Quelimane Limpa - Mozambique

The project.

In Quelimane, in northern Mozambique, the enormous production and poor waste management are causing devastating environmental damage and forcing the inhabitants to live in terrible sanitary conditions. 
The Municipality of Quelimane asked Milan, as part of a city-to-city cooperation, for support on the topic of waste management. The objective is to strengthen cooperation between Local Authorities, civil society and private individuals, for the integrated, efficient and participatory management of urban waste.

Exchanges have been planned with the Municipality of Milan and Amsa/A2A for: 

  • expansion and improvement of the collection services managed by the municipal company mainly through the training of employees, reformulation of the collection plan, the supply of vehicles and containers and the development of pilot interventions in the central market and in the quadrant of the city;
  • creation of micro-enterprises linked to the management and recycling of waste, in particular plastic and organic material, through micro-financial services for initial investments;
  • training and assistance activities, supply of work vehicles and equipment;
  • construction and equipment of a composting center and a plastic treatment center and technical training of personnel;
  • involvement of civil society through awareness campaigns, information materials and environmental education in schools;
  • promotion of the use of compost among farmers. 

The direct beneficiaries of the intervention are: 60 people contracted in micro-enterprises and in the CTP for the primary collection and recycling of plastic, 140 Emusa officials, 224 members of environmental associations, 840 pupils from 7 schools, 30 members of the Samcom committee, 44 members of the markets commission, 60 farmers, for a total of 1.398 people.

Indirect beneficiaries: the inhabitants of the Municipality of Quelimane (approximately 110.000 inhabitants).

The project, co-financed by the EU Delegation - Mozambique (EuropeAid call N. 150577 DD/ACT/M), Lombardy Region, Peppino Vismara Foundation and Novamont, was started on 1 December 2016 and continues with exchange and city activities -to-city cooperation on the topic of urban waste.

To improve hygienic-environmental conditions in the city of Quelimane, the project aims to strengthen cooperation between local authorities, civil society and private individuals for the efficient and participatory management of municipal solid waste (MSW).

• Technical training for officials of the waste management department (EMUSA)
• Supply of new waste collection vehicles
• Review and rationalization of the MSW management system
• Organization of 6 micro-enterprises for primary collection
• Creation of waste recycling facilities
• Awareness campaigns in the neighbourhoods
• Environmental education in schools
• Strengthening the role of CSOs and market commissions on the management of RSUs
• Training for farmers on the use of compost
