ADMINISTRATIVE OBLIGATIONS WORKS, SERVICES, SUPPLIES UNIT

  • Management of administrative procedures and preparation of administrative documents of medium and high complexity in conjunction with the RUPs, DLs and DECs, connected to the execution phases of the works and/or services and supplies
  • Proceduralisation, within the Technical and Street Furnishings Department, of the activities connected to the administrative drafting of the work progress reports and related payments
  • Collaboration with the Single Central Procurement Directorate for the phases relating to the management of works contracts, mixed contracts with a prevalence of works, PPPs, and the Integrated Energy Service
  • Management of relationships with the National Anti-Corruption Authority, the Public Contracts Observatory, the Revenue Agency, INPS, INAIL, Cassa Edile, Provincial Employment Agency, Prefectures, Courts (excluding Engineering and Architecture Services)
  • Communication of administrative data relating to work contracts assigned to the Technical Management and Street Furnishings Areas through the use of specific IT platforms (LL.PP. Observatory, ANAC) and operational management of ATS notifications, DURC requests and updating of the Databases for the executive part
  • Settlement of the duties relating to the works and services of MM SpA for the contracts managed by it and under the responsibility of the Technical Management and Street Furnishings Areas (excluding Engineering and Architecture Services)
  • Collaboration with the Planning and Control Area in the management of activities relating to the budget of the Technical Management and Urban Furnishings Areas, with particular reference to the forecasting, adjustment, re-assessment of residues and finalization phases
  • Liaison with the Planning and Control Area and with the Budget and Subsidiary Management for the financial management of projects and contracts (spending commitments and their planning)
  • Support to the Technical Management and Street Furnishings Areas for participation in funding tenders
  • Support to RUPs in the financial reporting of contracts financed by other Administrations or by the European Union and management of requests for related checks
  • Settlement of expenses relating to invoices pertaining to the Technical Management and Street Furnishings Areas
  • for supply and service contracts (excluding Engineering and Architectural Services)
  • Direct settlement of outcomes of amicable agreements
  • Support to the Top Director and Area Directors, for the matters within their competence, in the investigation, preparation and stipulation of contracts/negotiating documents not resulting from a public tender procedure
  • Preparation of the documentation for the assignments relating to the purchases of goods and services for below-threshold amounts and carrying out the related controls, in conjunction with the Planning and Control Area and with the Schools and Technical Coordination Personal Services Technical Area
  • Preparation of any standardized forms
  • Liquidation of the Fund for the incentive of technical functions
  • Carrying out activities relating to similar control over in-house companies for the part of competence, in coordination with the General Management and the Budget and Subsidiaries Management

  • Administrative coordination of the activities under the management's responsibility
  • Monitoring and verification activities regarding the main regulatory, jurisprudential and doctrinal innovations relating to the areas of competence of the Management
  • First level legal consultancy for the Management's organizational structures
  • Collaboration with the Transversal Functions Unit and with the Management Areas in reference to Anti-Corruption obligations within the scope of the Director's responsibility
  • Coordination of Secretariat activities also with reference to the preparation of feedback for internal and external users of the Administration

ASBESTOS CONTROL AND FIRE PREVENTION COORDINATION UNIT

  • Coordination of checks by the Asbestos Manager to verify the presence and state of conservation of asbestos and artificial vitreous fibers in municipal workplaces, pursuant to Legislative Decree 81/2008, and in buildings owned by the Municipality (with the exclusion of soils)
  • Support to Management in the planning phase of interventions based on the assessment, by the Asbestos Manager, of the risks associated with the presence of asbestos and artificial glass fibers
  • Contractual monitoring of the activities entrusted to the Asbestos Manager, also carried out as part of the Prevention and Protection Service
  • Support to the Asbestos Manager in coordinating the subjects in various capacities involved in carrying out the inspections
  • Support to the Director and the Employers and the competent Departments in the preparation of the documentation relating to the Ministerial Decree 06/09/94, relating to the verification of the presence and state of conservation of asbestos
  • Relations with the Control Bodies regarding the verification of the presence and state of conservation of asbestos and artificial vitreous fibers
  • Support to user departments in identifying the need for regulatory adaptation/updating regarding fire prevention, through analysis of regulatory impact and related deviation of the buildings under their jurisdiction
  • Support to the Public Works Program Manager for the planning, in collaboration with the user departments, of regulatory compliance interventions regarding fire prevention of the buildings under his jurisdiction, also through the development of general parametric estimates
  • Support and monitoring of the design activity of the regulatory adaptation interventions of the buildings under the responsibility of the Technical and Urban Furnishings Directorate, carried out by the Technical Areas in the field of fire prevention, also through the management of external engineering services assignments
  • Support and monitoring of the execution of interventions through relationships with user departments, also through the management of external engineering service assignments
  • Monitoring of fire prevention activities, preparation of reports for the Technical Management and Street Furnishings, preparation and management of intervention schedules, management of the documentary archive regarding fire prevention on the buildings under its jurisdiction, relations with the Control Bodies

DESIGN AND VERIFICATION UNIT

  • ​In relation to the priorities and directions defined by the Director and upon completion of the activity conducted by the
  • Areas of Technical Management and Street Furnishings, as well as for projects of a transversal nature:
  • drafting of feasibility studies, definitive and executive technical-economic feasibility projects for the construction of new works, for renovation and extraordinary maintenance interventions for buildings of various kinds in collaboration with the Technical Management and Urban Furnishings Areas and in particular with the Plant Management Area
  • execution of procedures for the acquisition of opinions and technical approvals from other areas of the Administration and external bodies
  • planning, management and coordination of "special" projects: project financing, inter-sectoral projects, competitions, concession projects, entrusted directly by the Management Director
  • verification and control of the adequacy of projects relating to works to be carried out after deducting urbanization costs and by concessionaires/tenants entrusted directly by the Management Director
  • Other activities assigned by the Director of the Department in relation to planning practices and execution of works under the responsibility of the Management
  • Studies and research in relation to new construction technologies and new usable materials in order to also coordinate the design action of the Technical Management and Urban Furnishings areas (cost/benefit analysis of the use of new materials also based on durability and subsequent maintenance cycles)
  • Coordination and support for the execution of control activities on municipally owned structures under the responsibility of the Technical and Urban Furnishings Directorate
  • Structural checks of designs carried out by third parties for the Technical Management and Street Furnishings and verification of structures or structural elements
  • Structural design of interventions carried out by the Technical and Urban Furnishings Department
  • Collaboration and works management for the structural aspects of works carried out by the Technical and Street Furnishings Management
  • Collaboration with the Transversal Functions Unit in the development and updating of the Quality procedures within the Administration system for the technical aspects of the Technical and Street Furnishings Management, in collaboration with the Areas and Units of the Management itself
  • Design activities for small photovoltaic systems, in agreement with the Plant Management Area

SOCIAL WELFARE BUILDING AREA, PPP AND CCV​​​​​​

  • Area of ​​competence: public residential buildings, state-owned buildings for residential use, state-owned buildings not under the responsibility of other organizational units (used as offices, rented not for residential use, barracks, ...); buildings used as residential centers and facilities for the elderly, facilities for services to minors and disabled people, family support, reception and support for adults; buildings with "mixed" use in which the main surface area falls within the area of ​​competence. The list of relevant buildings, for which the functions explained below are carried out, is defined with specific internal provisions.
  • Management of ordinary maintenance contracts for social-welfare buildings, in coordination with the Municipalities
  • Technical support to the Public Works Program Manager and to the user departments for the planning of new constructions, renovations, extraordinary and ordinary maintenance of the buildings under their jurisdiction
  • Management and coordination of the planning phases, the implementation phase and monitoring of the works (technical support for the design, management and assistance of works, control of work directions entrusted to third parties, certificate/declaration of completion of works, testing, ...), of new works, renovation , extraordinary and ordinary maintenance of the relevant buildings
  • Verification of the adequacy of the projects and interventions carried out by third parties (dealers/tenants/sponsors) also with the deduction of urbanization costs
  • Supervision of interventions to be carried out through forms of Public Private Partnership (PPP)
  • Analysis and coordination of the aspects of competence relating to Public Private Partnership instruments
  • (PPP) provided for by current legislation, with regard to supervised interventions
  • Participation in Committees, Bodies and Technical Roundtables, as well as in the working groups established by the Institution for the construction of new works or the recovery/renovation of existing plants/structures through forms of Public Private Partnership (PPP), in collaboration with the competent Areas of the Management and with the Single Central Procurement Directorate
  • Collaboration for technical aspects, where requested by the user departments, as part of the procedures aimed at managing the relevant plants/structures
  • Coordination and supervision of specific projects and interventions identified by the Top Director
  • Participation in the Municipal Supervision Commission for Public Entertainment Venues responsible for issuing the occupancy license for public entertainment venues and temporary events, in coordination with the Integrated Security and Civil Protection Area of ​​the Urban Security Directorate
  • Supervision and management, within the area of ​​competence, of the activities of the Municipal Supervisory Commission (CCV), with particular regard to the following:
  1. technical assessment aimed at issuing the occupancy license for public entertainment venues and temporary events
  2. carrying out periodic inspections and checks on the continuation of the general safety conditions of the structures and places listed by current legislation on the subject
  3. release of the usability opinion on the projects of new premises to be used for public entertainment activities, on the variations of existing premises, on the staging of temporary events
  4. verification of the solidity and safety of the building to be used for public entertainment and of the existence of exits fully suitable for clearing it promptly in the event of fire

TECHNICAL AREA SCHOOLS AND TECHNICAL COORDINATION PERSONAL SERVICES

  • Area of ​​competence: school buildings and holiday homes; buildings with "mixed" use in which the main surface area falls within the area of ​​competence.
  • Planning, design and construction of new school buildings and extraordinary maintenance interventions on school buildings, in line with the guidelines of the Municipal Councils
  • Technical support to the Public Works Program Manager and to the user departments for the planning of new constructions, renovations, extraordinary and ordinary maintenance of the buildings under their jurisdiction
  • Integrated design (building works and technological systems) of new works, renovations and extraordinary maintenance interventions on the relevant buildings, to support the needs of the user departments; validation of projects drawn up internally or entrusted to external companies/professionals
  • Management and coordination of the planning phases, the implementation phase and monitoring of the works (technical support for the design, management and assistance of works, control of work directions entrusted to third parties, certificate/declaration of completion of works, testing, ...), of new works, renovation , extraordinary and ordinary maintenance of the relevant buildings
  • Verification of the adequacy of the projects and interventions carried out by third parties (dealers/tenants/sponsors) also with the deduction of urbanization costs
  • Management of ordinary maintenance contracts for school buildings and in particular of the Global Service of ordinary maintenance services for school buildings construction works entrusted to MM SpA
  • Definition of the priorities of the operational technical intervention of the Nu.IR Unit, in case of emergency for the immediate safety of the places, awaiting the decisive intervention by the competent Technical Area, in coordination with the Government Area of the Territory, Furnishings and Urban Decoration
  • Carrying out activities relating to similar control over in-house companies for the relevant part, in conjunction with the State Property and Heritage Department and the Budget and Subsidiaries Department
  • Supervision of activities related to the release/renewal of the CPI, for the relevant buildings, in conjunction with the competent technical structures
  • Development and preparation of school building projects for better energy efficiency in implementation of the policies Energy Management, in collaboration with the Energy Manager Support Office
  • Supervision and coordination, in agreement with the Top Director, of the interventions/projects relating to the offices/buildings used for the provision of Personal services.

CULTURAL BUILDING AREA

  • Area of ​​competence: cultural and monumental spaces, buildings housing museums, theaters and libraries, buildings with "mixed" use in which the main surface area falls within the area of ​​competence. The list of relevant buildings, for which the functions explained below are carried out, is defined with specific internal provisions.
  • Technical support to the Public Works Program Manager and to the user departments for the planning of new constructions, renovations, extraordinary and ordinary maintenance of the buildings under their jurisdiction

  • Technical support to the Public Works Program Manager and to the user departments for the planning of new constructions, renovations, extraordinary and ordinary maintenance of the buildings under their jurisdiction

  • Technical support to the Public Works Program Manager and to the user departments for the planning of new constructions, renovations, extraordinary and ordinary maintenance of the buildings under their jurisdiction
  • Integrated construction and plant design of new works, renovations and extraordinary and ordinary maintenance interventions on the relevant buildings, to support the needs of the user departments; validation of projects drawn up internally or entrusted to external companies/professionals
  • Management and coordination of the planning phases, the implementation phase and monitoring of the works (technical support for the design, management and assistance of works, control of work directions entrusted to third parties, certificate/declaration of completion of works, testing, ...), of new works, renovation , extraordinary and ordinary maintenance of the relevant buildings
  • Verification of the adequacy of the projects and interventions carried out by third parties (dealers/tenants/sponsors) also with the deduction of urbanization costs
  • Coordination of residual skills regarding the management of judicial offices
  • Definition of the priorities of the operational technical intervention of the Nu.IR Unit, in case of emergency for the immediate safety of the places, awaiting the decisive intervention by the competent Technical Area, in coordination with the Government Area of the Territory, Furnishings and Urban Decoration
  • Carrying out activities relating to similar control over in-house companies for the part of competence, in coordination with the Budget and Subsidiary Management

SYSTEM MANAGEMENT AREA

  • Coordination and monitoring of policies regarding the conservation and rational use of energy in coordination with the Green and Environment Directorate
  • Detection of the need for:
  • - ordinary and extraordinary maintenance, renovation and regulatory adaptation of the mechanical, thermal, air conditioning, ventilation/extraction, heating, purification and filtration, cremation, electrical, auxiliary, safety, fire prevention and elevator systems of buildings under the responsibility of the Management used by the Authority for offices and services, in agreement with the other technical areas of the Management and with the user Departments
  • - transformation of heating systems with low environmental impact systems
  • - asbestos remediation of thermal plant networks and related power plants, in conjunction with the Asbestos Control and Fire Prevention Coordination Unit
  • Planning/scheduling of ordinary and extraordinary plant maintenance interventions and/or new systems (mechanical systems, electrical systems, handling systems) of the buildings under the responsibility of the Technical and Urban Furnishings Department
  • Drafting of preliminary and definitive projects aimed at carrying out maintenance works, ordinary and emergency maintenance interventions on the systems under the responsibility of the Technical and Urban Furnishings Department
  • Collaboration with the other Areas and structures of the Management in the drafting, for the aspects of competence and through the development of guidelines, regarding the first level, definitive and executive projects and works management for the construction of new works and for renovation and extraordinary maintenance of the systems, in collaboration with the other technical organizational structures of the Technical and Street Furnishings Directorate
  • Management and control of the systems serving buildings under the responsibility of the Technical and Urban Furnishings Department used by the Authority for offices and services and various activities (Heating systems, electrical anti-intrusion systems, smoke detection, cremation systems, lifts, etc.)
  • Management and control of the mechanical systems serving the Administration buildings used by the Authority for offices and services and various activities (heating and cooling systems)
  • Management and supervision of the procedures for acquiring opinions and technical approvals from other organizational structures of the Administration and external bodies
  • Coordination, management and control of design activities entrusted to external parties for the aspects within their competence
  • Management and coordination of the planning phases, the implementation phase and monitoring of the works (technical support for the design, management and assistance of works, control of work directions entrusted to third parties, certificate/declaration of completion of works, testing, ...), of new works, renovation , extraordinary and ordinary maintenance for the aspects of competence
  • Verification of the adequacy of the projects and interventions carried out by third parties (dealers/tenants/sponsors) also with the deduction of urbanization costs
  • Management of photovoltaic systems under the responsibility of the municipal administration
  • Definition of the priorities of the operational technical intervention of the Nu.IR Unit, in case of emergency for the immediate safety of the places, awaiting the decisive intervention by the competent Technical Area, in coordination with the Government Area of the Territory, Furnishings and Urban Decoration
