Bovisa interchange hub

Following the critical issues that emerged during the implementation planning phase, with the variation to the PGT 2020, the urban planning regulations for the Bovisa area were modified, through the breakdown of the single perimeter of the Urban Transformation Area into distinct areas equipped with a of ad hoc rules.

The Bovisa Hub includes areas located adjacent to the Bovisa FNM station, owned by the Municipality of Milan and Ferrovienord SpA, for an extension of approximately 90.000 m50.000. Inside the perimeter are the station building and a portion of the railway embankment, an area of ​​approx. XNUMX mXNUMX of municipal property located along Via Bovisasca and the two squares located to the east and west of the station which now host at-grade parking. 

The objective of the PGT, through the identification of the Node, is the creation of an urban centrality that fully exploits the potential offered by high accessibility. The Bovisa station, already the fourth in the municipal area for passenger traffic, is the subject of a project to upgrade the railway infrastructure which involves increasing capacity with the construction of 4 new tracks (west of the existing route). The objective is to create a railway and urban public transport system through the extension and interchange with trams 7 and 2 and car lines 92 and 82, creating a real hub.
From a functional point of view, the PGT allows in these special areas to achieve significant densities in relation to the achievement of specific public objectives. In the case of Bovisa it is possible to reach the maximum index of 1 m1,8/mXNUMX through the construction of social housing and reach up to XNUMX mXNUMX/mXNUMX (defined in the Reinventing Cities Call, below) guaranteeing an overall urban redesign intervention and infrastructure of the node.

The Municipality of Milan, in agreement with Ferrovienord SpA, has decided to include the Bovisa Hub among the areas to be awarded through the Reinventing Cities 2 procedure. Reinventing Cities is an international tender announced by the Municipality together with C40 which provides for the sale and establishment of surface rights for sites to be used for environmental and urban regeneration projects. The call, in particular, promotes the development of regeneration projects that respond to the principles of emission neutrality and environmental sustainability, innovation of technological solutions and social inclusiveness. The aim is to regenerate underused sites and transform them into examples of sustainability and resilience, which act as a showcase for future zero-impact urban developments.

The second phase of the tender procedure concluded in May 2021 with the award to the MOLECOLA team. The Team is made up of “Hines Italy RE Srl”, which plays the role of investor and Representative, Park Associati, Habitech, ESA Engineering, Bollinger+Grohmann, Mobility in chain, Greencure, Institute for Social Research (IRS), Schneider electric, A2a - Heat and services, Wood Beton and Ammlex. The project involves the creation of an urban laboratory for sustainable mobility, with affordable housing for young people and students, in synergy with the university campus of the Polytechnic of Milan already present in the neighborhood and with future expansion in the Goccia area. 
Following the award procedure, Ferrovienord SpA asked to proceed with the "economic adequacy check", as provided for in the tender notice, with respect to the valorisation of the areas it owns. The verification concluded positively in October 2021 and preparatory activities are underway for the presentation of a proposed implementation plan as well as the formalization of the capital aspects.
