SPONSORSHIP COORDINATION AND MANAGEMENT UNIT

  • Implementation and supervision of the "single access point" of technical sponsorship proposals for the regeneration of public areas and spaces in the city, and related sorting to the competent Departments/Organisms
  • Liaison with the Departments involved for the
    - preparation, in the preliminary phase, of the project documents necessary for the publication of the notice of search for technical sponsors
    - participation by them in the Working Group responsible for evaluating the technical sponsorship proposals presented
    - carrying out, by them, activities (e.g. checks, inspections, etc.) and issuing deeds and provisions (certificates, minutes, etc.) necessary for the regular development and implementation of the interventions/projects and initiatives in question of the sponsorship contract
  • Coordination of related activities aimed at issuing deeds and provisions (authorisations and concessions, etc.) necessary for the regular development and implementation of the interventions/projects and initiatives covered by the sponsorship contract, in conjunction with the Authorizations and Concessions Specialist Directorate - SUAP
  • Coordination of activities related to the functioning of the Working Group established for the evaluation of technical sponsorship proposals, in conjunction with the Evaluation, Control and Participatory Economic Management Area of ​​the Budget and Participatory Management
  • Preparation, in conjunction with the Single Central Procurement Directorate, of the preparatory documents and measures connected to the publication of the notice for the search for technical sponsors
  • Supervision of the executive phase of the activated sponsorship contracts, with the support and in coordination with the Departments involved
  • Management of coordination activities for initiatives to be carried out in the city during the Christmas period in the form of sponsorships or partnerships
  • Support to the Director of the Directorate for the coordination of the Directorates responsible for implementing the areas of respective competence
  • Supervision and coordination of the activities managed by the Sponsorship Support and Promotion of Territorial Interventions Unit
  • Supervision and coordination of the activities managed by the Active Participation Office

SPONSORSHIP SUPPORT AND PROMOTION OF INTERVENTIONS IN THE TERRITORY UNIT

  • Participation in activities relating to sponsorships, with particular reference to:
    - Support in the analysis of the documentation relating to the technical sponsorship proposal
    - Support to the Departments involved for the completion, by them, of activities (e.g. checks, inspections, etc. etc.) and the issuing of documents and measures necessary for the regular development and implementation of the project subject to technical sponsorship
    - Support for monitoring the execution phase of technical sponsorship contracts
  • Preparation of proposals for planning, in collaboration with the Management Units, initiatives to promote the Neighborhood Plan and projects financed with European and national resources
  • Management of organizational activities for the design and implementation of initiatives to promote the Neighborhood Plan, projects financed with European and national resources and projects relating to technical sponsorships; monitoring and verification of the standards required for the organization of the initiatives
  • Management of relationships with the Management responsible for communication and with the Managements involved in the implementation of interventions for the implementation of related promotion/enhancement/communication initiatives
  • Management of organizational and management activities relating to initiatives to promote and enhance the interventions carried out in the area, also through the management of relationships with interested parties; monitoring of the implementation status of the initiatives
  • Support to the Director of the Department for the implementation of initiatives aimed at the promotion, development and exchange of know-how for the area of ​​interest

STRATEGIC PROGRAMMING UNIT FOR EU AND NATIONAL FUNDING AND IMPLEMENTATION OF PN METRO PLUS INTERVENTIONS

  • Survey and update of the overall framework of European and national funding assigned to the Municipality of Milan for the implementation of projects
  • Analysis of funding opportunities and identification of projects and programs of interest to the Administration, within the framework of National Programs associated with European funding and within the framework of the Cohesion Policy 2021 -2027, based on the needs and requirements of the city of Milan:
    - matching between the needs of the Institution and the opportunities offered by the financing programmes, in conjunction with the relevant Departments
    - support to the Departments responsible for the subject for the presentation of proposals
  • Preparation of proposals relating to Operational Programs within the funding of National Programs (PN), Regional Programs ESF and ERDF (PR) relating to the 2021-2027 programming, the Development and Cohesion Plan and the Complementary Operational Programs including the Complementary Operational Program " Metropolitan Cities” 2014-2020 (POC Metro)
  • Monitoring of the overall progress of the Programs, detection of any deviations and formulation of corrective proposals
  • Support to the Director of the Directorate (as Intermediate Body) for the management of institutional relations with the Department for Cohesion Policies, Lombardy Region, NUVEC, MEF IGRUE in the various functions they carry out, for the management of the various projects included in the National Program ( PN) Metro Plus, in the Regional Programs ESF and ERDF (PR) and in the Cohesion Development Plan (PSC)
  • Coordination and supervision of communication activities relating to the interventions financed within the National and Regional Operational Programs and the Development and Cohesion Plan on the basis of the rules established by the Programs and in close relation with the Sponsorship and Promotion Support Unit for Territorial Interventions and with the Communication Area
  • Overall monitoring, in conjunction with the PNRR and Implementation of POC Metro-PR-PSC Interventions Unit, of the National Operational Program (PON) Metro 2014-2020, of the Complementary Operational Program “Metropolitan Cities” 2014-2020 (POC Metro), of the Programs ESF and ERDF (PR), of the Cohesion Development Plan (PSC)
  • Coordination of activities relating to the implementation of projects relating to the measures of the National Program (PN) Metro Plus 2021-2027, through the involvement of the Institution's Management and external parties involved in various capacities
  • Management of relations with the management of the organization for monitoring activities, control of interventions and for the economic-financial aspects relating to the preparation of expenditure documents, in order to ensure compliance with the rules of eligibility of interventions financed under the PN Metro Plus
  • Management of the reporting activities of the PN Metro Plus projects, also through assistance to the management of the institution
  • Collaboration with the Neighborhood Plan Unit in order to guarantee the necessary support for monitoring the interventions envisaged in the National Program (PN) Metro Plus
  • Development of proposals for the implementation of information systems aimed at monitoring financing in conjunction with the competent management

EU DIRECT FUNDS UNIT

  • Monitoring of the opportunities offered by EU programs, in collaboration with the International Relations Area of ​​the Mayor's Office
  • Analysis of opportunities and identification of projects and programs of interest to the Administration based on the needs and requirements of the city of Milan; matching between the operational profile of the institution and the opportunities offered by the calls for tenders, definition of the strategy for the presentation of proposals with the best chances of being financed
  • Design and implementation, through coordination and support to the Directorates involved, of initiatives relating to direct European funding in order to provide specialized technical assistance to the institution in innovative and multidisciplinary fields and guarantee the quality of the actions, the achievement of the objectives and the disbursement of funding by the European Commission:
    - constant monitoring of the calls offered by the 2021-2027 community programming and internal advisory activity of the opportunities offered by the EU programs, in conjunction with all the management of the institution, in line with the programmatic priorities of the Mayor's mandate
    - coordination of the operational proposals of the Municipality of Milan and the related editorial team for European programmes
    - support in the managerial, administrative and accounting implementation of projects according to European and internal rules and procedures
    - accounting reporting of financing obtained and management of external audits
    - Proposal Management as control room for the definition of project abstracts, the preparation and presentation of project proposals
  • Connection with the International Relations Area of ​​the Mayor's Cabinet for the construction of partnerships with European actors to take advantage of European financing opportunities
  • Accompanying and on-the-job training activities aimed at internal administration staff on issues relating to European funding
  • Participation in initiatives financed by European institutions in line with the strategies and priorities of the Administration and in conjunction with the International Relations Area of ​​the Mayor's Cabinet
  • Management of communication activities, in conjunction with the Communication Area, regarding the administration's ability to attract and manage European funds

UNIT FOR MONITORING IMPLEMENTATION OF PROJECT PROGRAMS IN THE TERRITORY

  • Support to the Director of the Department for the overall monitoring of the interventions included in the Three-Year Program of Public Works
  • Monitoring the progress of interventions of territorial relevance through the involvement of the Directorates responsible for implementation
  • Collaboration with the Neighborhood Plan Unit in order to guarantee the technical support necessary for the monitoring and control of the activities and interventions envisaged in the Neighborhood Plan
  • Integrated management of activities relating to the conception and planning of the development of the neighbourhoods, also through urban redevelopment interventions, with particular attention to the valorisation of the public spaces involved and the neighboring areas/networks/installations
  • Management of activities in coordination with Officina Urbana for the implementation of urban planning interventions
  • Coordination of activities aimed at implementing transversal interventions to be carried out in the area, aimed at satisfying the needs of the city community in the context of the development of the neighbourhoods, in conjunction with the various departments involved, Amat, external professionals, etc.
  • Development and management of projects and initiatives of territorial relevance (former Trotter boarding school project, redevelopment project of territorial areas financed with the Pact for Milan, ...); monitoring of the progress, identification of possible critical issues and implementation of the related solutions

DISTRICT PLAN UNIT

  • Support to the Director of the Department, in conjunction with the top managers involved, in planning, monitoring and controlling the activities and interventions envisaged in the Neighborhood Plan for Works and Services
  • Liaison with the competent organizational structures of the Institution, also for the purposes of the periodic collection and processing of data and information and preparation of reports for the verification of the implementation and progress, also from a procedural and financial point of view, of the Works Districts Plan , in coordination with the top managers involved and with the Manager of the Three-Year Public Works Programme
  • Preparation of reports and documents relating to the works and interventions of the Neighborhood Plan on a territorial basis and/or by thematic area
  • Monitoring of the implementation of the works and interventions included in the Participatory Budget in collaboration with the various departments involved
  • Liaison with the Management Units responsible for monitoring the progress of the projects in order to standardize the timing and completeness of the information
  • Census, survey and mapping of public services or those of public importance provided in the city area, with the collaboration of the managements providing them
  • Liaison with the competent organizational structures of the Institution, also for the purposes of the periodic collection and processing of data and information and preparation of reports to verify the implementation and progress of the Service District Plan
  • Support to the Director of the Directorate for the supervision, in collaboration with the competent Directorates, of the transversal management activities of the Service Contracts which regulate the relationships between the Municipality of Milan and MM SpA and AMAT, without prejudice to the competence of the individual Directorates in relation to the assignment of the related services and instrumental activities
  • Support to the Director of the Department for the preparation of the annual and three-year planning of the assignments to the company MM SpA, in collaboration with the relevant top managements and in coordination with the Participatory Area and the Manager of the Three-year Public Works Program
  • Support to the Director of the Department for the preparation of the planning and scheduling of assignments to the Territory Environment Mobility Agency (AMAT) in collaboration with the relevant top management
  • Liaison with the competent Departments of the Institution to ensure monitoring of the assignments to the Agenzia Ambiente Mobilità Territorio (AMAT) and MM SpA, in implementation of the approved planning, as well as verification and recording of any deviations detected, also for the purposes of possible modifications/integrations/ updates to the Plan, in accordance with the provisions of the current Service Contract
  • Support to the Director of the Department for:
    - planning, design and implementation of social, economic, cultural, educational and free time action projects to be implemented in city districts, in conjunction with the competent management/organizational structures of the organization and with the possible involvement of external parties
    - implementation of specific projects launched within the scope of competence with public administrations, social and private bodies and institutions and with city-makers

LEGAL – ADMINISTRATIVE AND GENERAL AFFAIRS ASSISTANCE UNIT

  • Management, in collaboration with the Management Units, of economic and financial activities connected to the interventions envisaged in the Programs receiving European and national funding
  • Management of staff activities aimed at the effective and efficient functioning of the Management, with particular regard to:
    - Preparation, management and monitoring of the organisation's strategic planning and programming systems for the relevant part; monitoring the implementation of the annual objective plan assigned to the management
    - Management of general affairs
    - Personnel administration (attendance, absences, permits, mobility, ...) and organisation
    - Privacy, with particular attention to the obligations related to the possible transfer of data to third countries or international organizations identified within the EU projects
    - Quality and Environment Management System
    - Transparent and anti-corruption administration
    - Planning, Budget, Controls and Objective Plan
    - Reporting and management of the Department's operating expenses
  • Management of administrative activities connected to local initiatives with the recognition of contributions to bodies and institutions; management of the consequent liquidation acts
  • Taking care of the obligations related to the application of Legislative Decree no. 50/2016, with particular regard to the planning of purchases of goods and services for the areas of competence of the Management
  • Legal-administrative support to the Director of Management in relation to interventions on city districts
  • Management of administrative obligations and procedures, also through the preparation of related administrative documents
  • Monitoring of regulatory, jurisprudential and doctrinal evolution in the areas of competence
  • In-depth analysis and research on the specific topics of the management's interests

PNRR UNIT AND IMPLEMENTATION OF INTERVENTIONS PON - POC METRO – PR -PSC

  • Support to the Director of the Directorate and to the implementing Directorates for the identification of financing opportunities within the calls for tenders of the National Recovery and Resilience Plan (PNRR), National Complementary Plan (PNC) and for the preparation of the application procedures
  • Monitoring and control of the progress of PNRR and PNC projects and interventions, detection of any deviations and evaluation of corrective proposals in conjunction with the implementing departments
  • Coordination of reporting activities of PNRR and PNC projects and interventions, in conjunction with the management implementing the projects and interventions
  • Support to the Director of the Directorate in managing relations with the competent Ministries
  • Coordination and supervision of communication activities relating to the interventions financed by the PNRR and PNC on the basis of the rules established by the Programs and in close relationship with the Sponsorship and Promotion Support Unit for Territorial Interventions and with the Communication Area
  • Coordination of activities relating to the implementation of projects relating to the measures of the National Operational Program (PON) Metro 2014-2020, of the Complementary Operational Program "Metropolitan Cities" 2014-2020 (POC Metro), of the ESF and ERDF Programs (PR), of the Development and Cohesion Plan (PSC), through the involvement of the Institution's Management and external parties involved in various capacities

  • Management of relationships with the Institution's management for monitoring activities, control of interventions and for the economic-financial aspects relating to the preparation of expenditure documents, in order to ensure compliance with the rules of eligibility of interventions financed under the Program Complementary Operational “Metropolitan Cities” 2024-2026 (POC Metro), PR and PSC
  • Support in carrying out the tasks of the Intermediate Body
  • Collaboration with the Neighborhood Plan Unit in order to guarantee the necessary support for monitoring the interventions envisaged in the PNRR/PNC, in the Complementary Operational Program “Metropolitan Cities” 2014-2020 (POC Metro), in the ESF and ERDF Programs (PR) and in the Development and Cohesion Plan (PSC)
