Foster care network

Il Foster Care Service of the Municipality of Milan it has been active since 1982, shortly before the enactment of Law 184/83.

In line with the guidelines for family foster care of the Ministry of Labor and Social Policies and the legislation of the Lombardy Region, the Milanese Administration is committed to promoting and increasing the use of family foster care.

With Council Resolution 2126 of 19.10.2012, the Municipality outlined the guidelines for the development and reorganization of the Foster Care System and the consolidation of the system of collaborations with the third sector network.

The current organizational structure involves various actors.

Foster Care Coordination

  • It carries out awareness, information and training initiatives on family foster care and courses to get to know the families/people involved
  • receives requests for foster care from Territorial Professional Social Services and proposes matching the minor with the person/family available for foster care
  • collaborates with Social Services to support foster carers with foster care started by promoting personalized and group meetings
  • coordinates the initiatives/activities on family foster care carried out in a "network" with the private social sector.

Foster parent groups
Stable support group, sharing discussion with other foster carers with ongoing reception experiences (monthly).

Territorial Professional Social Service

  • It deals with the protection, care and protection of children/young people and their families of origin by activating support interventions in their favor, including family foster care
  • defines the most suitable family foster care project for the child/young person, of which it maintains the "direction" for the entire duration of the project; verifies the progress of the foster care by supporting the family of origin and the child and supporting the foster carers by working "online" with any other subjects involved.

Social enterprise partners
They are contracted by the Municipality of Milan to accompany the family of origin, child and foster carers in the foster care process with professional psycho-socio-educational supports; the interventions are proposed and activated by the Municipality Services (Professional Social Service and Foster Care Coordination).

Currently the organizations are grouped into a single Temporary Business Association (ATI) which operates with a three-year contract, activating the activities of the Reliance Coordination Service with various additional interventions.

The members of the ATI are:

Il Melograno – CBM (leader) with CAF, COMUNITA' NUOVA, DIAPASON, EQUACOOPERATIVA.

The ATI collaborates with the Municipality of Milan for information, training and knowledge of families available for foster care. It provides qualified educational support, always in coordination with the Foster Care Service and on specific projects of the Territorial Professional Social Service.

The National Coordination of Foster Care Services has been active since March 1996. It is made up of social workers of different professionalisms, representatives of multiple public entities operating in family foster care. The Municipality of Milan is among the founding members.

The CNSA is a group for discussion and reflection on issues concerning family foster care.

Since 13 January 2022, the pro tempore presidency has been held by the Municipality of Milan while the organizational secretariat has been carried out by the Province of Trento.

In 2013, in implementation of the guidelines of the Municipality of Milan on the Foster Care System, the Citizens' Table on Family Foster Care was established.

Il Citizen Foster Care Table is open to Social Enterprises and Family Associations active in Milan, registered in the appropriate Regional lists of the Third Sector and Volunteering, who have gained experience and carried out activities in the field of foster care and family reception.

The Table has consultative, study and constant discussion tasks, in particular on communication strategies and actions and the dissemination of culture for family hospitality. It is a place for participatory reflection on the national guidelines for foster care.
