 13 unaccompanied minors;
  • a service area in which a multidisciplinary team composed of social workers, professional educators, doctors, psychologists, mediators, legal consultants, Italian L2 teachers, administrative staff and data monitoring and analysis experts operates. 

The Center ensures the reception and activation of all the necessary actions to guarantee the best interests of the minor and the timely definition of the most suitable plan for his harmonious growth and his psycho-physical well-being.

Residential care is guaranteed 365 days a year, 24 hours a day.

The structure has 13 beds in n. 4 rooms, with toilets, as well as functional spaces for moments of conviviality, recreation and study.

The Centre's multidisciplinary team offers the following services:

  • Initial reception of minors and search for the most suitable residential facility;
  • Definition and launch of individualized socio-educational projects;
  • Activation of family or relative foster care programs, where the conditions apply;
  • Legal orientation for newly arrived minors, with group information sessions and individual meetings;
  • Support for the procedures for the possible presentation of the application for international protection, assisted repatriation, family reunification;
  • Orientation to literacy courses; to the educational, recreational, sporting and cultural resources and opportunities of the city and the neighborhood;
  • Psychological assistance and health screening, in collaboration with Uonpia - Fondazione Policlinico;
  • Assessments of age and any outcomes of trauma and violence in collaboration with the Institute of Forensic Medicine of the Labanof University of Milan;
  • Mapping and networking activities of services, projects and resources, including informal ones, of interest in relation to the MSNA theme;
  • Observatory and analysis of data relating to the phenomenon.

The professionals of the Msna Service Center collaborate with other institutions (Prosecution and Juvenile Court, Law Enforcement, Hospitals, Police Headquarters, USSM, Prefecture etc..), voluntary guardians, the network of territorial and residential services (SAI and extra SAI ) who deal with protection and aid projects.

Initial reception service centre

The Center is a hub connected to all the services that deal with the care and reception of unaccompanied foreign minors on a daily basis. It represents a unitary access point capable of providing answers beyond the emergency and of starting the minor in the construction and realization of his own life path.

The services offered are:

  • legal orientation for minors, with group information sessions and individual meetings;
  • support for the procedures for the possible presentation of the application for international protection, assisted repatriation, family reunification;
  • free multilingual telephone service, HelpLine;
  • literacy paths;
  • information on city and neighborhood services;
  • accompaniments and/or transfers;
  • training and recreational activities;
  • psychological assistance in collaboration with Uonpia Policlinico;
  • health care and collection and evaluation of the medical history of minors by the Labanof Laboratory.

Support for volunteer guardians

In the Center, support is offered to volunteer guardians in the exercise of their guardianship function, enhancing their relational and social capital and facilitating communication and exchange with the other subjects involved in interventions aimed at unaccompanied foreign minors. Specifically, the following is insured:

  • the involvement of the guardian, following the appointment, in the minor's journey within the multi-service center and in the subsequent phases of reception;
  • social support for the minor and the guardian for issues relating to their relationship and to facilitate interaction and mutual understanding;
  • information and legal guidance;
  • orientation to the territorial services of the Municipality of Milan and their functioning;
  • accompaniment in the relationship with the various interlocutors involved in the minor's journey.
