Gianluca was born on 17 November 1980 in Milan. After obtaining his linguistic high school diploma he graduated with full marks from the Catholic University of Milan in the faculty of Psychology. At 20 he held the position of Vice President of the Culture Commission and of the Parks and Gardens Commission of the 9th district of the Municipality of Milan. 
In 2006 he was delegated by the Mayor of Milan to be the Guarantor for the Protection of Animals of the Municipality of Milan, thus dealing, at an institutional level, with a world he has always loved. Among the main projects carried out in the 5 years is the new Kennel Park of the Municipality of Milan, a structure which has become a model at European level and is located in via Privata Aquila: a kennel/cat center immersed in a park of 35 thousand square meters dedicated to the rehabilitation of abandoned animals . This structure has allowed thousands of dogs and cats to be saved in recent years. 300 dog areas were created, used daily by thousands of Milanese citizens, which made Milan the first city in Europe with so many spaces dedicated to socialization between people and animals. Aid to poor people, to the cat ladies of Milan, with interventions on cat colonies and the establishment of guards dedicated to repressing the phenomenon of animal abuse. From 2010 to 2011 he became the political director of the Lombardy Region Department of Green Systems and Landscape and again in 2011 he was indicated by the National Association of Italian Municipalities as delegate in the consultation on Stray Animals of the Lombardy Region. 
In May 2011 he was a candidate for the Milan City Council, being the second most voted candidate on the list. Since October 2011 he has been President of the Italian Federation of Animal Welfare, born from the will of thousands of citizens who have always seen Gianluca as a point of reference in animal welfare. In 2014 he was included in the National Council of the ANCI. In June 2016 he was nominated for the Milan City Council on the “Per Parisi Forza Italia Berlusconi” list, resulting in the third most voted on the list with 2725 preferences and became Group Leader of the Council Group in Palazzo Marino. In 2018 he was elected to the Lombardy Regional Council with 8040 preferences. In April 2018 he was appointed group leader of Forza Italia in the Lombardy Regional Council and member of the Budget Commission. In October 2021 he was elected to the City Council in Milan.
