PA8 (via Novate) - Mandatory Implementation Plan

The proposed Implementation Plan envisages the construction of new residential buildings, entirely intended for social housing, with neighborhood or tertiary commercial activities at the foot of the same buildings; the primary objective of the Plan is to create a new urban park including the areas subject to transfer and the adjacent municipal area which has been in a state of abandonment and environmental degradation for decades, which constitutes a new green lung to the north of the Comasina district and in continuity with the existing green areas in the adjacent municipality of Novate.

In particular, the project includes:

the creation of a subsidized residential settlement, divided into 50% for sale and 50% for rent, as well as a residual share of functions compatible with the residence;
the arrangement of a new public garden on the area being sold (approximately 10,5 thousand mXNUMX);
the environmental restoration and park arrangement of the adjacent municipal area (approximately 22 thousand mXNUMX) already owned by the municipality and located between Via Novate and the PA intervention surface;
the creation of a new road axis with a parking system to connect the lot with the urban road system;
the completion of the cycle connections between via Comasina (and the terminus of the MM3) and the Municipality of Novate (via Novate-via Polveriera axis).

Status of the Proceedings

VAS verification process concluded (February 2022) with subjection to VAS (in progress).

Characteristics of the intervention

The planivolumetric structure, characterized by a notable volumetric consistency on the land area (following the application of the rules of the current PGT), is based on three tower buildings of approximately 18 floors, as well as a lower building in line, connected on the ground by a continuous system of compatible functions open to the neighborhood.

The location of the green transfer area of the lot allows the unitary arrangement with the adjacent municipal area (for an extension of over 3 hectares), a fundamental piece for the ecological-environmental connection system of a vast area called "RiconnettiMI".
