The project

It aims to carry out actions in the territories of the Po Valley and Slovenia to improve air quality, in accordance with the European Directive 2008/50/EC and the European strategy "Clean air for Europe".
The project extends the measures already present in the air quality plans at the regional level on a larger scale, strengthening the vertical integration between the different levels of governance and realizing the horizontal integration between the most important sectors that have an impact on the quality of the air. air.
The Regions, therefore, have grouped together and planned actions with the aim of reducing emissions over the next few years. The actions are also extended to Slovenia to reduce the movement of pollutants along the Adriatic Sea.

The actions that will be carried out by the Municipality of Milan are complementary to the activities conducted within the European "STARS" project and are consistent with what is indicated in the "Urban Plan for Sustainable Mobility", which has included cycling mobility among the priorities of the transport and also supports it through promotion and training actions.

  1. Define the measures envisaged by the regional air plans of the Po basin;
  2. Define the types of interventions that can be financed by other community programs 2014-2020 (to satisfy the resource additionality requirement);
  3. Identify consistency with the themes addressed by the working groups of the Po basin program agreement

  • analysis of the existing situation;
  • analysis of regional air plans;
  • implementation of measures to support sustainable mobility concerning the essential aspects for compliance with air quality standards and focused on the use of alternative clean fuels, the development and creation of low-emission zones as well as the promotion of cycling mobility;
  • testing of integrated air plans;
  • information and communication of results

Paid by the Municipality of Milan

  • organization of seminars in primary and secondary schools to raise students' awareness of the importance of using bicycles to travel from home to school;
  • drafting a toolkit to help students with their travels containing a map of the routes;
  • training in cycling;
  • organization of workshops and meetings with local stakeholders (e.g. local police, police forces, youth groups;
  • use of peer education to train groups of cycling ambassadors in high schools through the intervention of experts appointed by the Municipality of Milan;
  • organization of cycle workshops in schools;
  • training meetings with parents conducted by paediatricians and psychologists to raise awareness among families about letting their children go to school by bicycle; 

  • A dataset containing a list of actions, measures and indicators, for a preliminary assessment of the impact of air quality plans
  • A permanent infrastructure to share air quality data
  • Guidelines for the use of fertilizers
  • Training initiatives for the correct maintenance of biomass
  • Create a network between the cycling stations of the main cities of the Po basin and develop cycling infrastructure
  • Training initiatives on the efficient use of energy
