Enhancement of the Cascine

Procedure for valorisation of n. 14 FARMHOUSES owned by the municipality, characterized by situations of degradation, administrative uncertainty and abandonment, even partial, in the three-year period 2019-2021, identified in the corresponding Single Planning Document (DUP), through concessions in surface rights for up to 90 years, through announcement of specific public tenders, aimed at the architectural and functional recovery of the same.

The object of the tenders is the concession of surface rights, for a duration of between 30 and 90 years, through the signing of a specific agreement with the Municipality; in relation to the same procedures, the overall redevelopment of the farmhouse complex is envisaged with architectural recovery (and consequent ordinary and extraordinary maintenance for the entire duration of the concession), without costs for the Municipality, and the refunctionalization through the establishment of new functions, guaranteeing at the same time optimal use of all the relevant areas of the same complex.

The projects involve the redevelopment of the Cascine buildings for public functions/equipment for services such as, for example, social services for the elderly/adults/disabled/minors, service crafts and neighborhood shops, business incubators , aggregation centres, multi-purpose centres, sports centres, schools, nursery schools, training services, hostels and student residences, hospital and outpatient facilities, exhibition venues and cultural locations, product markets fruit and vegetables (as per PGT - Service Plan); as well as for private functions which must also be qualifying and capable of generating income in order to guarantee the economic sustainability of the recovery and maintenance of the Farmhouses.

The projects concerning the Farmhouses must essentially envisage the recovery and conservation of the same also through the establishment of a mix of public and private functions consistent with the characteristics of the properties, the areas of insertion and in line with the technical contents specific to the relevant public tenders for concessions, which will be subject to careful evaluation by the tender commission.

Since these are listed properties, pursuant to Legislative Decree 42/2004, any planning hypothesis and use of the assets must be preliminarily approved by the competent Superintendence (referred to in the corresponding Authorizations for concessions issued) which may make changes to the project approach presented during the tender.

At present, and after completion of the relevant tenders, Cascina San Giacomo, Cascina Monluè, Cascina Cotica, Cascina Carpana, Cascina Sella Nuova and Cascina Nosedo have been assigned.

State of fact: definitive award with Executive Resolution 32/2014 - with Executive Resolution 354 of 26/01/2022 the definitive award was revoked due to critical issues that arose in the signing of the concession of the surface right by the successful tenderer.

Main contents of the project (according to the provisions made by the Regional Directorate for Cultural Heritage during the authorization (authorization issued on 1 October) pursuant to and for the purposes of art. 57-bis of Legislative Decree no. 42/ 2004 ):

  • residential reception services for people with disabilities, unaccompanied foreign minors, foster care from the Juvenile Court, migrant adults
  • laboratory services to promote the social and working inclusion of people with disabilities
  • general activities of a spiritual nature (linked to the historical abbey characteristics of the place), cultural and aggregative activities open to all citizens
  • commercial floriculture activities also aimed at the employment of people with fragility 
  • tourist reception and bar/restaurant services that enhance the products of the local supply chain

  • headquarters for associations and other local organizations of a social nature
  • outdoor courtyard with green spaces with paths and areas dedicated to hosting events
  • offices, meeting rooms and control rooms for the ordinary operational management of some activities and departments forming part of the integrated water service.
