PUBLIC WORKS TENDER AREA

  • Coordination and management of activities related to public works tenders financed with PNRR funds
  • Study and interpretation of the legislation regarding procurement and contracts; consultancy to management on rules and procedures
  • Management of tenders and concessions relating to projects for the construction, renovation and maintenance of public works and car parks
  • Management of procedures for the assignment of service assignments relating to architecture and engineering (design assignments, construction management, safety coordination, testing, verification and validation of ancillary activities)
  • Management of the procedure for the stipulation of contracts relating to the procedures under the jurisdiction of the Area
  • Development and examination of litigation relating to the procedures under the jurisdiction of the Area
  • Preparation and updating of special tender specifications for public works and engineering and architectural services
  • Participation in Committees, Bodies and Technical Roundtables, as well as in the working groups established by the Institution for the construction of new works or the recovery/renovation of existing plants/structures through forms of Public Private Partnership (PPP) and management of the related evidence procedures public
  • Management of public procedures for the implementation of works for the regeneration of public areas and spaces through technical sponsorships

ADMINISTRATIVE PROJECT AND WORK MANAGEMENT AREA

  • Study and interpretation of the legislation relating to tenders and contracts, consultancy to management on rules and procedures
  • Preparation of administrative documents and measures preparatory to the adoption and approval of the Three-Year Program of Public Works and its additions, in conjunction with the Technical and Urban Furnishings Directorate
  • Administrative management of the preliminary documents for the tenders carried out by the Single Central Procurement Directorate and the consequent contracts relating to interventions on the building stock and infrastructure managed by the Technical Areas of the Technical and Street Furnishings Directorate, by the Mobility Infrastructure Technical Area of ​​the Mobility Directorate and by 'Green Area and the Water Resources and Environmental Hygiene Area of ​​the Green and Environment Directorate, of the Schools Technical Area of ​​the Education Directorate also referring to mixed contracts of a technical nature (mainly works or with a works component but relating to the organizational structures of the Technical Directorate and Street Furnishings)
  • Administrative and accounting management of activities relating to the assignment of assignments for services relating to architecture and engineering relating to the organizational structures of the Technical Areas of the Technical and Street Furnishings Directorate, the Mobility Infrastructure Technical Area of ​​the Mobility Directorate and the Green Area and the Water Resources and Environmental Hygiene Area of ​​the Green and Environment Directorate, of the Schools Technical Area of ​​the Education Directorate (design tasks, construction management, safety coordination, testing, validation, verification and ancillary activities)
  • Management of the administrative procedure relating to amicable agreements connected to the execution of the contracts resulting from the tenders carried out by the Single Central Procurement Directorate and managed by the Administrative Management of Projects and Works area
  • Legal-administrative support to the Process Managers in the context of disputes regarding public works for managed contracts
  • Preparation, in conjunction with the Procedure Managers, of administrative provisions relating to contributions and financing deriving from European, national, regional and local authority sources
  • Development and examination of litigation for the areas of competence
     

GOODS AND SERVICES TENDER AREA 

  • Coordination and management of activities related to public tenders for goods and services financed with PNRR funds
  • Study and interpretation of the legislation relating to tenders and contracts, consultancy to the Management on relevant rules and procedures
  • Preparation and updating of general models of special tender specifications for the purchase of goods and services
  • Preparation of the Program for the Purchase of Goods and Services and its updates, in coordination with the various Departments of the Institution/Areas involved, and related administrative management of the preparatory documents for the approval of this Program
  • Monitoring of the Biennial Program for the Purchase of Supplies and Services, also linked to the PNRR, in conjunction with the Specialist Management and Monitoring Authority of Plans and the competent Departments
  • Management of public procurement and concession tender procedures relating to the acquisition of goods and services
  • Management, coordination and supervision of activities related to the completion of tender procedures aimed at the acquisition of goods and services under the responsibility of the Technological and Digital Innovation Directorate
  • Carrying out negotiated procurement procedures (MEPA/SDAPA) and adhesion to conventions or framework agreements activated by Consip or by other purchasing centers of the Technological and Digital Innovation Directorate and the Specialized Collection and Collection Directorate
  • Legal-administrative support to the organizational structures relating to the Technological and Digital Innovation Directorate and the Specialized Collection and Collection Directorate for direct assignments relating to the purchase of goods and services;
  • Support to the Institution's Managements, through the competent organizational structures in the individual Departments, for the negotiated procurement and concession procedures relating to the purchases of goods and services
  • Support, supervision and coordination of administrative-accounting activities for the management of contracts for the purchase of goods and services for amounts exceeding 40.000,00 euros
  • Management of the procedure for the stipulation of contracts relating to the procedures within the competence of the Area  Support to the Secretary General for the deed of any type of contract, concession and authentication deeds in the interest of the Institution as well as in the phase following the stipulation (registration, conservation and updating of public contract register, transcriptions)
  • Supervision and coordination of management activities relating to contractual relationships / agreements / conventions, also established following the completion of the tender procedures, under the responsibility of the Technological and Digital Innovation Directorate, the Specialized Collection and Collection Directorate
  • Development and examination of litigation, relating to the procedures within the competence of the Area and support to the competent organizational structures of the various Departments of the Institution in the care and examination of pre-litigation and litigation relating to the management of contracts for the purchase of goods and services
  • Support to the Entity's Directorates, through the competent organizational structures in the individual Directorates, in the procedures for adhering to conventions or framework agreements activated by CONSIP or other Procurement Centers and in the management of relations with the National Anti-Corruption Authority, with the Observatory of Public Contracts and with economic operators
  • Support to the various Departments of the Institution in the management of the administrative procedure relating to amicable agreements connected to the execution of public contracts for goods and services managed by the various Departments of the Institution
  • Management of public procedures for the creation of services and supplies related to the regeneration of public areas and spaces through technical sponsorships
  • Participation in Committees, Bodies and Technical Roundtables, as well as in the working groups established by the Institution for the creation of services through forms of Public Private Partnership (PPP) and management of publicly available procedures
