REAL ESTATE AREA

  • Unitary direction and supervision regarding the management of properties owned by the municipality for the purposes of their economic-commercial valorisation, with particular regard to the intended use, registration and type of contract, in collaboration with the Valorization and Development Area Real estate
  • Definition of projects for the social, cultural, educational, sporting, development of new forms of entrepreneurship and innovative-experimental enhancement of spaces for use other than residential in non-ERP properties in collaboration with the Real Estate Enhancement and Development Area
  • Administrative-accounting management of state property and non-residential municipal assets, and for the provision of services relating to other municipal structures and agricultural land and rural buildings
  • Management of disputes relating to assets assigned to the Area through in-depth investigation in collaboration with the offices that handle the management and drafting of briefs and documents necessary for the defense, in agreement with the Municipal Attorney's Office
  • Management of administrative-accounting activities and related procedures, including those publicly available, necessary for the management of real estate assets, such as, in particular, those concerning: planning of tenders, drafting of specifications, definition of contracts  Control and accounting processing of collections and on arrears  Management of compulsory collection procedures, for the part of competence, and eviction execution
  • Management of activities and procedures for identifying the assignees of municipal assets managed by the Area and tenders based on expression of interest
  • Planning of activities and control procedures on illegal activity in relation to the relevant properties
  • Supervision and coordination of the technical activities necessary for the management of the real estate assets assigned to the Area, such as: o monitoring and mapping of the state of places o evaluation of the maintenance status of the buildings o detection of critical issues and the need for interventions on the properties; consequent reporting to the competent Technical Areas for the planning and implementation of the related works
  • Support to the Technical and Street Furnishings Management for monitoring maintenance interventions on municipally owned offices
  • Coordination of technical interventions on the Vittorio Emanuele Gallery carried out by the other Areas / structures of the Institution with particular attention to the needs expressed by the concessionaires
  • Administrative and accounting management of the monumental complex called Galleria Vittorio Emanuele
  • Management of the acquisition and disposal of real estate assets for the entire organisation

FACILITY MANAGEMENT AREA

  • Planning of interventions for the use of instrumental resources
  • Execution of procedures and adoption of administrative acts related to the management of contracts resulting from tenders for the acquisition of goods and services in collaboration with the Single Central Procurement Directorate
  • Conformity checks and regular execution certificate
  • Management of the inventory of movable assets (CeDIM), in collaboration with the Budget and Subsidiary Management
  • Management of staff assigned to auxiliary services (clerks, receptionists, etc.)
  • Operational management and control of contracts and/or personnel management for economic services necessary for the functioning of the Institution (cleaning services, internal mobility, civic printing house, internal removals, canteen service for employees, insurance coverage of the Institution, etc. …)
  • Coordination of activities related to the functioning of municipal buildings (custody, etc.) in collaboration with the other competent departments
  • Operational support for the set-up of venues hosting electoral and referendum consultations
  • Support to the Top Director in the supervision and coordination of the planning, programming and management activities of the Directorate's Budget, as well as the Controls and the Objective Plan, in conjunction with the Areas of the same
  • Monitoring and management, from an administrative and accounting perspective, of the resources assigned and managed by the competent organizational structures of the Area, also with regard to the related monitoring, economic verification and dispute management activities
  • Vehicle management

REAL ESTATE ENHANCEMENT AND DEVELOPMENT AREA

  • Support to the organisation's top bodies and to the top director in the development of strategies for the valorisation and disposal of the organisation's real estate assets, also through the activation of urban transformation interventions, the creation of new works, the implementation of policies of city development; integrated actions aimed at enhancing the heritage in coordination with the Urban Regeneration Directorate, with particular regard to the following strategies: disposal, acquisitions, management in line with the urban development of the city
  • Unitary direction and supervision regarding the economic valorisation of abandoned, disused or deteriorated assets also through a matrix of real estate strategies
  • Definition of proposals regarding acquisitions and sales
  • Management of relationships with the Revenue Agency for the purposes of coordinated management of cadastral services
  • Management of the stacking of individual assets relating to properties owned by the Municipality
  • Development and management of activities and interventions aimed at rationalizing municipal workplaces, with a view to improving functionality and working well-being, in coordination with the Instrumental Heritage, Archives and Legislative Decree 81/2008 Area and with the Technical Management and Urban Furnishings
  • Enhancement of real estate assets by rationalizing the use of institutional spaces
  • Management of logistics activities connected to the "Locations Project"
  • Technical and administrative support to the Urban Regeneration Directorate
  • Coordination and management of activities relating to technical-economic and real estate assessments, limited to abandoned, disused or deteriorated assets
  •  Creation and monitoring of the single IT archive of the real estate assets (administrative, authorization and technical documents and data), also through the compilation and updating of the Building File of each building and the computerized registration of the acquisitions and disposals of real estate units from from all Administration structures  Coordination and supervision of the technical activities carried out by the other Areas for the provision of offices for office use
  • Coordination and supervision of the technical activities connected to the use of the premises intended for office use (via Sile, via Durando, Principe Eugenio...)


INSTRUMENTAL HERITAGE AREA, ARCHIVES AND LEGISLATIVE DECREE. 81/2008

  • Definition of projects for the social, cultural, educational, sporting, development of new forms of entrepreneurship and innovative-experimental use of spaces for use other than residential in ERP properties, also in collaboration with the other organizational structures of the Institution responsible for space use projects
  • Administrative-accounting control of the activities carried out by the ERP Asset Manager regarding the contracts already in progress and future stipulations, the technical checks of the ERP assets used for different purposes in carrying out the contracts, for the recovery of arrears and related disputes
  • Definition of contents and management of contracts for the use of properties owned by third parties used by the Municipal Administration (passive leases)
  • Definition of contents and management of passive concession contracts on assets owned by public bodies, public service companies, public consortia
  • Definition of contents and management of contracts relating to ATS, ASST and AO properties and law enforcement offices
  • Definition of contents and management of concession contracts relating to universities and public institutions
  • Management of relations with the Judicial Offices regarding the use of spaces and properties owned by the municipality
  • Exercise of the administrative functions of the Darsena Port Area, pursuant to the Agreement between the Lombardy Region and the Municipality of Milan
  • Innovative management of the Civic Archives (Citadel of Archives) and development of solutions aimed at implementing and improving the effectiveness and functionality of the service to support the needs expressed by the various Directorates
  • Development and coordination of interventions aimed at managing the organisation's archives, also for the purposes of valorising the municipal archival heritage
  • Support for the archival design and creation of the spaces and technological equipment of the New Automated Archive in via Gregorovius
  • Logistics and rationalization of the decentralized archives in coordination with the Logistics Unit of the Real Estate Enhancement and Development Area and with the various assigned Departments
  • Coordination and management of obligations relating to the temporary storage of goods
  • Development of the methodology for the management of the organisation's instrumental assets
  • Collaboration with the user departments for the care of procedures related to the management of the assigned real estate assets
  • Support to the Departments involved in the definition and implementation of all information relating to capital goods, as part of the project to create a centralized data system relating to the Building
  • Preliminary checks of applicability and possible experimental launch of Integrated Facility Management via Consip agreement
  • Supervision and coordination of the activities carried out by the organisation's employers regarding hygiene and safety in the workplace, in compliance with current regulations, for the purposes of homogeneous and uniform application of the discipline in all the organisation's managements
  • Monitoring and control of the services provided by external entities entrusted with services regarding hygiene and safety in the workplace (Prevention and Protection Service, health surveillance, training, information and training, etc.) with respect to the contractual conditions envisaged
  • Design and drafting of special tender specifications necessary for the acquisition of services relating to Legislative Decree 81/2008, of transversal interest to the Administration
  • Management of eviction enforcement procedures
