Enel-Porta Volta - Integrated Intervention Program

Integrated Intervention Program relating to the areas of via Ceresio 7/9, via Bramante 49 and via Procaccini 1/3

The area of the Integrated Intervention Programme, located in the north-west quadrant of Milan, close to the Monumental Cemetery, is divided into three distinct blocks (1, between via Ceresio and Bramante, 2, between Bramante, Fioravanti and Niccolini, 3, between Niccolini and Procaccini), already part of the ENEL complex (which maintains a transformation plant in Block 1).

The P.I.I., having a total surface area of over 31 thousand m1, provides for the conversion of a large part of Blocks 2 and XNUMX to public functions and public use: equipped green squares, multi-storey public underground parking in rotation, renovation of the Art Nouveau building and its refunctionalization as a service of public interest (museum and exhibition venue also for direct use by the Municipality).

In July 2017, a change to the Program was envisaged which introduced further urbanization works and revised the time program of the interventions.

The project in particular includes:

the establishment of new residential functions (free and under an agreement) in Block 3;
the establishment of a hotel in Block 2;
recovery of existing buildings for tertiary functions in Block 1;
recovery of the so-called building “Ex horse-drawn tram” located on via Bramante, in Block 1, intended as the new headquarters of the Association for Industrial Design (ADI) and exhibition space (Compasso d'Oro Collection);
primary urbanization works (underground services in via Fioravanti, Niccolini and Ceresio and cycle path – Raggio Verde – between via Ceresio and Piazza Baiamonti);
the creation of a green square for public use in Block 1;
the construction of a new underground public car park (approximately 250 parking spaces) in Block 2;
the creation of a green and equipped public square in Block 2;
the redevelopment of the public garden between via Fioravanti and via Bramante;
the construction of a new tram stop in via Procaccini;
the transformation into green flower beds of the remaining spaces (now used as car parks) between the tram tracks in Piazzale Cimitero Monumentale.

Status of the proceedings

Completed

All public and private interventions are completed, with the exception of the creation of the new flowerbeds in the Monumental Cemetery Square (implementation expected between February and April 2022).

Characteristics of the intervention

The planivolumetric project of the Program aimed at conservation and valorization

of the buildings of Block 1 existing along the perimeter and emptying the central part of the same for the creation of a new green space for public use and connection;
in block 2 the northern front of via Fioravanti was completed through the construction of the new accommodation building (enriched by "vertical" greenery along the short sides) and the northern portion was completely returned to public use (tree-lined square);
the curtain wall construction (along Procaccini and Niccolini streets) of Block 3 has recomposed the building fabric in coherence with the existing development along the same axes.
