Holders of collaboration or consultancy assignments

As required by current national legislation (art. 7, paragraph 6, Legislative Decree no. 165/2001 and subsequent amendments) the Municipality of Milan may entrust personnel external to the Administration (natural persons or companies) with a professional and collaboration for the pursuit of predetermined objectives and the carrying out of certain tasks.

The tasks assigned to external collaborators are made public within three months of conferment and for the three years following the termination of the office.

The assignments are grouped by letter which shows, in alphabetical order, the names/company name, the details of the assignment deed, the type of relationship, the description, the duration of the contract and the gross amount expected for the individuals external collaboration assignments.

It is specified that the "Public Works" assignments awarded since 1/1/2014 are published in the section called "Publication of information L 190/2012".

The Board of Auditors is a body for the economic-financial control of the organisation's activity and for supporting the City Council in accounting matters.

It is provided for by Title VII of the TUEL (Consolidated Law on Local Authorities - Legislative Decree 267/2000, articles 234-241), which regulates its operating methods, tasks and compensation. The Statute of the Organization may provide for expansions of the functions entrusted to the Auditors.

Starting from December 2012, the members of the Board of Auditors in local authorities are no longer chosen by the City Council, but are drawn by lot by the Prefecture competent for the territory from among those registered in a regional list prepared by the Ministry of the Interior.

The City Council, on the basis of the Prefecture's minutes, decides on the appointment of the extracts and their basic compensation, also defined by the TUEL (art. 241), with reference to objective parameters. In addition to the basic compensation, Auditors are also entitled to reimbursement of food, travel and accommodation expenses actually incurred for the performance of their functions, which are reported periodically and cannot be foreseen a priori.

The compensation of the members of the Board is paid quarterly following the presentation of the invoice by the professionals.

The Municipal Landscape Commission is the technical-advisory body of the Municipality which expresses opinions regarding the issuing of landscape authorizations and in the other matters listed in the art. 48.2 of the Building Regulations.

The Commission is made up of 11 professionals appointed by the Mayor.

With Union Provision of 21/12/2021 – PG. 696968/2021, the Mayor appointed the architect Giuseppe Marinoni as President and, as members: Dario Vanetti, Giovanni Oggioni, Piergiorgio Vitillo, Isabella Sara Inti, Alessandro Trivelli, Alessandro Ubertazzi, Giacomo Cristoforo De Amicis, Stefano Tropea , Valerio Cozzi, Alessandro Scandurra.

With Union Provision dated 14/11/2023 – PG. 583737/23 concerning "Replacement of a member of the Municipal Landscape Commission in place of a resigning member", the Mayor appointed the architect. Grazia Garrone as a member of the Landscape Commission replacing the resigning Commissioner arch. Piergiorgio Vitilllo, starting from 1 December 2023 until 23 December 2024.

With Union Provision dated 13/03/2024 – PG. 0145348/24 concerning "Replacement of a member of the Municipal Landscape Commission in place of a resigning member", the Mayor appointed the architect. Luca Bigliardi as a member of the Landscape Commission replacing the resigning Commissioner arch. Stefano Tropea, starting from 13 March 2024 until 23 December 2024.

The members of the Commission remain in office for three years starting from the date of appointment. According to what is indicated in the art. 49.2 of the Building Regulations, the curricula of the members in office are published and, in compliance with the art. 49.8, declarations certifying the list of projects carried out or started in the three-year period preceding the appointment (or not elaborated) in the city of Milan are also published.

The "External collaborators database" link points to the database of external collaborators of the Municipality of Milan updated by the individual Departments of the Institution.

The "Ministry for Public Administration - Performance Registry" link points to the national database created by the Ministry for Public Administration which is updated by the Organization and Human Resources Directorate with different timing compared to those of the "External Collaborators Database" database. For this reason, misalignments could be found between the two databases.
