The Welfare Development Plan is the strategic planning document that the legislation indicates for the activation of a "network of integrated services" in the social and socio-health field and which identifies: 

a) the strategic objectives and intervention priorities as well as the tools and means for their implementation

b) the organizational methods of the services, the financial, structural and professional resources, the quality requirements.

Il Welfare Development Plan of the City of Milan (Area Plan), relating to three-year period 2021-2023, is presented as the result of extensive collective work involving the Milanese Welfare institutions and first of all the Welfare and Health Directorate which worked for its construction in close collaboration with all the citizens' Welfare stakeholders.
