Registered residence for homeless people: information and guidance

Il servizio Residence-Mi provides free registered residence to homeless people present in the territory of the Municipality of Milan, allowing them to access the city's welfare services, to activate important citizenship rights and to receive personal correspondence at the address made available.

The ResidenzaMi service for the period 01 January 2024 - 30 June 2024 will be financed exclusively with the 2022 Extreme Poverty Quota of the Poverty Fund, as per Executive Determination no. 9243 of 20 October 2023.

The service is active in all the city's municipalities.

There are currently six branches operating in the city, open one and a half days a week, by appointment only. To request an appointment or obtain information on the ResidenzaMi service, you can contact the individual branches by telephone.

Citizens, for whom their situation of "person without residence and without abode" is known and attested, who live permanently in the territory of the Municipality of Milan, are already followed by:

  • territorial professional social services;
  • territorial services of Milanese ATS or ASST or by specialist health services;
  • Third sector bodies, voluntary organisations, social promotion associations that deal with serious adult marginalisation;
  • parish listening centers that deal with serious adult marginalisation

they can contact the service and/or the association that follows them. The operators/volunteers will make an assessment of the need and will be able to send a report to the ResidenzaMi offices with the request which must be sent to the e-mail address: pss.residenzami@comune.milano.it.
The person will subsequently receive from the service and/or the association that drew up the report an indication of the necessary documents and the address, date and time of the appointment at the ResidenzaMi desk competent for the area, to start the process of registry registration. 

Anyone who does not have contact with any social or health service or any third sector association or body can contact:

  • al Sammartini Center in via Sammartini, 120 with free and spontaneous access. The help desk is dedicated to homeless adults;
  • to the filter counter at Casa della Carità in via Francesco Brambilla, 8/10 by appointment to be booked at the telephone number 345.5815222 (call from Monday to Friday from 9 to 30). 

At the end of the phone call, once the presence of the minimum requirements has been verified, the date, time and place of the appointment will be communicated for an in-depth interview during which the applicant will have to bring the necessary documents to view.

The service is offered in co-planning with the ATI - Temporary Business Association, made up of:

  • "A. Abriani" House of Charity Foundation;
  • Caritas Ambrosiana Foundation and Cooperativa Farsi Prossimo, managed by the Social Policies Directorate - Rights, Inclusion and Projects Area

and in collaboration with:

  • Neighborhoods and Municipalities Management
  • Civic Services Directorate - Registry
  • SSPT (Territorial Professional Social Services).
