COLLECTIONS AND VOLUNTARY COLLECTION AREA

  • Management, supervision and monitoring of the voluntary collection of tax and non-tax revenues and fees, entrusted by the Management of the Entity through a loading list or other agreed method, with particular reference to the notification processes, examination of recurring debt situations, installments, collections and reconciliation payments, refunds and compensations, in collaboration with the Revenue Monitoring Unit
  • Analysis, design and gradual implementation of the management of voluntary collection of all different revenues, aimed at making the management of arrears more efficient
  • Support to the Departments involved to ensure the coordination and effectiveness of revenue collection processes
  • Management of the collection of the permanent land occupation fee (with the exception of areas connected to advertising media and dispute and violation procedures) in collaboration with the Departments involved
  • Management of contribution quotas relating to nursery and spring sections services, in collaboration with the Education Directorate, supervision and monitoring of voluntary collection
  • Design and development of proposals aimed at promoting the relationship with citizens and businesses, through reporting systems, bank statements, review of voluntary collection models to guarantee better comprehensibility and transparency, in collaboration with the Revenue Monitoring Unit
  • Management of reimbursements and compensations, with drafting of the related administrative documents, for the relevant activities
  • Management and monitoring of the voluntary collection of installments relating to building permits presented through the impresainungiorno portal
  • Management of relationships with citizens and businesses in collaboration and coordination with the Evasion Recovery and Anti-Money Laundering Area of ​​the Evasion and Enforcement Recovery Directorate
  • Management of requests for access to documents, support and collaboration with the competent units for all administrative procedures, procedures regarding transparency, privacy, quality and anti-corruption systems
  • Management of activities related to the development of innovative solutions aimed at both the simplification of processes and the automation of party obligations, and the provision of interactive services and transactional services to citizens, entities and businesses and their intermediaries in collaboration with the Management Technological and Digital Innovation
  • Management of activities related to the development and management of dematerialisation and replacement archiving processes for the relevant part in collaboration with the relevant Departments / Areas
  • Studies, analysis and management of changes resulting from the implementation of new regulations for the relevant part
  • Monitoring of debtors' arrears through the use of specific information systems (for directly managed debt situations)

TAX MANAGEMENT AREA

  • Management, regulation and enforcement of local taxes and duties
  • Management of the application aspects of the single fee for the activities within its competence
  • Consultancy on taxes and duties for citizens and businesses and on fiscal matters for the organizational structures of the organization and trade associations
  • Studies, analysis and future management of the new taxes resulting from the implementation of Fiscal Federalism
  • Management of tourist tax and municipal surtax
  • Management of activities related to the development of innovative solutions aimed at both the automation of party tax declarations and the provision of interactive and transactional services to entities and businesses and their intermediaries, in collaboration with the Technological and Digital Innovation Department
  • Management of litigation and direct exercise of the Administration's defense before the Tax Commission for the part of its competence
  • Management of tax ruling requests and tax mediation requests within the complaints presented
  • Coordination of activities relating to assistance to citizens and businesses in relation to tax revenues and other revenues entrusted for collection through the organization of the front office counter system
  • Collaboration for the management of CRM systems
  • Management of the tax library
  • Management of relationships with the Revenue Agency for the purposes of coordinated management and development of decentralized land registry services
  • Management of technical-specialist aspects in the context of financing projects linked to the management of cadastral data (GIT-ELISA and ELI4U project)

PARTICIPATORY EVALUATION, CONTROL AND ECONOMIC MANAGEMENT AREA

  • Implementation, in line with the defined guidelines, of the development and valorisation strategies of the entities owned by the Municipality of Milan, as well as coordination and control of corporate performance
  • Technical-specialist support to the Support Structures for the Mayor's Functions in relation to the supervision and coordination, in line with the defined guidelines, of the activities and obligations connected to extraordinary corporate operations (establishment and purchase of new shareholdings, sale of shareholdings, mergers, liquidations, etc. )
  • Coordination, in collaboration with the General Management, of the Periodic Reconnaissance Report of Local Public Services (Legislative Decree no. 201/2022)
  • Carrying out activities relating to similar control over in-house companies for the part of competence, in conjunction with the service departments
  • Technical-specialist support to the Support Structures for the Mayor's Functions, in implementation of the defined guidelines, of the activities aimed at guaranteeing the transparency and legality of the administrative action carried out by the Participated Bodies
  • Study, analysis and evaluation of the impacts, including organisational-managerial, deriving from the application of the legislation relating to investee companies and entities
  • Definition of guidelines for the drafting of service contracts
  • Coordination of the management of service contracts regulating the relationships between municipal administration and participating bodies, entrusted with the management of public services/instrumental activities, in order to guarantee homogeneity in the application of acts/processes/procedures by the different managements of the institution
  • Analysis, in support of the Support Structures for the Mayor's Functions, of the planning and programming documents (industrial plans, budgets, etc.) of the Participated Bodies, in relation to the type of company and the "level" of participation held by the Municipality of Milan in these institutions
  • Control and monitoring of the economic-financial performance of investee companies with particular regard to the verification of the economic-financial results and compliance with public finance constraints
  • Administrative and management control regarding the implementation of the objectives assigned to the Participated Bodies
  • Analysis, control and monitoring of the main financial and economic indicators, as well as the corporate risk assessment programs prepared by the investee companies
  • Monitoring of financial flows between the municipal administration and investee companies and entities
  • Development and implementation of strategic projects relating to the scope of investee companies, in line with the defined guidelines, and evaluation of the consequent organizational-managerial impacts
  • Analysis and evaluation of the various initiatives related to sponsorships carried out by private entities through the use of the calculation algorithm useful for determining the potential image returns and economic values ​​of the sponsorships; preliminary assessments and analyzes relating to the potential economic values ​​linked to sponsorships, Naming Rights, Branding and the consequent image returns
  • Analytical evaluation of the proposals received from private operators regarding sponsorship proposals for events with an impact or of particular relevance, to also be congruent for the purposes of the public tender procedure
  • Management of analytical economic control systems linked to the development of management economic accounting for decision support purposes
  • Accounting management and monitoring of economic and patrimonial resources for the purposes of drafting the Income Statement and the Equity Account
  • Drafting of the consolidated financial statements with the involvement of the investee companies and with the support of the competent organizational structures of the Management
  • Support to the Director in carrying out activities relating to similar control over in-house companies, in the expected forms of administrative/strategic control, management control and economic-financial control
  • Study, research and analysis aimed at evaluating the conditions of greatest economic convenience to support the Managements for "make or buy" decisions, outsourcing and public-private partnership initiatives, in concert, where necessary, with the Managements involved
  • Evaluation of the economic balance between public and private benefits pursuant to art. 4 of the Territorial Government Plan - Services Plan, in the urban planning operations carried out by the Authority
  • Development and verification of Economic Financial Plans
  • Support to the Plan Management and Monitoring Authority Specialist Directorate and to the Institution's Directorates for the economic valorisation of PPP projects/interventions, sponsorships, new concessions, rebalancing of existing concessions, ...

PLANNING AND ACCOUNTABILITY AREA

  • Preparation, management and monitoring of the organisation's strategic planning and programming systems (DUP, SAP), with the coordination of the General Management
  • Support to the General Management for the coherence analysis relating to the contents of the programming tools with respect to the organisation's strategic plans and projects
  • Management of activities relating to Management Control and cost analysis through the design and management of management and operational indicator systems
  • Preparation of period management reports, with analysis of deviations from the budget and identification of countermeasures for the requesting Departments of the Institution
  • Testing of activities related to SDG criteria
  • Experimentation of activities related to Climate Assessment and Climate Budget
  • Verification, in agreement with the RUPs of the implementing departments, of the economic offers issued by the in-house companies and related adequacy analysis
  • Release of economic adequacy opinions with reference to the Annual Business Plans of the Institution's in-house providing companies
  • Assistance in compiling, monitoring and checking agreement forms, useful for defining MM SpA's performance KPIs
  • Support and collaboration with the Management for the activation and implementation of institutional memoranda of understanding with institutions, universities, etc. ) for the definition and control of tariffs
  • Analysis of the methods of provision of services with regard to the requirements for access to them (ISEE,...) and tariff and tax concessions, in line with the evolution of the reference regulatory context
  • Support for the development of tariff review policies in order to guarantee better distribution equity
  • Support for the evaluation of the impact deriving from the application of the linear ISEE on individual demand services
