LEGAL SUPPORT UNIT

  • Examination and resolution of legal problems emerging during the assignment and implementation phase of works both under concession and contract regimes, also through investee companies
  • Collaboration and assistance to the Director and the RUPs in the pre-litigation phases in order to identify the best solutions in the interests of the Administration;
  • Support in the negotiation phases of agreements and in the drafting of any additional documents to the contractual documents, both for concessions and for works contracts
  • drafting of legal opinions
  • drafting of contractual drafts and in general of deeds and documents necessary for legal assistance regarding contracts and concessions)
  • Collaboration and assistance to the Director and the RUPs in the implementation phases of the Legality protocol, protocols with the trade unions, also in conjunction with the economic-administrative management unit etc.
  • Evaluation of the legal aspects inherent to the examination of the reservations formulated by the Concessionaire and the related counterarguments
  • Legal aspects related to the application of contracts with the MM and MAT support companies
  • Drafting, control and review of documentation for possible assignments of extensions/extensions of existing infrastructures
  • Definition of administrative procedures for accelerating proceedings in relation to regulatory updates;
  • Management of relationships with external legal consultants
  • Preparation of contractual documents for service assignments

ECONOMIC-ADMINISTRATIVE MANAGEMENT UNIT

  • Administrative and economic-financial support to the Management of and to the other Units
  • Monitoring of income and expenses of the Directorate for the management of the Budget, the PEG, the DUP and the relevant planning documents
  • Management of spending commitments/assessments requested by the Management and related liquidations/collections
  • Management and monitoring of activities related to Privacy and Transparency legislation;
  • Management and monitoring of the PTO financial part, two-year purchasing plan, PAA
  • Economic-financial monitoring of ongoing orders in conjunction with the other units
  • Monitoring of funding by the Ministry, EU, other bodies in conjunction with the other units, also with reference to specific reporting platforms
  • Monitoring agreements with other bodies for infrastructure financing
  • Support to other units in planning, assigning and monitoring assignments to Investee Companies
  • Support in the management of specific operational protocols activated on concessions or contracts (e.g. MGO, Legality Protocol in conjunction with the legal support unit
  • Management of corporate composition changes in the context of construction concessions
  • Relationships with external consultants responsible for evaluating the economic and financial plans of the works in project financing or their updates
  • Financial management Active communication plans on complex orders
  • Transversal support for the management of procedures for accessing documents, data processing, anti-corruption procedures under the responsibility of the Directorate, in conjunction with the other Units

INFRASTRUCTURE UNIT 1

  • Management of relationships and contracts with investee and subsidiary companies in charge of feasibility studies and preliminary projects aimed at forming management programs
  • Support to the Director in carrying out activities relating to similar control over in-house companies, in the expected forms of administrative/strategic control, management control and economic-financial control
  • Management of relationships with the various areas and municipal offices interfering in the creation of public transport infrastructures and interchange car parks
  • Management of relationships with institutional bodies (Province, Region, Ministries, etc.) for the identification, planning and management of financing and orders for the construction of transport infrastructures
  • Management of the competences of the Municipality of Milan within the ministerial commissions for safety in the circulation of newly built metro and tram lines
  • Investigation for the inclusion of public works in the OOPP Three-Year Program and annual list, under the responsibility of the Management
  • Management of technical-administrative documents connected to the operational activity of MM spa, for the construction of transport infrastructures, Technical control of the preliminary, definitive and executive planning of the infrastructures drawn up by investee and controlled companies and/or external professionals
  • Management of administrative and legal documents for the contractualization of the construction of transport infrastructures
  • Maintain relationships with investee companies for the development of interventions and projects of interest to the Management
  • Coordination and monitoring of activities related to the design and construction of the extension of existing metropolitan lines or new lines and management of relationships with all interested bodies, both in the municipal area and outside the municipality
  • Coordination and monitoring of activities related to the design and construction of the extension of existing tram lines or new lines and management of relationships with all interested bodies, both in the municipal area and outside the municipality
  • Coordination and monitoring of activities related to the design and implementation of further complex works of interest to the Administration
  • Coordination of activities for the presentation of proposals and projects connected to the PNRR extraordinary funds or additional funds
  • Submission of applications for participation in tenders for financing of works
  • Management of Anti-Corruption activities
  • Management of procedures for accessing documents

INFRASTRUCTURE UNIT 2

  • Management of relationships and contracts with investee and subsidiary companies in charge of feasibility studies and preliminary projects aimed at forming management programs

  • Management of relationships and contracts with the company in charge of the design, construction and management of M4 through the public-private partnership
  • Management of residual slopes with the company that built the M5 from Bignami to San Siro
  • Management of relationships with the various areas and municipal offices interfering in the construction of the M4
  • Management of the competences of the Municipality of Milan within the ministerial commissions for traffic safety on the M4 line
  • Management of technical-administrative documents connected to the operational activity of the MM and AMAT within the M4 strategic infrastructure
  • Monitoring of activities carried out by the Technical Assistance to the Grantor and by the High Supervision for the M4 works
  • Management of disputes and reservations with the dealer
  • Overall monitoring of the order in terms of time and costs
  • Technical-administrative activities linked to any contractual agreements and updates
  • Accounting management of the contract and reporting activities to the financing bodies
  • Management of incoming PEC mail for the entire Infrastructure Department
  • Management of relationships with the Legal Department for the handling of disputes with concessionaires, private individuals, subservice management bodies  Management of relationships with MIT, MEF, Superintendencies and other bodies

INTEGRATION UNIT FOR SURFACE INFRASTRUCTURE SYSTEMS

  • Management of relationships with other municipal areas affected by infrastructural interventions, aimed at identifying the quality standards and layouts relating to surface arrangements, for the purposes of acquiring opinions;
  • Interaction with external parties legally responsible for issuing opinions and authorizations (e.g. Superintendence)
  • Monitoring and coordination of the aforementioned activities if entrusted to third parties within concession-type relationships
  • Support to the other units, for the superficial adjustments relating to the infrastructure projects under their responsibility in the various design levels and also in the executive verification phase
  • Coordination of preliminary, definitive and executive design activities of superficial infrastructure arrangements drawn up by investee and controlled companies and/or external professionals
  • Investigation of variations from a technical-administrative and economic point of view
  • Coordination with Officina Urbana in defining concepts and design standards
  • Management of relationships with institutional bodies (Province, Region, Ministries, etc.), also in relation to the supply of platforms and databases for monitoring the works, as well as for the identification, planning and management of any funding
  • Support to the Director in carrying out administrative, technical and accounting control activities relating to the contracts under management
  • Management of access to documents and anti-corruption procedures
