Rubattino – Great Urban Function and Magnificent La Scala Theater Factory

With CC resolution n. 34 of 14 October 2019, the Municipality of Milan approved the general variant to the PGT, which became effective on 5 February 2020.

The Variation to the PGT locates within the scope of what was previously identified as the Second Phase of Intervention of the Rubattino PRU, an area of ​​approximately 147.000 m0,35. intended for Large Urban Function ("GFU") and recognizes for the same area a territorial building index (IT) equal to XNUMX mXNUMX/mXNUMX. of SL for accessory urban functions or in any case compatible with the GFU.

Following the GC Resolutions of 23.12.'20 and 30.07.'21, the Framework Agreement was signed on 03 June 2021 to implement the provisions identified by the PGT, an agreement then perfected with an amending act of 13 December 2021 and subsequent Rectification Act dated 25 February 2022.

The public objectives set in the aforementioned Framework Agreement find substance in the creation of urban functions of significant public interest such as the creation of the depots and laboratories of the Teatro alla Scala in Milan, but also in the creation of a center for research, training and experimentation and technological and economic innovation as well as in the creation of a green area and a school service. Alongside this, additional or otherwise compatible private functions will also be developed, of a commercial (up to the average sales structure), productive, tertiary/managerial and logistical nature.

The project for the installation of new structures to be used as warehouses and laboratories of the Teatro alla Scala, and for the creation of a new green area, as an expansion of the existing Lambretta Park (part of the network of 20 new parks in the city), was the subject of an international design competition, the winner of which was announced on 26 May 2022. Following the award, the area was therefore affected by environmental remediation procedures necessary for the implementation of the definitive project of the park in via of realization.

As for the areas destined to host the deposits and laboratories of the Teatro alla Scala, environmental remediation activities are underway (partly already completed) and the preparatory documents for the implementation of the building intervention are being prepared. At the same time, redevelopment activities were also promoted in the area located between via Rubattino and via Caduti in Missione di Pace, with the aim of hosting the project for a new primary school currently being designed.

The public works mentioned above are the subject of financing as part of the projects promoted by the PNRR.

As for the portion of the private area located in the eastern part of the GFU, the project for a logistics hub was presented to the offices and is currently in the preliminary investigation phase.
