Bovisa Goccia Villapizzone - Great Urban Function

Following the critical issues that emerged during the implementation planning phase, with the variation to the PGT 2020, the urban planning regulations for the Bovisa area were modified, through the breakdown of the single perimeter of the Urban Transformation Area into distinct areas equipped with a of ad hoc rules.

The area of ​​the so-called Goccia is intended to host a Large Urban Function, which the PGT identifies with the expansion of the university campus of the Polytechnic of Milan, the localization of research institutes and the creation of a system of green areas for at least 50% of the territorial surface.

The GFU is in turn divided into two sub-areas:

  • the Bovisa Goccia area primarily intended for the expansion of the campus and the creation of a large urban park created from the union of the Gasometer Park and the Goccia Park;
  • the Bovisa-Villapizzone area intended to accommodate the future cogeneration plant serving the neighborhood and the Certosa area and ancillary urban functions (tertiary and productive).

In the area, on the Villapizzone side but outside the perimeter of the GFU, there is also an indirect relevance intended for the completion of the greenery system.

The objective of the regeneration project is to make an urban void full of history liveable and usable, due to its industrial past, foreseeing the birth of a large public green system, a scientific technological center of excellence and spaces finally reconnected to the neighboring neighborhoods .

As regards the Bovisa Goccia area, the public objectives are:

  • the remediation of contaminated soil;
  • increase the public green area;
  • recover historic, valuable and existing properties;
  • improve connections with the surrounding neighborhoods, pedestrian and through public mobility.

To this end, on 12 May 2021, the Municipality of Milan and the Polytechnic of Milan signed a Framework Agreement (subject to subsequent amending and supplementary Acts), envisaged by the Territorial Governance Plan as a tool for coordinating interventions. The Agreement defines the objectives of the regeneration by giving priority to the recovery of the existing properties in the area and the creation of a large green system: to the north the large Parco della Goccia of approximately 180.000 m220.000 and to the south the Parco dei Gasometers which will be equipped for the time leisure and sport, for a total of approximately 67 m325.723 of greenery. A green system that affects approximately 0.35% of the entire surface of the GFU (XNUMX mXNUMX), to which particular attention will be paid by seeking a balance between the needs of soil reclamation and the maintenance of existing trees of value or naturalistic importance. The two parks, characterized by high ecological value, will be connected by a minute network of green and pedestrian spaces that will cross all the intervention lots, affected by the recovery of existing industrial buildings and flanked by new buildings for the expansion of the Campus and spaces for research and innovation. The PGT also allows the creation of accessory urban functions (max XNUMX mXNUMX/mXNUMX) compatible with the GFU: tertiary, productive and university residence. The first batch of implementation will concern the Gasometer Park, for which the reclamation procedure has been concluded and, on the initiative of the Polytechnic, the project has been approved within the State-Regional Agreement procedure which specifically involves the construction of a park equipped for leisure and sport and the recovery of existing buildings, in particular the two Gasometers which will host a sports center and an incubator respectively.
Next door, in the so-called lot 1B, the reclamation procedure for the area is being completed.
On the remaining portions of the Bovisa Goccia sub-area, in the so-called Lots 2A, 2B and 2C, the procedures and activities aimed at remediating the soil necessary to host the new campus and all the planned functions are being carried out.

In light of the complexity of the interests involved in the pursuit of public objectives and in light of the economic resources allocated by the 2022 Aid Decree for interventions of municipal interest (and the related mandatory implementation deadlines), the Municipality and the Polytechnic stipulated on 26 September 2022 with the Ministry of Sustainable Infrastructure and Mobility, the Ministry of University and Research, the Lombardy Region, Ferrovie Nord Milano and the Italian Railway Network, a specific Memorandum of Understanding aimed at the regeneration of the Bovisa-Goccia area and the creation of the new Polytechnic Campus “Campus Nord” as well as the creation of the so-called. Urban forest (which includes the Parco della Goccia) and the establishment of the new campus of the Milan Civic Schools Foundation, according to the Masterplan drawn up by Studio Renzo Piano Building Workshop, attached to the Protocol itself, providing for an overall process of redevelopment and urban regeneration with urban-building, infrastructural, environmental restoration and overall refunctionalization interventions of the territorial area in question. To date, the technical and economic feasibility projects of the following have been approved by the City Council: - new headquarters of the Milan Civic Schools Foundation, which will be located in the so-called Lot 2C; - regeneration interventions of the "Urban Forest", which also include the so-called "corniche", i.e. a mobility system that improves access and usability of green areas.
Regarding the interventions of the Polytechnic of Milan:

  • the construction of the building intended to house the Energy Department, located at the intersection of via Lambruschini and Giampietrino, has been completed
  • the Services Conference aimed at approving the technical and economic feasibility project of the new university campus was concluded.

  • July 2023 - Approval of the City Council Resolution relating to the Guidelines for the stipulation of a new amending and supplementary act to the Framework Agreement, aimed at implementing the changes that have occurred in the medium term
  • October 2022 - Signing of the Program Agreement “Politecnico di Milano: Bovisa urban regeneration within the Bovisa Parco dei Gasometers – Gasometro 2 Innovation Hub”, between the Municipality of Milan, the Polytechnic of Milan and the Lombardy Region
  • September 2022 - Signing of the Memorandum of Understanding aimed at regulating relationships and commitments between the signatories (Municipality of Milan, Polytechnic of Milan, Ministry of Sustainable Infrastructure and Mobility, Ministry of University and Research, Lombardy Region, Ferrovie Nord Milano and Italian Railway Network), in order to guarantee the coordination of the administrative procedures in progress and to be activated for the regeneration of the Bovisa-Goccia area, relating to the creation of the New University Campus of the Polytechnic, the creation of the Urban Forest, the establishment of the Campus of the Fondazione Scuole Civiche di Milano and the redevelopment and development of the infrastructural system and stations of the Milan railway hub
