Free funeral: how it works

The free funeral is granted in the following cases:

  • the deceased person was destitute while alive and belonged to a needy family;
  • there is disinterest on the part of the family.

The free funeral is reserved for citizens in possession of following requirements:

  • people resident and deceased in Milan, for whom cremation is requested or whose burial takes place in city cemeteries;
  • people residing in Milan and deceased in another Municipality, who will verify with the Municipality of Milan the presence of the conditions required for the assumption of the costs borne by the municipality;
  • people residing outside the municipality but who died in Milan; in this case the costs of the funeral service and burial will be borne by the Municipality of residence, which will establish the requirements to benefit from the free funeral.

They are considerate destitute:

  • the deceased person with a valid ISEE of the family unit lower than the threshold defined by the municipal social services for income support;
  • the deceased person who at the time of death is hospitalized in a social-welfare facility with costs partially or totally borne by the municipal administration.

For the year 2024 the threshold identified for the ISEE is equal to or less than €6.000

NB. In the case of foreign citizens not resident in Italy, the need must be certified by the Consulate of the country they belong to.

They are considerate in a state of need the deceased person's family members (spouse, first degree ascendants and descendants in a straight line, brother and sister) who declare an annual income value:

  • gross total, referring to the family unit to which they belong, equal to or less than €23.554,67, resulting from the last tax return presented or, in its absence, from the last available single certification (formerly CUD).

NB. In the case of townspeople and citizens foreigners not resident in Italy the state of need must be certified by the Consulate of the country of origin.

Family disinterest can be:

  • explicit
    - manifested in a signed declaration (see: form for the declaration of disinterest)
  • implicit
    - is determined by the absence - within thirty days of death - of behaviors and activities necessary for burial.

The free funeral is carried out in a form that guarantees its decorum and includes the following services:

  • funeral service
    - supply of the coffin, transport of the coffin from the place of death to the place chosen for the funeral and then to the place of destination in the municipal territory;
  • burial in a common field or cremation
    - including the possible placing of the ashes in the common cinerary;
  • handling of related practices
    - including those for the possible assignment or dispersion of the ashes.

When they refer to the deceased person who is indigent and belongs to a needy family or for whom there is a lack of interest on the part of the family members, the ordinary exhumation carried out automatically and the transfer of the bone remains to the ossuary are also free of charge and placed under the responsibility of the Municipality. common.
