SPECIALIST CITIZEN EXPERIENCE DIRECTORATE
• Support to the Director (Chief Technology Officer), for the part of his competence: 
in the analysis of technological evolution and the relative potential applied to the municipal administration, as well as in the related identification of the possible areas of technological development of the Authority in the selection of the most suitable technologies for the implementation of an innovative, digital, open administration and in the consequent activation of projects for the technological and IT modernization of the Administration and for the implementation of the Digital Agenda in the preparation of the ICT/Digital plan, in the verification of the demand, the sharing and application of the digitalisation processes and the guidelines of Enterprise Architecture, ALM, change and incident management and monitoring, defined according to the strategies of the General Management, in collaboration with the Strategy, Demand and ICT Government Area
in guaranteeing the conformity of the technological solutions implemented with the standards and safety requirements in the supervision and coordination, from a technological point of view, in collaboration with the Directorates involved in various capacities, of the Institution's innovation and simplification projects, also for the purposes of implementation of the Three-Year IT Plan and National Strategic Plans in the definition of the Authority's Digital Experience strategy, aimed at innovation and improvement of the citizen-Authority relationship and the simplification of information and services, in conjunction with the Services Area Applications and with the Strategy, Demand and ICT Government Area, according to the strategies defined by the General Management and the Mayor's Cabinet 
• Definition and implementation of the User Experience standards for the digital services of the Municipality of Milan (User Experience Design) and preparation of the strategic plan for the User Experience (objectives, projects, priorities, release plans, etc.) for external and internal users
• Coordination and supervision of CRM activities, in conjunction with the CRM Area, with particular regard to:
Definition, development and monitoring of the CRM plan with particular reference to analytical CRM activities and listening to the needs of the citizen/city user Management and identification of improvement actions of the interaction channels between Administration and city user (social, infoline 020202 ... ), in coordination with the Communication Area of ​​the Mayor's Cabinet and in implementation of the guidelines defined within the Communication Committee.
Design, evolution and technical and technological management of the Portals and Apps of the Municipality of Milan, in conjunction with the Application Services Area and the Data Interoperability Area and with particular attention to the elimination of lock-in, collaborating with the Area ICT Strategies, Demand and Governance and in accordance with the Enterprise Architecture, ALM, change and incident management, build-to-run processes defined, according to the strategies of the General Management
Design, evolution and management of CRM platforms in conjunction with the Data Interoperability Area and with particular attention to the elimination of lock-in, collaborating with the Strategy, Demand and ICT Government Area and in accordance with the Enterprise Architecture processes, ALM, change and incident management defined
• Creation of front end digital services through the coordination of demand by the ICT Strategies, Demand and Government Area according to the end-to-end digitalisation plan of the Technological and Digital Innovation Department integrated between the front end and back end representation of the services
• Assistance at meetings of the City Council and Commissions, management of recordings, streaming and communication to citizens, in conjunction with the Service Area of ​​the President of the City Council and the units of the Technological and Digital Innovation Directorate for the management of demand, processes, IT security, in collaboration with the Technological Infrastructure Coordination Area
• Development of digital projects for the interaction with citizens and users and the management of work processes, in conjunction with the other structures of the Management, according to the strategies of the General Management
• Promotion of the organisation's digital growth activities/projects, also through the recognition of best practices in the field, in conjunction with the Application Services Area and the Strategies, Demand and ICT Government Area, according to the strategies of the General Management
• Design, development and management of technological tools for the implementation of marketing mix and communication mix measures, in conjunction with the General Management and the Mayor's Office, in collaboration with the ICT Strategy, Demand and Government Area
• Development and implementation of local Lead Generation, in order to generate highly profiled digital citizen-Agency relationships, implementing and improving technological-digital contact tools, in collaboration with the Application Services Area 
• Support to the Director (Chief Technology Officer) in the consolidation and supervision, for the part of his competence, of the activities relating to the transition to the digital operating mode, as well as of the interventions aimed at creating a digital and open administration, in line with the forecasts of the current Digital Administration Code and in conjunction with the Application Services Area and the Strategies, Demand and ICT Government Area, according to the strategies of the General Management Carrying out of DEC/RUP functions with respect to the managed contracts, as well as PM of the entrusted projects
• Coordination and supervision of the activities and interventions to be carried out in the field of "IT accessibility", in compliance with current sector legislation
• Coordination and supervision in carrying out the communicative-relational activities assigned to the editorial staff 

DATA INTEROPERABILITY AREA
• Support to the Director (Chief Technology Officer), for the part of his competence: 
in the analysis of technological evolution and the related potential applied to the municipal administration, as well as in the related identification of the possible areas of technological development of the institution in the supervision and coordination, from a technological point of view, in collaboration with the various departments involved , of the Institution's innovation and simplification projects, also for the purposes of implementing the Three-Year IT Plan and the National strategic plans in the preparation of the ICT/Digital plan, in verifying the demand, sharing and applying the digitalization and the guidelines of Enterprise Architecture, ALM, change and incident management and monitoring, defined according to the strategies of the General Management, in collaboration with the Strategies, Demand and ICT Government Area in ensuring compliance of the technological solutions implemented with the standards and requirements safety
in the selection of the most suitable technologies for the implementation of an innovative, digital, open administration and in the consequent activation of projects for the technological and IT modernization of the Administration and for the implementation of the Three-Year IT Plan and the National Strategic Plans in analysis, design and execution plan for the development of interoperability within the systems of the various structures of the Institution in the design, implementation and management of IT architectures and platforms for the dissemination of data in open format in Linked Open Data mode
in the design, implementation and management of IT architectures and platforms for data georeferencing, as well as for the processing and analysis of large amounts of data (Big Data)
• Design and implementation of innovative interoperability architectures in collaboration with local, national and European public administrations, collaborating with the Strategy, Demand and ICT Government Area and in accordance with the Enterprise Architecture, ALM, change and incident management processes defined, according to the strategies of the General Management

• Evolution and management of SOA platforms and interoperability, data integration and application architectures in collaboration with other management structures
• Design and implementation of reusable and orchestrated solutions based on microservices and container technology based on defined standards and guidelines
• Management of the Central Territorial Information System (SIT) of the Administration, management of the Geoportal, of the publication of the territorial information of the Administration and definition of the standards relating to territorial data and "metadata", also in relation to the Open Data for the component geographic location of the Institution 
• Updating and maintaining the numerical cartography of the municipal territory (topographic DB), also in collaboration with external bodies
• Management of statistical obligations under municipal responsibility and management of relations with ISTAT
• Surveys and sample surveys carried out in collaboration with other subjects of SISTAN - National Statistical System; valorization and management of an Integrated Statistical System for the knowledge of the city
• Management of activities related to the PSN - National Statistical Program and activities relating to censuses and the official counting of votes during elections and referendums

TECHNOLOGICAL INFRASTRUCTURE COORDINATION AREA
• Support to the Director (Chief Technology Officer), for the part of his competence:
in the analysis of technological evolution and the related potential applied to the municipal administration, as well as in the related identification of the possible areas of technological development of the institution in the supervision and coordination, from a technological point of view, in collaboration with the various departments involved , of the Institution's innovation and simplification projects, also for the purposes of implementing the Three-Year IT Plan and the National strategic plans; in the preparation of the ICT/Digital plan, in the verification of the demand, the sharing and application of the digitalisation processes and the guidelines of Enterprise Architecture, ALM, change and incident management and monitoring, defined according to the strategies of the General Management, in collaboration with the Strategy, Demand and ICT Government Area in ensuring compliance of the technological solutions implemented with security standards and requirements
in the consolidation and supervision, for the part within its competence, of the activities relating to the transition to the digital operating mode, as well as of the interventions aimed at creating a digital and open administration, in line with the provisions of the current Digital Administration Code in the selection of the most suitable technologies for the implementation of an innovative, digital, open administration and in the consequent activation of projects for the technological and IT modernization of the Administration and for the implementation of the Digital Agenda
• Supervision of the design, planning and coordination activities of the municipal administration's ICT infrastructure services, monitoring and guaranteeing the quality of the infrastructure services and compliance with the agreed SLAs
• Governance of the design, installation, configuration and management of the integrated telecommunications network and advanced collaboration services, as well as fixed and mobile telephony and connectivity of the Municipality of Milan
• Management and supervision of all distributed personal IT services, hardware and software (fixed, mobile and virtualized workstations), package applications and third-party software supplies/services
• Management of the life cycle and renewal of stations and licenses, their distribution and compliance governance
• Supervision and coordination of activities relating to:
Management of activities relating to the ICT infrastructure services of the Municipality of Milan (CED, Networking, DB, storage, etc. ...) with particular attention to the elimination of lock-in, collaborating with the Strategy, Demand and ICT Government Area and in agreement to the Enterprise Architecture, ALM, change and incident management processes defined, according to the strategies of the General Management Management of the operation process relating to the life cycle of domain users and the integration and association of authentication devices in connection with the Unit Cyber ​​Security Participation in the design of solutions for the smart city, installation and maintenance of field devices (IOT) under the responsibility of the Technological and Digital Innovation Directorate, defined within the Urban Digital Ecosystem projects Management and control of the milestones of the relevant projects Operation and management of the continuity of infrastructure systems, definition and implementation of ITIL processes in collaboration and in support of the other Management Structures, adopting the correct run-to-build management action lines in compliance with the Enterprise Architecture, ALM, change and incident management and monitoring, according to the strategies of the General Management
Design and management of the email service of the Municipality of Milan and the assignment of technological and IT equipment Management and development of IT services (Service Management) to users and monitoring of service levels
• Design and management of the transition to multi-cloud and hybrid-cloud solutions according to the three-year IT plan
• Design, construction and management of new container infrastructures in conjunction with the ICT Strategy, Demand and Government Area and the Enterprise Architecture Unit and in collaboration with the Data Interoperability Area as regards SOA and microservices architectures
• Definition of Operational Continuity Plans of the systems with respect to the different technological layers (CED, overall cloud infrastructure - private cloud, public cloud, Networking, DB, storage, etc. ...)
• Definition of Disaster Recovery, in collaboration with the Cyber ​​Security Unit
• Design of public networks and definition of the methods of connection of the municipal network with infrastructures of other bodies and/or telecommunications operators

• Creation of application projects aimed at the digitalisation of internal processes, in collaboration with the ICT Strategy, Demand and Government Area
• Development of the workflow and management systems of the main document flows of the Municipal Administration, in conjunction with the Data Interoperability Area and the ICT Strategies, Demand and Government Area, according to the strategies of the General Management
• Analysis and development of back-office digital service platforms and support to the Departments for the definition of requirements and implementation and evolution of the systems in collaboration with the Strategy, Demand and ICT Government Area in the optimization of end-to-end processes integrated, in conjunction with the structures of the Technological and Digital Innovation Department, following the paradigms of modern IT
• Analysis, design and development of the applications in use in the municipal administration and the related purchase and/or development choices, with particular attention to the elimination of lock-in, collaborating with the ICT Strategy, Demand and Government Area and in agreement to the Enterprise Architecture, ALM, change and incident management, build-to-run processes defined, according to the strategies of the General Management, and with the guidelines defined by the Citizen Experience Specialist Management
• Verification of the development and updating needs of the Administration's application portfolio in coordination with the ICT Strategies, Demand and Government Area according to the end-to-end digitalisation plan of the Technological and Digital Innovation Directorate integrated between the front end and back representation end of services
• Carrying out the functions of DEC/RUP with respect to the managed contracts, as well as PM of the entrusted projects

ICT STRATEGY, DEMAND AND GOVERNMENT AREA
• Support to the Director (Chief Technology Officer), for the part of his competence: 
in the analysis of technological evolution and the related potential applied to the municipal administration, as well as in the related identification of possible areas of technological development of the institution; in the selection of the most suitable technologies for the implementation of an innovative, digital, open administration and in the consequent activation of projects for the technological and IT modernization of the Administration and for the implementation of the Digital Agenda; in guaranteeing the conformity of the technological solutions implemented with the standards and security requirements in the strategic planning (long-term IT/Digital directions) and in the preparation of the ICT/Digital Plan aligned with the inputs of the Innovation Board in the drafting of the innovation guidelines in compliance with the AGID guidelines and in collaboration with the other structures of the Directorate in the supervision and coordination, from a technological point of view, in collaboration with the Directorates involved in various capacities, of the Institution's innovation and simplification projects, also for the purposes of implementation of the Three-Year IT Plan and National strategic plans
• Assuming the role of Technical Contact Point of the Institution towards the investee companies, other PAs and other partner subjects of the Municipality of Milan for the development of the Urban Digital Ecosystem
• Management of Application Operations in collaboration with the other Management Structures
• Incident management coordination (War Room)
• Unitary direction, planning and coordination of interventions and projects of a strategic nature
• Support to the Director (Chief Technology Officer) in the consolidation and supervision, for the part of his competence, of the activities relating to the transition to the digital operating mode, as well as of the interventions aimed at creating a digital and open administration, in line with the forecasts of the current Digital Administration Code and in conjunction with the Application Services Area, according to the strategies of the General Management
• Scouting activities for financing opportunities from sources external to the municipal budget on technological innovation projects in coordination with the Central Management and the Areas, for participation in tenders financed or co-financed by community, national and international programs
• Taking care of activities relating to the organisation's participation in national and international projects in the field of ICT, communities and social innovation
• Implementation and management of relationships with other national and international PAs aimed at sharing best practices, cooperation on topics of common interest, synergistic development of projects
• Assumption of the role of Contact Point towards all the Departments of the Institution for the collection of the application and the planning of the project plan
• Support for the development of business cases and project strategies aimed at qualifying and consolidating the demand in collaboration with the other Management Structures
• Development and implementation of IT and technological projects of significant complexity transversal to all Management Structures, also to the achievement of the programmatic mandate objectives
• Definition of technical standards for sectoral and inter-sectoral hardware, software and network systems in collaboration with the other Management Structures 
• Definition and design of the Enterprise Architecture and related support tools
• Support for the technical feasibility analysis process and the definition of the technological and application architecture of the solutions in collaboration with the other Management Structures 
• Monitoring the compliance of IT projects with respect to Enterprise Architecture
• Definition of technological standards for the choice, installation, configuration and maintenance of digital devices in the urban area (Cameras, WiFi Access Points, Sensors, Actuators, etc.) and for the acquisition and use of the data generated on the urban territory from devices and services (e.g.: Cameras, Wifi, Sensors, Shared Mobility Services, Public Transport, Lighting, etc.)
• Definition and updating of policies in the context of the Urban Digital Ecosystem (membership method, licensing scheme for the production and use of data, coordination with other territorial platforms)
• Coordination and organization of intersectoral technical tables and meetings of the Ecosystem Coordination Group for the production of opinions and technological support for project strategies in the Smart City field
• Collaboration on international projects in the Smart city field
• Support to the Organizational Process Analysis and Development Unit of the Organization and Human Resources Department in the digitalisation of processes
• Support for the implementation-PM phase of digital transformation projects in collaboration with the other ITD Departments
• Technical-operational support to the Institution's Digital Transition Manager, to the Top Director and to the organizational structures pertaining to the Management for the definition, management and monitoring of the identified business programs/objectives, also through the development and nurturing of specific dashboards, in synergy with the technical units of the Management, the Transversal Functions Unit, the Administrative Management of ICT Contracts Area of ​​the CUA Management and with the General Management, defining shared and communicated processes and standards with the aim of standardizing the overall administrative action
• Tracking of the ICT needs of the Entity's Departments, in synergy with the technical units of the Departments, the Transversal Functions Unit, the Administrative Management of ICT Contracts Area of ​​the CUA Directorate and with the General Management, defining processes and standards shared and communicated for the purpose to standardize the overall administrative action
• Coordination of the PBA drafting process, the budget and forecast process and the analysis of final expenditure figures
• Transversal governance of the technological and organizational process of application life cycle management (ALM) for the transition from development to production (Release Plan)
• Technical support to the RUPs/DECs, operating within the organizational structures relating to the Management, for the management of contracts in the execution phase, in synergy with the Transversal Functions Unit, the ICT Contracts Administrative Management Area of ​​the Management, defining processes and shared and communicated standards with the aim of standardizing overall administrative action
• Carrying out the functions of DEC/RUP with respect to the managed contracts, as well as PM of the entrusted projects
