DAKAR REVE - Dakar Régénération Verte

The DAKAR REVE (Dakar Régénération Verte) project is financed by the Italian Agency for Development Cooperation following the December 2019 tender "Promotion of territorial partnerships and territorial implementation of the 2030 Agenda", with which AICS invites territorial bodies to present project proposals aimed at contributing to the concrete achievement of the Sustainable Development Goals in the partner countries of international cooperation.
The project aims to contribute to the sustainable urban development of the Dakar region in the climate transition scenario (general objective), improving the functioning of urban utility services and civic participation related to waste management (specific objective).
The main groups involved are the officials of the Municipality of Dakar and local services operating in waste management, users of waste management services and public markets, green micro-enterprises, social workers and citizens directly involved in the various actions. The outlined objectives will be achieved through strengthening the skills of the Dakar City Administration on service management and urban redevelopment, improving the efficiency and differentiation of waste collection in a city neighborhood identified as the implementation area of ​​a pilot project , strengthening the activation of civil society, the business world and the diaspora on environmental issues in the urban context.

The territorial partnership (Municipalities of Milan and Reggio Emilia, Ville de Dakar, Union of Municipalities of the Dakar region) will activate its officials for actions relating to the exchange of practices and service management models, also involving the service management companies waste for this technical component. The other project partners will bring specific skills related to their areas of experience. Regranting will be used to involve the Senegalese diaspora in Italy in environmental awareness actions, according to the co-development approach.

General objective: contribute to the sustainable urban development of the Dakar urban region in the climate transition scenario.

Specific objective: improve the functioning of urban utility services and civic participation connected with waste management.

  • Sharing a sustainable model for the decentralization of services to local authorities.
  • Application of IMM methodology to the hypotheses of urban redevelopment intervention in the city of Dakar.
  • Construction of an organic waste composting plant at a city market. 
  • Waste collection plan for a city market and the surrounding neighborhood.
  • Strengthening micro-enterprises with high environmental impact.
  • Transfer of awareness raising methodologies on environmental issues.
  • Involvement of migrant associations in the environmental awareness process.

  • Strengthen the skills of the Dakar city administration on service management and urban redevelopment.
  • Improving the efficiency and differentiation of waste collection in a city neighborhood.
