SPOTTED - Satellite Open Data for Smart City Services Development

The project

Funded by the European Commission within the Connecting Europe Facilities (CEF)-Horizon2020 programme, SPOTTED has as its main project objective the development of an innovative technological solution, in particular a platform, based on the integration and processing of Open Data from various sources, including satellite and statistics, to support political decision makers in the analysis, monitoring and activation of policies for the development and management of natural capital.

The input datasets used by the platform to carry out the analyzes are provided by the Open Data portals of the public administrations involved in the consortium, the European Data Portal and Copernicuse are managed through the CEF Context Broker Building Block. Furthermore, the generated output datasets are published, and therefore made available, on the European data portal.

The final objective of the project is to demonstrate, through the implementation of three pilot projects in Milan, Helsinki and Naples, how the use of Earth observation satellite data can generate innovation and create value with respect to the monitoring and planning of natural capital in cities in relation to different factors (for example, the impact of tourism, quality of life, economic growth, etc.).

In particular, the project will apply AI algorithms applied to the data collected by Copernicus and to a combination of other open data not deriving from Earth Observation (such as demographic data on the distribution of the sensitive resident population (<10 and >65 years), geographical data of the cycle/pedestrian network, etc.) to support the decision-making process through the use of the three services provided by the platform:


1. Urban Heat Exposure
2. Urban Heat Vulnerability
3. Urban Green Index
 

With SPOTTED, the Municipality of Milan intends to use the three services of the platform developed by the project with respect to three indicators:


1. Natural capital and soft mobility
2. Natural capital and health
3. Natural capital and social cohesion.


These three indicators were identified as areas of analysis of interest by the project's Pilot Local Group during two workshops. The presentation slides used are shown in the attachments section.


The platform intends to be a practical resource to support policy-making, as it provides machine learning tools to evaluate, plan and develop urban sustainability programs.
