The activity of asseveration and support to private operators for external projects, promoted for the valorisation and redevelopment of the heritage of municipal green areas, is carried out by the External Projects Office of the Green Area, Agriculture and Urban Furnishings in synergy with the Municipalities (also in the form of real participatory planning) and thus encouraging the involvement and direct discussion between citizens (and their associations) and the Municipal Administration.

The control of the urbanization works of public green areas develops in different phases: from the drafting of the urban plans, to the technical-economic evaluation for obtaining the qualifications, to the supervision of the execution of the works and subsequent maintenance up to the acquisition of the areas to the municipal heritage and handover to the Green Maintenance Service of the Green and Agriculture Sector for the definitive management of the same, upon completion of the works.

A document "Design and management requirements, preparatory to the drafting of projects and subsequent maintenance, of public green areas created by private operators" has been drawn up (with Management Determination no. 415 of 30/10/2015), intended as guidelines for the planning, design, execution and management of public green works with and without deduction of urbanization costs, which will allow private operators, their professionals, bodies and sectors involved in the planning, design and implementation of such works , to know, before starting a new intervention, the design guidelines for the creation of parks and public green spaces in Milan.

The main tasks carried out by the External Projects Office are the following:
• takes care of the drafting of projects from the planning phase to the issuing of qualifications;
• coordinates the surveillance activity carried out by the officials and technicians of the works sector in execution and subsequent maintenance management by private individuals;
• constantly updates the technical requirements for the design and maintenance of green works to deduct the costs;
• archives and manages data regarding urbanization works;
• assists the One Stop Shop for Construction Sector and the various Administration Sectors that deal with urban planning interventions carried out by private operators, for the definition of standardized procedures aimed at examining public projects.
