Implementation of PNRR measures

The European Commission has launched a recovery plan that will help the European Union repair the economic and social damage caused by the coronavirus health emergency and help lay the foundations for making the economies and societies of European countries more sustainable, resilient and prepare for the challenges and opportunities of the ecological and digital transition: an investment in the future of Europe and the Member States to restart after the Covid-19 emergency.

This is the new financial instrument called Next Generation US, a temporary €750 billion facility designed to stimulate a “sustainable, uniform, inclusive and fair recovery”, aimed at ensuring that unexpected needs can be addressed, the largest economic stimulus package ever financed by the EU .

In this context the National Recovery and Resilience Plan (PNRR), the tool that tracks the objectives, reforms and investments that Italy intends to implement thanks to the use of Next Generation EU European funds, to mitigate the economic and social impact of the pandemic and make Italy a fairer country , green and inclusive, with a more competitive, dynamic and innovative economy.
A set of actions and interventions designed to overcome the economic and social impact of the pandemic and build a new Italy, equipping it with the tools necessary to face the environmental, technological and social challenges of today and tomorrow.

The PNRR includes three transversal priorities shared at European level (digitalisation and innovation, ecological transition and social inclusion) and is developed along 16 Components, grouped into six missions:

  1. Digitization, innovation, competitiveness and culture
  2. Green revolution and ecological transition
  3. Infrastructure for sustainable mobility
  4. Education and Research
  5. Inclusion and Cohesion
  6. Healthcare

The total amount of the PNRR, in favor of Italy, is 191,5 billion euros, supplemented by the State with additional resources equal to 30,6 billion euros through National Complementary Fund (FNC).
2026 is the year of completion of the instrument and, consequently, of all the projects financed by it.

As part of these loans, through applications for tenders and assignments, the Municipality of Milan has obtained funding* equal to:
- 812,69 million euros from the PNRR divided between mission 1, mission 2, mission 4, mission 5;
- 111,07 million euros from the National Complementary Fund.
